00:00Nowadays, we need to rebuild, right?
00:02And we say, let's rebuild back better.
00:04Rebuilding is an opportunity to rebuild systems that are not working.
00:12Today, more than a billion people worldwide live in inadequate housing conditions.
00:17Rapid urbanization, rising housing costs and population growth
00:21continue to place pressure on cities across the globe.
00:24The World Urban Forum 13 provides a platform for countries
00:28to share experiences and explore solutions
00:30that promote sustainable and inclusive urban development.
00:34As the host, Azerbaijan is sharing its own experiences,
00:37particularly in housing development, post-conflict reconstruction
00:40and large-scale social housing programs.
00:45We have a strong asset of built environment in this world already,
00:51in many regions of the world, right?
00:53So it's critical that we max out what we already have built.
00:59This is critical for climate change, right?
01:01Because everything that we build more is equal to emissions, right?
01:06Or occupy land, which is critical to preserve the natural assets that we have.
01:15Access to safe, affordable housing remains to be one of the most pressing challenges
01:20facing cities around the world.
01:22As populations grow, governments and policymakers are searching for ways
01:27to support housing, not just for economic development,
01:30but also for social stability and quality of life.
01:35Housing policy is not only about buildings.
01:39It shapes communities, economic opportunities and the overall quality of urban life.
01:44In Azerbaijan, housing development is also closely linked to reconstruction
01:48and long-term planning for sustainable cities.
01:53What we're trying to achieve here is not just to build a house.
01:57It's also to create a sense of belonging, actually to create foundation for sustainable communities.
02:06A sense of belonging is what really attaches people to their livelihood,
02:11to their communities, and that makes communities more self-reliant and self-sustainable.
02:17Large-scale housing programs are also helping address affordability
02:21and access for many families across the country.
02:24So, housing for us is not just to provide people with homes,
02:30to provide them with jobs, sustainable jobs, decent life,
02:37great community where they could have social life as well as economic benefits.
02:45For the people living in these developments,
02:48housing policy is not an abstract concept, it shapes daily life.
02:52Social housing programs aim to provide stability and opportunity for families building their futures.
02:58We have an information of the challenges.
03:04We have an information of the past, and we have to move in the past.
03:08We have a conversation of the past.
03:14There are some feedback that we have to encourage people to have to enjoy our lives.
03:26Продолжение следует...
03:54...on how housing for all could become a reality.
03:58Central to Azerbaijan's story is the Great Return Programme,
04:02which supports the return of communities to newly reconstructed areas.
04:10We all faced certain challenges, which was the main challenge was timing,
04:17and also the organisation of construction of the housing properties and premises.
04:26We already have 1,400 people living in Shursha, which is about 377 families.
04:37Housing the world remains one of the defining challenges of modern urbanisation.
04:43These discussions, where policy makers, planners and urban experts explore practical solutions
04:49to ensure housing for all, are sure to continue over the coming years.
