00:39The Narendra Modi government, by the three bills that have now been introduced,
00:46is not only going to fast-track the Women's Reservation Bill
00:52and its applicability from 2029,
00:54it is also going to write a new chapter in the development journey of India

01:07a vocal, visible, credible, tangible representation in the nation-building process.
01:15I would want to, on behalf of all the women of this country,
01:20congratulate and thank Prime Minister Narendra Modi
01:22for these three very important and historic bills
01:26that are fast-tracking, catalyzing the participation of women
01:30in the country's politics.
01:33Speaker, sir, the journey of the Women's Representation Bill,
01:38the Women's Reservation Bill that started in 1996
01:41and is finally now seen frucian in 2026,
01:47this 30-year journey has seen a chequered history.
01:53At least a half a dozen times,
01:57the bill was introduced
01:59and on one pretext or the other,
02:03especially parties who are now in the opposition,
02:07delayed, disrupted
02:10and ensured that the bill does not see the light of day.

02:19when earlier the bill was introduced
02:21in the earlier government's tenure,
02:26leaders from Samajwadi Party and the RJD
02:29tore up the bill in this house
02:32and said this Women's Reservation Bill
02:34will pass only over my dead body.
02:36The country remembers this kind of emphatic opposition
02:39that they gave to the Women's Reservation Bill
02:41at that time.

03:52that everybody voted for.

03:57the opposition has taken a U-turn.
03:59They are now opposing
04:01the fast-tracking of this bill
04:03in the 2029 elections
04:05and saying we want to oppose this
04:07because we don't want
04:08the delimitation exercise
04:09to take place.
04:10I come from the south of the country,
04:13the southern state of Karnataka,
04:15Speaker, sir,
04:16just like you represent
04:17from Canada.
04:19Speaker, sir,
04:20over the last three days
04:22we have seen
04:24a systematic misleading
04:27and propaganda
04:28by certain members
04:29of the opposition
04:30in the most irresponsible
04:32anarchic fashion
04:34to mislead the people
04:36in the south of India.
04:37Let me make it very clear.
04:39If at all there was anything,
04:42even an ounce of injustice
04:45that the proposals
04:46that the government has made
04:47has brought to the parliament,
04:49even if there was
04:50an ounce of injustice
04:51to the south of India,
04:53I as a proud Kannadiga
04:54would have been
04:55the first to oppose
04:56such kind of a proposal.
04:58I have gone through
04:59the proposal
05:00that the state,
05:00the government of India
05:02has brought,
05:02the Modi government
05:03has brought.
05:04I am saying this
05:05not as a member
05:06of the BJP,
05:06but I am saying this
05:08after thoroughly examining
05:09all the three proposals
05:11that other than
05:12the practical proposal
05:14that the Modi government
05:16has brought
05:16for delimitation
05:17of seats in the country,
05:19the south of India
05:20and the smaller states
05:21of India
05:22that have controlled
05:23our population.
05:24We could not have got
05:25a better deal than this.
05:27This is the best deal
05:28that the Narendra Modi
05:29government has provided.
05:30Very briefly,
05:32I want to explain to you,
05:34through you,
05:35to the house
05:35and the country speaker,

05:37the constitutional framework
05:39that governs
05:41the delimitation exercise.

05:45Gowro Gogoi ji,

05:56make it clear to him
05:58that the delimitation exercise

06:02that the BJP is doing.
06:04This is a constitutional mandate
06:06of Article 81 and 82.
06:08We are only purely following
06:10what the Constitution
06:11asks us to do.
06:13There are three primary articles
06:15that govern
06:15the exercise
06:17that we are now
06:17conducting, speaker, sir.
06:19Article 81,
06:20Article 82
06:22and Article 330A
06:24of the Constitution,
06:25which provides
06:26for women reservation.
06:28Let us examine
06:29all the three articles
06:30briefly and summarily
06:32to understand
06:33what the articles
06:34essentially say.
06:35The first article 81
06:41determines the total
06:42number of seats.
06:45It also says
06:46that the total number
06:48of seats
06:48meant to
06:50the Lok Sabha,
06:52the house of people,
06:54must be divided
06:55across the country
06:56in such a manner
06:57that
06:58the ratio
07:00between
07:01the number
07:02of total seats
07:03and the population
07:04of the state
07:05is so far
07:06as practicable
07:07the same
07:08for all states.
07:09This is the first requirement.
07:11The second requirement
07:12of Article 81
07:13is that
07:14within the states
07:15the territorial
07:17constituencies
07:18shall be divided
07:19in such a manner
07:20that the ratio
07:21between the population
07:22of each constituency
07:23and the number
07:24of seats allotted
07:25is as far as practicable
07:27same within the state.
07:29This is the mandate
07:30of the Article 81.
07:31Now, as you are aware
07:33speaker, sir,
07:36Article 81
07:37and Article 82
07:39by operation
07:41of the 42nd amendment
07:42which was carried forward
07:44again by 2001 amendment
07:46froze the number
07:48of seats
07:48in the Lok Sabha
07:49to 543
07:51with a leeway
07:52to expand it
07:53to 550 seats.
07:54Why was this done?
07:57In 1997
07:59when this was
08:00first discussed
08:00the population
08:02in the country
08:02had not stabilized.
08:04Therefore,
08:05a compromise formula
08:06was taken
