00:46meal to the EU and the world's top 10 exporters of sunflower oil.
00:50It produced 890,000 tons of vegetable oil last year, up 17% from 2024. The country is also the
00:58EU's second largest supplier of durum wheat and already processes 5 million tons of grain annually.
01:04By 2028, it plans to add 6 million tons of deep grain processing capacity, focusing on higher value products such
01:12as amino acids, syrups and vitamins.
01:14For more on the country's food processing ambitions, we spoke to Kazakhstan's Vice Minister of Agriculture Ербол Тажжуреков.

02:14How is Kazakhstan aligning its food safety regulation with EU standards, particularly in meat, fish and honey?
02:23Мы повышаем ежегодно, смотрим те требования, которые предъявляются к нашей экспортируемой продукции.
02:31Буквально в прошлом году мы закупили порядка семи лучших исследовательских лабораторных оборудований, которые были аккредитованы со странами Европейского Союза.
02:41Если раньше у нас была возможность проверять нашу экспортируемую, в том числе импортируемую продукцию на семь компонентов, то сейчас мы
02:48можем нашу продукцию проверять уже по 72 компонентам.
02:52То есть это достаточно широкий и тщательный контроль к нашей производительной продукции.
02:57И в этой связи на сегодняшний день уже есть у нас согласованные сертификаты и разрешения по поставке, к примеру, проработанности
03:06Европейским Союзом.
03:07Это мёд, это рыба, в том числе сейчас готовится пакет уже соглашений по экспорту нашего константского мяса.

03:20Elsewhere in the sector, the dairy industry processes about 2.7 million tons of milk annually, while meat processing enterprises
03:27produce 450,000 tons.
03:30Against that backdrop, one of the sector's leading companies is expanding its processing capacity.
03:38Kazakhstan's poultry experts are partly driven by the ITAS holding group, which plans to nearly quadruple total output to 350
03:46,000 tons by 2030.
03:49The group owns Central Asia's largest poultry farm, located in Kazakhstan's Akmola region.
03:54The Makinsk poultry complex produces 90,000 tons of meat per year and offers 80 products across the full value
04:00chain, from chilled meat to further processed and ready-to-cook items.

04:38Baitirek Venture Fund with a credit line from the Development Bank of Kazakhstan.

05:00As Казахстан rubs up production, the sector is increasingly focused on expanding capacity and boosting experts.
05:08To discuss financing for the sector and how this growth is being supported, we're joined by Marat Yulibayev, chairman of
05:15the board of the Development Bank of Kazakhstan.
05:20Mr. Yulibayev, thanks for joining us.
05:22Thank you, Boutangos, for my invitation.
05:23What are the main barriers to shifting from raw commodity exports to deep value and what conditions are still needed
05:31to accelerate the sector's development?
05:32Казахстан has abundant resources of land, so we have more than 200 million hectares of agricultural land and we have
05:40more than 25 million hectares of arable land.
05:43So we produce a lot of raw materials, but primarily grain, it's oil products, not really processed products.
05:54So just to give an example, in terms of grain production, last year we produced more than 25 million tons
06:02of grain, but only one-fifth had been processed in Казахстан.
06:06And if you talk about deep processing, it's only a few percentage percentage.
06:10So we have a strong base of raw materials and the question mark, how is it going to process and
06:16produce and to create more value, additional value products in Kazakhstan?
06:23And here is a very important point is to build new production facilities in Kazakhstan, which is going to use
06:31those raw materials and create new products.
06:36If the food industry is to drive growth, what segments offer the strongest long-term financing potential and what DBK
06:45instruments are currently most in demand to modernize food production?
06:50We see a lot of potential there. We're talking about deep grain processing, production of biotanol, production of lisin, syrups,
07:01some dairy products, production of oil and fat ingredients, etc., etc., where we see a strong potential in Kazakhstan.
07:10The Development Bank of Kazakhstan focuses on two main directions.
07:14The first one, I would say, we focus on developing new investment projects.
07:20So it's long-term financing to create new production facilities in Kazakhstan.
07:25And second direction is export financing.
07:28So when the local company wants to export, they potentially could apply for us in terms of getting export financing
07:37in order to help them to sell their products abroad.
07:42Both directions, I would say, are having a strong interest from the entrepreneurs.
