00:04to temporarily lower our commissions to help our biker partners in this time of crisis.
00:10The answer is, yes, we will.
00:13After discussing po with the ANCAS team and in consultation with One Rider Party List kong
00:17Roj Gutierrez and FPGA Party List kong Brian Lamazares, we will lower po our commission
00:23para sa lahat ng aming bikers from 20% down to 18% while still maintaining the tiered commission
00:29scheme of 15% up to 0% as added incentives of our bikers during the crisis.
00:36On top of this po, meron po tayong gas and food vouchers as well as additional discounts
00:41with gas station partners.
00:43Sir, please note lang po, Mr. Chair, this tiered commission scheme was done in consultation
00:48with our bikers.
00:49Because, like all things po in our government, like our own government, resources are limited.
00:55And we did this scheme po in order to prioritize those people that depend on our platform as
01:00their primary livelihood.
01:02I have been fighting po, Mr. Chair, for this sector for more than nine years now.
01:06For the first three years, we have been shut down every year then.
01:10The pilot study was granted June 2019 because of efforts from the House of Representatives.
01:18Thank you po, and the Senate.
01:21A few months later po, unfortunately, the pandemic hit, and transportation was halted for two years.
01:26We could not pivot to deliveries, so we had to support our bikers with our own ayuda.
01:30This essentially wiped us out.
01:33Ngayon pa lang po kami nakakaraos at masakit po talaga ang epekto ng crisis sa ating lahat.
01:38We asked the good chairman for his indulgence.
01:40Meron lang po akong dalawang humble na pahayag kung maaari.

01:46Sana po talaga patas ang laban sa motorcycle taxi.
01:50At yung mga platform na paulit-ulit na nag-violate ay masiayos.
01:55Kawawa naman po kami na nagko-comply.
01:58Yan po ang pinaglaban namin na halos isang dekada.
02:01Magkaroon ng regulasyon at makilala po kami ng gobyerno ang lahat ng mga motorcycle taxi bikers.
02:07Sana lahat ay sumunod sa patakaran.
02:10Sana po maimbestigahan ang 250,000 na listahan ng bikers ng isang platform
02:15versus yung authorized cap po nila na 15,000.
02:19May paraan naman po na hindi mawawala ng trabaho ang mga bikers
02:23dahil hindi nila kasalanan to.
02:26Pero sana maging accountable ang kumpanya na lumalabag sa patakaran.
02:30Kami po na more than 9 years na po sa industriya.
02:33Hindi po aabot ng 100,000 ang historical onboarded bikers namin.
02:38Kaya nakapagtataka kung ilan po talaga ang fleet nila.
02:41Lalo na ngayon na makakaagaw po ito ng ayuda sa ibang sektor.
02:46Fairness lang po ang habol namin.
02:48Nothing more and nothing less.
02:50At sa huli po, baka naman po pwede mapag-aralan
02:54na kahit para sa public utility vehicles
02:57ay mas mababaan ang presyo ng aming gasolina.

03:03at kaya naman po matrack ito ng maayos.
