Naciones Unidas, 31 mar (EFE).- El representante permanente del Líbano ante la ONU, Ahmad Arafa, pidió este martes al Consejo de Seguridad que actúe para proteger la integridad territorial libanesa ante el aumento de la presencia israelí en el sur del país y el aumento de la retórica expansionista.

02:43and of the jurisprudence

02:46Court of Justice.
02:49Recognizing that nations
02:50cannot live in isolation,
02:52the government chose
02:53to open up
02:53to its regional surroundings
02:55based on a principled approach
02:57that preserve rights
02:58and grounded in the belief
03:00that sustainable solutions
03:02cannot be achieved
03:03through force
03:04but through peaceful means.
03:06In contrast,
03:07Israel has continued
03:08to undermine the credibility
03:10of the government
03:10through its ongoing violations
03:12and serious threats
03:13of occupation
03:14and its disregard
03:16for the UN Charter,
03:17international law
03:18and international humanitarian law.
03:21The question that begs
03:22to be asked today is,
03:24did Israel achieve security
03:25after its occupation
03:27of Lebanon in 1978?
03:30Can security or stability
03:32be achieved
03:33through military solutions
03:35without negotiations?
03:38Modern history,
03:40Mr. President,
03:41and Israel should have learned
03:42this as well,
03:43modern history
03:44has taught us
03:45that lasting security
03:46and stability
03:47and sustainable peace
03:48will not be achieved
03:50through prolonged wars,
03:51protracted conflicts
03:52or occupation.
03:53The time has come
03:56to draw lessons
03:57from the past
03:57once and for all.
04:00Only a diplomatic solution
04:01can guarantee
04:03lasting security
04:04and stability
04:05and ultimately
04:06a just peace.
04:08Diplomatic initiatives
04:09are already on the table
04:11and the time has come
04:13to seize them.
04:14Let violence stop now.
04:16This is your responsibility
04:17and your duty.
04:19Every day that passes
04:21in this conflict
04:23undermines your credibility
04:24and the credibility
04:25of the United Nations
04:27as a whole.
