00:00Supplemental Apidabit. I, Ramil L. Madriaga of LegalAge, Filipino and with address at
00:07care of Annex II BGMP Camp Bagong Diwa, Taguig City, after having been jury-sorn in accordance
00:12with law, do hereby state 1. I am currently a detainee at Camp Bagong Diwa, Taguig City,
00:20for charges of kidnapping, criminal case number RMNL-22-05157-CR, and R-MNL-22-05158,
00:32pending before the Regional Trial Court Branch 21, RTC Manila. Two, on November 29, 2025, I executed
00:42an apidabit which was subscribed and sorned to before Attorney Cinchabinyas Pantanal on the same
00:48day. In my apidabit, I narrated my involvement with then-President Rodrigo Roa Duterte, PRRD,
00:55his daughter Sara Duterte, Sara, other members of their family, and their close associates.
01:01More specifically, I provided a personal account of the various works I did for the aforementioned
01:06individuals, including campaign and organizing activities, intelligence gathering and sabotage,
01:13and transportation of large sums of money under the direct instructions of either PRRD
01:18or Sara. Three, with my consent, my apidabit was submitted and referred to the Office of the
01:24Ombudsman through a letter dated December 15, 2025. Four, after I executed my apidabit, I learned
01:31that Sara denied any affiliation with me and that she has no personal or professional relationship
01:37with me. She added that she has never given me any instruction of any kind. Five, I received through
01:44my counsel a copy of complaint dated March 4, 2026 filed by Sara, or BP Sara herself, before the
01:51Office of the City Prosecutor Taguig City for perjury. In her complaint, BP Sara reiterated that
01:57she has no personal or professional relationship with me. In fact, prior to the dissemination of
02:02the Madriaga Apidabit, BP Sara had no recollection of knowing meeting or interacting with me. Six, however,
02:09her denial of any affiliation with me is absolutely false. She lied under oath in her perjury complaint
02:15against me. Hence, I decided to execute a supplemental apidabit providing further details on the narration
02:22I made in my previous apidabit with additional accounts of other orders, tasks, or works given
02:27to me by either PRRD or BP Sara. Engagement activities with President Rodrigo Roa Duterte. Seven, prior to the 2016
02:39national elections campaign, I was working for then Congressman Roylo Goles as one of his
02:45political officers specializing in intelligence gathering and sabotage operations. Congressman Goles
02:53decided to support the candidacy of PRRD. Hence, he introduced me and endorsed my services to PRRD during their
03:01meeting at the latter's residence in Taal Street, Bangkal, Dabao City. Around 2015 or early 2016, he mentioned to PRRD
03:13that I was previously under detention and that I later survived death row. Congressman Goles also added that I am
03:21his
03:22number one asset in the National Security Council during his time as National Security Advisor. Nine, when PRRD
03:30was elected President, Kong Goles' brother, Ferdinand Goles, was appointed as a member of the Board of Directors
03:36for the Base Conversion and Development Authority, BCDA. On the other hand, PRRD directed me to serve as a
03:44counterintelligence agent for the National Security Council. Ten, however, I was never under the employ of the Office of the
03:51President of the
03:52Department or any government agency. Instead, I was directly employed by PRRD. I received my salary from a certain
03:59Canlas, a PNP officer, previously from Dabao, at the start of every month in the amount of P100,000 to
04:06P150,000
04:07in cash. Eleven, as part of my duties, PRRD specifically instructed me to monitor, operate, and sabotage
04:16former Senator Trillanes. However, PRRD was apprehensive in ordering the assassination of Senator Trillanes
04:23because of the latter's support and contact in the armed forces of the Philippines. Twelve, sometimes in 2018, PRRD
04:31asked Sara, BP Sara, to go to his home in Taal Street, Bangkal, Dabao City, to discuss
04:46upcoming local elections in Dabao City, where BP Sara was going to run for re-election as
04:52mayor. During this meeting, PRRD introduced me to Sara and told me, Ram, ikaw na bahala kay Inday. Since
05:00then, I've frequently met and discussed with BP Sara, then Mayor Sara regarding various matters.
05:06However, she gave me strict instructions that all conversations should be done as much as
05:11possible by call and minimized text messages. Thirteen, furthermore, PRRD also asked me to
05:19profile individuals associated with BP Sara, then again Mayor Sara, because she is his favorite
05:25among his children. PRRD wanted Sara, BP Sara, in politics instead of Paulo Duterte Pulong and Sebastian Duterte Baste, who
05:34he characterized as Baliu and Bading, respectively. Number fourteen, sometimes in 2021, PRRD gave me 25
05:44million to purchase high-end motorcycles for Sara's use while she is in Metro Manila and other ordinary
05:51motorcycles for our group operations. Fifteen, hence, I bought two 2021 model Harley Davidson motorcycles from a
05:59dealership in Green Hills, EDSA for around 2,500,000 pesos inclusive of accessories and around 2 million
06:07pesos exclusive accessories, respectively. Both Harley Davidson motorcycles were placed under the name of my son.
06:1417. Lastly, I also purchased two 2021 model Ducati motorcycles from a dealership in
06:20Catipunan, Quezon City for around 3,500,000 pesos and around 2,300,000 pesos respectively. In addition, I also
06:31bought
06:31accessories for these Ducati motorcycles in the total amount of 500,000 pesos. Both the Ducati motorcycles
06:38were placed under my name. 17. Lastly, I also purchased seven Yamaha and Max motorcycles for the operation of
06:46Initiative for Social Justice Innovation and Progress Pilipinas, or ISIP Pilipinas. The remaining money was
06:52distributed to my colleagues in ISIP Pilipinas. 18. All purchases of these motorcycles, including the
06:59aforementioned accessories, were paid in cash using the money given to me by PRRD.
07:05Custom magnetic litter transaction with Attorney Manassas Manscarpio.
07:10Sometime in 2017 or 2018, PRRD told me to assist Dasma Dapsara,
07:15Attorney Manassas Manscarpio, regarding a problem with the Bureau of Customs.
07:20However, no specific details were provided by PRRD.
07:23Thereafter, Attorney Manassas Manassas called me. We later decided to meet in front of a coffee shop
07:28in Burgos Circle in Bonipassi Global City, Taguig City. During our conversation, he asked me to assist
07:35in facilitating the release of what he called construction equipment, which was plugged
07:41and confiscated by the Bureau of Customs. Attorney Manassas gave me a contact person, a PMI lawyer,
07:47to coordinate with it regarding the BOC problem. After two days, I went to the BOC to meet the PMI
07:55lawyer
07:55to discuss the release of construction equipment. This time, I learned that the construction equipment
08:01was actually magnetic lifters. The same were confiscated because it contained a large amount of shabu.
08:07However, the PMI lawyer informed me that it was difficult to release the same because it was a hot item.
08:1322. I reported this to Attorney Manassas and we meet again in the same spot in BGC, Taguig City.
08:21This was the last time we met regarding the issue. Later, I learned that the content of the magnetic
08:27lifters is at least 500 kilograms of shabu worth 4.3 billion pesos were mysteriously missing.
08:37Dummy accounts and bank transactions of PRRD. Despite only earning 100,000 pesos to 150,000 pesos
08:46from my services to PRRD, millions of pesos went through bank accounts opened for me by close associates of PRRD.
08:53I admit that during PRRD's term as president, I served as a dummy for the transfer of a large amount
08:58of money.
08:59These transfers were made through bank accounts that were opened under my name which include but are not limited to
09:06the following.
09:07China Bank, China Bank, Legaspi Village, Makati City.
09:10China Bank, Main Makati City.
09:13China Bank near the PRR Station at Ayala, Makati City.
09:16PNB, Makati Metropolitan Avenue Branch, Makati City.
09:20An unknown bank in Pasig City, Siray Mudo.
09:24If I may interrupt, Mr. Madriaga.

09:45However, I have never personally opened these accounts or appeared before the said banks to process any application in relation
09:52thereto.
09:53These were opened by people close to PRRD who informed me that money will be transferred to these accounts for
09:59intelligence operation and for laundering.
10:01I was later instructed to sign an entire checkbook where the amounts and pays are left blank.
10:06I agreed to this because at the time I had complete trust in PRRD and his close associates.
10:1326.
10:14On some occasions, PRRD would call me to inform me that someone from the aforementioned bank would contact me to
10:20confirm a withdrawal or encashment of checks.
10:28There were also instances where PRRD would instruct me to personally visit the said bank to pick up the money
10:36and bring it to Malacanang or to the designated individuals.
10:41I distinctly remember that PRRD directed me on three separate occasions to pick up 100 million from a bank inside
10:49the mall in Lubawampanga which were all delivered to Malacanang.
10:53On another incident, I was informed by PRRD that the two land bank managers checks which were to be delivered
10:59to one of our safe houses in Eastwood, Quezon City, in the amounts of 84,200,000 pesos and 4
11:08,800,000 pesos respectively were issued under my name.
11:13Copies of the two land bank managers checks are hereby attached as annexes A and A-1.
11:20To prove the aforementioned allegations, I am willing to execute an apidabit authorization or any other document and to perform
11:29all acts necessary for Committee on Justice of the House of Representatives or the courts to access the aforementioned bank
11:35accounts and all other bank accounts under my name.
11:41Term sharing and destabilization efforts, 29.
11:46Sometime in November 2021, PRRD mentioned to me that Ferdinand Bongbong Marcos Jr. will run for the president while Sarah
11:55will serve as his running mate.
11:58PRRD added that a few months ago, BBM and Senator Aimee Marcos visited him to discuss a possible alliance to
12:06the 2022 national elections.
12:08During this meeting, BBM was able to convince PRRD to have Sarah as BBM's vice president.
12:16However, they also agreed that by 2025, BBM will voluntarily step down to give way for a Sarah presidency.
12:24After Sarah took her out as vice president, PRRD had a discussion with me with retired generals of the Armed
12:31Forces of the Philippines,
12:32where I was also present regarding all the possible scenarios for unseating BBM by 2025.
12:39In case he reneged on his promise, the general objective was to ensure that PBBM will only serve less than
12:47four years of his term as president,
12:49so that Sarah, upon assumption to the presidency, will still be eligible for the presidency in 2028.
12:5531. I remembered that one of the plans considered was to sabotage BBM's administration by using some of BBM's own
13:04men,
13:04either recommended by PRRD for appointment or allied with the Dutertes,
13:10to rebuild supposed corruption issues that will serve as a precursor for an impeachment complaint.
13:1632. In the event that BBM will not voluntarily step down or hand over the presidency to Sarah,
13:24extraordinary measures of overthrowing BBM will be considered, which include assassination,
13:31mass resignation of government officials, civil disobedience, and even an armed assault of Malacanang Palace.
13:39It was also considered by PRRD to arrange assassination or armed hits of several government officials in order to cause
13:47massive civil unrest.
13:49The resulting civil unrest will be used as basis to organize a group of military officers to stage a coup.
13:5633. One of my assignments was to recruit civil groups, schools, clubs, paternities, criminal groups, and syndicates.
14:0433. In Dice Sarah is my president, ISIP, and 2022 National Elections Campaign, 34.
14:11In 2020, I was instructed by PRRD and Sarah to help form a group to support Sarah's candidacy for presidents
14:19in the 2022 National Elections.
14:23Hence, I helped establish and register a non-profit corporation called Initiative for Social Justice Innovation and Progress, or ISIP
14:31Philippines, Incorporated.
14:3433. But to us supporters of Sarah, ISIP actually stands for Inday Sarah is my president.
14:41I helped establish ISIP together with some friends of VP Sarah and alumni of San Sebastian College of Law, SSC
14:47Law,
14:48including Assistant Special Prosecutor Ryan Ray Kilala of the Office of the Ombudsman, and his wife Aurea Fortuna Kilala.

15:16I got close with Attorney Ryan, who was previously a professor of SARA and former associate dean of SSC Law.
15:25He shared with me that SARA was not particularly good in school, was often struggling with her academics,
15:32and habitually rude and violent to other students.
15:36Hence, Attorney Ryan used his influence in San Sebastian College of Law to ensure that SARA received passing grades,
15:45despite her poor academic performance.
15:4836.
15:50Attorney Ryan and his wife became quite close to me and my family that they agreed to serve as godparents
15:55in my son's wedding.

16:06Shortly after we organized ISIP, I was informed by PRRD that funding will be made available for the activities of
16:13ISIP
16:13through the contribution of his friends and supporters.
16:17One of those friends and supporters is Lin-Hui Zhong, who was the financial officer of Parmally Pharmaceuticals.
16:27Sometime in June or July 2021, PRRD informed me that someone will call me to directly coordinate the turnover of
16:35$175 million
16:36to fund ISIP's organizing efforts, promotional, and campaign activities.
16:42Thereafter, a man called me to proceed to the basement parking of Seda Hotel, Quezon City, to pick up the
16:48said amount.
16:49Thus, I hurriedly went to the place with my cousin, Rosendo Madriaga.
16:54As I recall, the money was placed inside several large backpacks and bags,
17:00which were handed to me at basement parking of Seda Hotel, Quezon City.
17:05I loaded the same to my white Toyota Land Cruiser.
17:09Lin-Hui Zhong was present when I received the said amount together with two other individuals.
17:15He then asked me where will the money be used.
17:19I informed him that this will be used to fund election of Sarah, to which he replied,
17:24Good, good.
17:26PURTI
17:26I directly brought this money to my house for safekeeping.
17:30Thereafter, I used this money to fund the campaigned activities of ISIP across the country
17:36and to establish, organize, and maintain its chapters for the purpose of promoting Sarah's presidential bid in 2022 national election.
17:44Some of these chapters include Quezon, Binangonan, Bicol, Antipolo, Quezon City, Sambales, Lete.

17:5741. The expenses for the activities include costs for merchandise, travel, accommodations, rental fees,
18:06for offices, lump sum distribution to identified leaders,
18:10who in turn pledged to organize for Sarah in their respective communities,
18:13and allowances of volunteers and organizers.
18:17However, upon the request of attorney Ryan, I personally delivered $15 million to him in his office at the office
18:23of the Ombudsman.
18:25From time to time, PRD would talk to me to check if there is still sufficient funding for ISIP.
18:32When this initial amount funding ran out, I promptly informed him and he directed me to get another $100 million
18:40from Maestrado Lim,
18:44who we call Tanda, at the Hyatt Regency in Bonipacio Global City, Taguig City.
18:51The money was placed in several bags and were handed to me by Maestrado Lim.
18:5743. I distinctly remember Maestrado Lim because he previously mentioned during one of our meetings in Dabao City
19:03that he hated Filipinos in general, and Filipino businessmen in particular,
19:09stating that peste yung mga Pilipino, yung mga businessmen walang kwenta.
19:14Aside from Lin Wei-Jong and Maestrado Lim,
19:17I also remember that Michael Yang, a very close friend of PRRD,
19:21who was frequently in Malakinyang, also provided financial support to ISIP Pilipinas.
19:2845. On September 29, 2021, and despite our extensive campaign activities,
19:35I was informed by Sarah that she will no longer run for president
19:39and will instead run for as BBM's vice president in 2022 elections.
19:47This decision caused deep frustration among the members of ISIP.
19:52Hence, we organized a video conference with Sarah where I personally asked her to reconsider her decision
19:59as we have already poured substantial effort toward promoting her candidacy for president through ISIP.
20:06During our video conference, I also noticed the painting I personally gave her as a gift.

20:1846. On the same day, I posted the screenshot of our video conference of my Facebook account with the caption,
20:26just telling her I cannot vote intelligently without her name on the ballot.

25:2347, nevertheless, Sarah proceeded to run as BBM's vice president under the unity ticket.
25:30I continued assisting her campaign for vice president during campaign sorties.
25:36I served as an advance party to municipalities, cities, provinces where Sarah was scheduled
25:42to visit and campaign.
25:45In several of these campaign sorties, I personally joined Sarah together with other members and
25:50volunteers of ISIP, which to us now refer to Indeysara para sa ikalawang pangulo.

26:0848, during one of the activities of ISIP in Bataan, I got to know a group of farmers who were
26:15asking for assistance because of land grabbing incidents in their area.
26:19I tried assisting them and I discovered that the entity behind the land grabbing in 1st Bataan
26:26Maribelas Holdings Corporation.
26:28More than a year later, I informed Sarah about this concern and she told me to bring the group
26:34to one of her residences in Metro Manila located at Serendra Bonipacio Global City, Taguig City.
26:42I asked the group of farmers to wait outside of Serendra as I went to talk to Sarah.
26:47When I mentioned to Sarah that 1st Bataan Maribelas Holdings Corporation is the one involved
26:52in the land grabbing incidents, she told me that she cannot do anything and that she will
26:57no longer meet with the group of farmers.
27:01Through ISIP, I also came to know Attorney Reynold Monsayak, who likewise provided valuable
27:06support to ISIP.
27:07In recognition of his efforts, ISIP awarded him a Certificate of Recognition and Appreciation
27:14at NOMU Basu, Thomas Muratok, Quezon City.
27:19Attorney Monsayak was later appointed as the spokesperson of the Office of the Vice President.

28:30I was then tasked to provide security intelligence work through the formation of Vice Presidential Security and Protection Group.
28:38During this time, I introduced and recommended Colonel Dennis Nolasco, one of my best students in the Presidential Security Group,
28:51to assist this matter.

28:57Colonel Nolasco then tapped the services of Colonel Raymond Dante Lachica to head the BPSPG.
29:02Afterwards, I worked with both Colonels Nolasco and Lachica from July 2022 to April 2023 for tactical transport services,
29:14security of Sarah and other BIPs, handing in conveying and highly confidential information,
29:22and the transportation of a large amount of money to several persons as instructed by Sarah.
29:30Money deliveries under the instruction of Sarah.
29:33In the morning of December 20, 2022, Sarah called me and she said,
29:39Sir Rump, please coordinate with Colonel Nolasco.
29:42Meron tayong deliver sa San Pablo Laguna, sa Night Strip, at sa Ombudsman.
29:48Sarah added, bawi tayo sa kanila later.
29:51Later, I received a text message from her indicating the places of delivery,
29:55which includes San Pablo Laguna, Night Strip, Office of the Ombudsman,
30:03and the corresponding contact numbers.

30:08Later that morning, Colonel Nolasco sent me a text message directing me to go to the Depth and Central Office
30:14in Pasig City,
30:16beside Ultra, at around 1.30 p.m. for the transport.
30:20Transport is a shorthand for delivery or transportation of large sums of money between Colonel Nolasco and me upon destruction
30:29of Sarah.
30:30After receiving the text message, I hurriedly prepared and went to the Depth and Central Office together with four other
30:37individuals,
30:38Richard Babagay, Arman Villanueva, a certain ship, and a certain Ruel.
30:47Richard and I were aboard my blue Toyota FJ Cruiser,
30:52while Arman, Ruel, Noel, and ship came in Toyota Grandia with the sticker in Dysara Champura Duterte,
31:00attached to both sides of the van.
31:04Richard was driving my blue Toyota FJ Cruiser, and Chip was driving the Toyota Grandia.

31:28As we parked my Toyota FJ Cruiser near the main entrance of Depth-Ed,
31:32Colonel Nolasco appeared from the main entrance and approached our vehicle.
31:36I alighted to the vehicle to meet Colonel Nolasco, and we talked while we waited for the arrival of Colonel
31:43Lachica.
31:44He mentioned that they will also provide a red Mazda sedan, which will be used to deliver the money to
31:53the office of the Ombudsman.
31:55At around past 3 or 4 p.m., two government vehicles with red plates entered the Depth-Ed compound,
32:02and then Colonel Nolasco told me,
