00:01Iran has said that it will not be sending a delegation to participate in the second round of high-stakes
00:05peace talks with the United States,
00:07which was set to take place in the Pakistani capital Islamabad on Monday.
00:12It comes after the U.S. military announced on Sunday that it had seized an Iranian-flagged commercial vessel,
00:18attempting to evade the U.S. naval blockade of Iranian ports.
00:23The seizure was the first by the U.S. Navy since the blockade was instated last week,
00:28and comes in response to Iran's closing of the Strategic Strait of Hormuz,
00:32which has sent global energy prices soaring.
00:35Iran vowed a swift response to the U.S. development,
00:39which it called a violation of the ceasefire and an act of piracy.
00:44Earlier, Tehran's chief negotiator, Parliamentary Speaker Mohamed Bagher Khalibaf,
00:49detailed that several staking points persist with the U.S.,
00:53which would prevent a deal from being struck.

02:09With more than 60% of votes counted, Radev's center-left Progressive Bulgaria Coalition
02:15is in the lead, with nearly 45% of the votes, giving it an absolute majority of at least

02:26The result brings the Liberal PPDB Coalition well behind at 15% and former Prime Minister
02:33Boyko Borisov's Conservative Jerb Party at 13%.

04:14A maternity ward in Novo-Kibyshevsk was also hit by a drone, but no injuries were reported, according to local
04:23authorities.
04:26A father fatally shot eight children, seven of whom were his own, in an attack on Sunday morning in the
04:32southern U.S. state of Louisiana.
04:33The children's ages ranged from three to 11 years old.
04:38Two women were also critically wounded in the shooting, one of whom was the gunman's wife.
04:43Seven of the children were killed inside a house, and one was found dead on the roof after apparently trying
04:49to escape.
04:50Our officers responded, located the scene, located the eight individuals, the children that were dead,
04:57and they tried to provide aid where they could, but ultimately were unable to save any of them.

05:32At least three people have been killed in another U.S. military strike on a boat accused of ferrying drugs
05:39in the Caribbean Sea on Sunday.
05:42Authorities say the strikes are part of a campaign by the Trump administration to crack down on the smuggling of
05:49drugs into the United States.
05:51In the past week alone, strikes have killed at least 12 people.
05:56The blowing up of alleged drug trafficking vessels in Latin American waters has persisted since early September and has killed
06:04at least 181 people.
06:07The U.S. military has yet to provide any definitive evidence that the vessels targeted were indeed carrying drugs.
06:15Other strikes have taken place in the eastern Pacific Ocean as well.
