The UK introduced a 'soft opt-out' system for organ donation, yet the number of transplants is at a 10-year low. This video explains why the family refusal rate has tripled and what this means for the system.
Transcript
00:00So now basically everyone is automatically presumed to be an organ donor if they're over 18
00:05unless they actively remove themselves from that list. And the organ donor does, the organ donor
00:12register still exists for people who want to register their consent officially and opt-in
00:17registrations have actually massively increased. So about 42% of the population is on the organ
00:22donor register and there's presumed consent for every adult apart from excluded groups but
00:27families still have the final say. And the problem is is that the family refusal rate has gone up
00:34massively. So between 2020 and 2024 the number of family blockings tripled and they're at a 10-year
00:42low. So the consent rate is only at about like 61%. It's very far down and it's much lower among
00:49ethnic minority groups. But the question is whether this soft opt-out system has actually done what it
00:54was supposed to do.
