00:00According to Chairman of the Council of the TNT Society for the Prevention of Cruelty to Animals, Sita Curvilla,
00:06there have been three incidents involving the two pit bulls over the last two months.
00:11She says the first took place in early February, where the dogs ventured into someone's yard on Lady Chancellor Hill,
00:18bit someone and further terrorized residents.
00:21Curvilla says the TTSPCA was contacted by police and took one of the dogs.
00:26However, the dog was returned to the owner upon request, as the entity has no legal jurisdiction in that circumstance.
00:35Coming to the end of March, someone was again bitten.
00:38We were able to track down the owner, and I believe the police, we contacted the owner,
00:46I believe the police contacted the owner, and eventually he came and he removed his dogs back to their home.
00:54And then, well, two days ago, the dogs were back in the same area again, and they've bitten somebody again
01:01quite badly.
01:02She says a stop must be put it.
01:04Really, it seems as if there's really no specific action that has been taken to ensure that these dogs are
01:13secured
01:15and that the public are safe, or that people who are injured get any kind of compensation or anything for
01:24the injuries.
01:25Curvilla states that in law the regional corporations are responsible for impounding the animals,
01:30but at this time, they do not have the resources to do so.
01:34The TTSPCA is also unable to take in dangerous dogs.
01:39We are not going to try and re-home dogs like that.
01:42So, to me, dogs like that, if they can't be properly secured and kept safe from people, should be put
01:51to sleep.
01:52I mean, people don't like to hear it, but I don't know what the alternative is for those dogs.
01:57Curvilla is calling for a proper review of the Dog Control Act to fix non-practical or non-functioning areas.
02:05She believes having a specialized unit or two in the country would be more effective than trying to stretch the
02:11responsibility across regional corporations.
