00:01It is a seismic shift in Israeli law.
00:04On Monday, Knesset approved the death penalty for Palestinians
00:07convinced of murdering Israelis.
00:09Prime Minister Benjamin Netanyahu bugged the measure
00:12and far-right National Security Minister Itamar Ben-Gavir
00:15celebrated the vote wearing a pin shaped like a noose on his lapel.
00:19And the topic is very serious,
00:21so your reporter wants to look past the political theatre and see the facts.
00:26Under the new rules, anyone convinced of a fatal terror attack
00:30faces a default punishment of death by hanging.
00:33And it applies by default in military courts.
00:36However, these courts only try Palestinians in the occupied West Bank.
00:41The law also applies in civilian courts, but there is a catch.
00:45The attacker must act with the intention to put an end to the State of Israel.
00:49And legal experts say this exact wording protects Jewish citizens from the same punishment.
00:55The Palestinian Authority stresses Israel has absolutely no sovereignty over Palestinian land,
01:01whereas supporters of the bill say the country must fight a cycle of terror.
01:05But there is a question.
01:07Will this law stop the violence?
01:10You see, the death penalty is banned across the EU.
01:13And the UK, France, Germany and Italy say the policy has zero deterring effect
01:19and called it de facto discriminatory.
01:21And now Brussels is stepping in.
01:24Euronews has seen an exclusive draft statement from EU Foreign Policy Chief Kayakalas,
01:29who calls the bill a grave regression.
01:32It marks a noticeably sharper tone from Europe towards Israel.
01:36Yet, diplomacy aside, the core problem comes down to the law itself.
01:41If a justice system seems to use two different sets of rules for the exact same crime,
01:46can one still call it justice?
