00:00Nowadays, we need to rebuild, right, and we say let's rebuild back better.
00:04Rebuilding is an opportunity to rebuild systems that are not working.
00:12Today, more than a billion people worldwide live in inadequate housing conditions.
00:17Rapid urbanization, rising housing costs and population growth continue to place pressure on cities across the globe.
00:24The World Urban Forum 13 provides a platform for countries to share experiences and explore solutions that promote sustainable and
00:32inclusive urban development.
00:34As the host, Azerbaijan is sharing its own experiences, particularly in housing development, post-conflict reconstruction and large-scale social
00:42housing programs.
00:45We have a strong asset of built environment in this world already, in many regions of the world, right?
00:53So it's critical that we max out what we already have built.
00:59This is critical for climate change, right?
01:01Because everything that we build more is equal to emissions, right?
01:06Or occupy land, which is critical to preserve the natural assets that we have.
01:15Access to safe, affordable housing remains to be one of the most pressing challenges facing cities around the world.
01:22As populations grow, governments and policymakers are searching for ways to support housing,
01:28not just for economic development, but also for social stability and quality of life.
01:35Housing policy is not only about buildings.
01:39It shapes communities, economic opportunities and the overall quality of urban life.
01:44In Azerbaijan, housing development is also closely linked to reconstruction and long-term planning for sustainable cities.
01:53What we're trying to achieve here is not just to build a house.
01:57It's also to create a sense of belonging, actually to create foundation for sustainable communities.
02:06A sense of belonging is what really attaches people to their livelihood, to their communities,
02:12and that makes communities more self-reliant and self-sustainable.
02:17Large-scale housing programs are also helping address affordability and access for many families across the country.
02:25So housing for us is not just to provide people with homes,
02:29to provide them with jobs, sustainable jobs, decent life,
02:37great community where they could have a social life as well as economic benefits.
02:45For the people living in these developments, housing policy is not an abstract concept.
02:50It shapes daily life.
02:52Social housing programs aim to provide stability and opportunity for families building their futures.
