00:00So every day is a blessing. It took about three years of, I did it three times.
00:04It's a different adventure every time. That's not fun.
00:08So without it, you would have had problems?
00:10I did it with, there was a Green Beret 28-year sergeant major that told me when we finished,
00:16make sure you tell Amber Capone, the CEO of Veterans Exploring Treatment Solutions,
00:19that she saved my life because I was going to kill myself next week.
00:22This is my last chance. I had a 28-year veteran tell me that. This works.
00:27Okay, good.
00:28Mr. President, could you ask Marcus to speak about his experience?
00:34Thank you, Secretary. Yeah, Mr. President, what Robin Neal is talking about,
00:38my wife Amber Capone is the CEO of our charity Vets, Veterans Exploring Treatment Solutions.
00:43We had prayed for this day to come 10 years ago when we started the charity.
00:47We've been sending veterans outside the country, Joe, that you've been talking about for years,
00:51several thousand now, and we said the mission will end once this day happens.
00:55So we believe this is a huge step in maybe that the mission goes away,
00:58and now we have affordable access right here in the U.S.
01:00Why didn't they get it done?
01:02We're getting it done, right? You're getting it done.
01:05Why get other presidents looking at it?
01:08Why didn't they get it done?
01:09I think we needed you.
01:11I guess that's my job. I can answer that question, sir.
01:13Go ahead, please.
01:14There's a small group of us in the House that have been trying to move legislation since I showed up.
01:22Mr. Correa, Mr. Bergman, Mr. McCall, Mr. Crenshaw, every year have tried to move legislation.
01:28That side of the room is not going to like what I have to say about this.
01:30And every year it has all fallen short.
01:33Every year it has all fallen short.
01:35And it's because of the proverbial roadblocks that are always in the way.
01:40Fair assessment.
01:43But those members of myself were convicted never to give up.
01:46Ever.
01:48And with this executive order, I'm going to maintain the proposal, Mr. President.
01:52With this executive order, you have broken down those barriers and allowed us.
01:57I have all the faith in the world that this will codify and remain forever.
02:01So thank you very much for taking care of your service members and your veterans
02:04and giving the members that have been working on this for so long a chance.
02:09Thank you, sir.
