00:09Parlementary Vice Minister of the Economy, Trade, and Industry of Japan,
00:16representing the Government of Japan,
00:23Honorable members of my delegation, distinguished Indonesian and Japanese business leaders,
00:33Mr. Nohiko Ishiguro, Chairman and CEO of JETRO,
00:42Mr. Ken Kobayashi, Chairman of the Japan Chamber of Commerce and Industry,
00:53Mr. Hashim Joyohadikusumo, Chairman of the Advisory Board of KADIN Indonesia,
01:01and Mr. Anindya N. Bakri, Chairman of KADIN Indonesia.
01:08Distinguished guests, ladies and gentlemen,
01:12Konnichiwa.
01:14Japan is a very important partner for Indonesia.
01:20Our economic relationship has been built over many decades,
01:27with very strong participation from Japanese companies across many sectors of our economy.
01:38Japan has consistently supported Indonesian economic development.
01:47Many of you in this room have been part of that journey.
01:53You have been in Indonesia for a long time.
01:57You know Indonesia well, our people, our market, our culture, and our potential.
02:10And you must know also that Indonesia today is not the same Indonesia you knew maybe 20 or 25 years
02:23ago.
02:25We are moving faster than ever before.
02:30We are trying to be more competitive.
02:34And we are determined to push and enter a new phase of growth.
02:44I am here not only to support our continuing partnership.
02:53I want to push it to a higher level.
03:00I want to push it faster.
03:04The world has become smaller.
03:07There is no other way but close cooperation in all fields.
03:16I believe strong economic ties and partnerships result in enduring peace and friendship.
03:28If we have joint and common interests, Japan has long been one of Indonesia's most trusted economic partners.
03:38Trade between us remains strong.
03:42Japanese investment has played a major role in our industrial development.
03:51Japan, Japanese companies bring quality in its investment.
03:58Discipline, technology, and long-term commitment.
04:03That's why Japanese investment is respected, not only in Indonesia, but around the world.
04:13And I personally highly value this relationship.
04:23Today, of course, we live in a different global environment, full of risk.
04:32full of uncertainty.
04:35To maintain rational economic relationship is of the vital importance.
04:48Indonesia, as you know, we are open to the world.
04:52Our geography historically has meant that Indonesia is an open economy.
05:06We rely on trade.
05:10We rely on close economic partnership.
05:16That's why our foreign policy has always been that of non-alignment.
05:28Our philosophy is 1,000 friends too few, one enemy too many.
05:38Indonesia is in the comfortable position that we don't have any enemies.
05:48Many people do not think this is important.
05:51But the current geopolitical situation in the world is proof and testimony that those countries that maintain good relations with
06:10all their neighbors,
06:11and not only the near neighbors, but the great powers of the world, those countries are actually carrying out a
06:24rational and a wise policy in this world that grows smaller.
06:33Therefore, in this context, we value the relationship with Japan.
06:42We want to go on with this relationship.
06:47But we want also our partners to know that Indonesia is determined to carry out real reforms.
07:00We want to create a modern, rational society.
07:08A modern society, but rational.
07:12We want to enforce the rule of law, and we will enforce the rule of law.
07:23Our people demand good governance, clean governance, efficient governance.
07:32And I am determined to continue what I have started when I received the mandate from my people.
07:46A complete strategic transformation, which also includes economic transformation.
07:55We must move up the value chain.
08:01Indonesia wants to industrialize.
08:05We want to have good quality for our people.
08:11We want to eradicate poverty.
08:16We want to eradicate hunger.
08:20We know that this is our problem.
08:22We know that this is our challenge.
08:27But we want our partners to know that this is what we want to do.
08:36This is what we have to do.
08:38This is what our people demand from us.
08:45I am determined in my administration to do whatever we can to eradicate poverty and hunger.
08:58And for that, we must move up the value chain.
09:06We must protect our resources.
09:10We must secure the highest economic value for our resources.
09:21We can no longer be satisfied with exporting raw materials without added value.
09:34Our critical minerals are strategic assets.
09:40Our minerals must be protected for the future generations of our people.
09:51Our forests must be protected.
09:56The forests that have been destroyed, we must carry out massive reforestation.
10:05Not only for the good of Indonesia, but also for the good of the world.
10:11Because many people say that we are the lungs of the planet.
10:16So let us protect these lungs of the planet.
10:24And that is why we are going in a big way to transform our energy towards green renewable energy.
10:43We want to move very fast to use electricity from solar energy.
10:55We have a plan and we are determined to go as soon as possible.
11:01Within three years, we want to reach 100 gigawatts of solar energy.
11:07For us, this is more urgent because of the situation that we see.
11:16The geopolitical situation in the Middle East gives strategic uncertainty for the security of our energy.
11:31Therefore, we are determined to enhance whatever we have and to secure renewable and green energy.
11:46We are very fortunate that we have real reserves of renewable energy.
11:59We have one of the largest reserves of geothermal energy.
12:04We have significant numbers of other forms of energy.
12:12We are going in a big way to biofuel.
12:16We will produce, this year, diesel oil from palm oil.
12:28And now we are increasing from 40 percent to 50 percent of our diesel from palm oil.
12:40And also gasoline, we will produce also from ethanol and also from bio, from cassava, from sugar, and from corn.
13:04So, with these efforts, we will be in a secure position to meet whatever uncertainties there is.
13:20We are considering all forms of clean and renewable energy.
13:26Although we still have a very large reserve of coal, which will be our, let us say, reserve of last
13:41resort.
13:45We want to expand all efforts in these sectors.
13:53And that's why I think we are going in a big way towards electric vehicles and electric motorcycles.
14:06We have now around 140 million motorcycles, but still using gasoline.
14:21This is one aspect that we want to change very fast.
14:27With the transformation towards electric vehicles, we feel that we will have strong defense against global uncertainty of supply.
14:49We also want to advance our manufacturing.
14:56And, of course, we have to go now into the digital economy.
15:06Distinguished ladies and gentlemen, in this strategic transformation, our approach is very practical and pragmatic.
15:23All our projects must be viable, must be bankable, must deliver real benefits, real return on investment.
15:37That's why we are very open to Japanese active participation, Japanese technology, Japanese experience, Japanese methods.
15:58We believe that combined with our resources, our growth, and our skill, this relationship can be mutually beneficial to both
16:19sides.
16:19We can be complementary.
16:21We can be complementary.
16:22There could be a relationship, symbiotic relationship between Japanese technology, Japanese finance, Japanese methods, and Indonesian scale and Indonesian growth.
16:42We are offering opportunities, but not only opportunities.
16:51We also want to offer partnerships.
16:54We want to be partners, real partners.
16:59I have formed a sovereign wealth fund, consolidating nearly all of Indonesian state-owned enterprises, nearly all our assets now
17:15under management, under one management.
17:18We want a rational management, best practices.
17:25We want to root out corruption and malfeasance, and the results are very promising.
17:35Only in the first year of operations of our sovereign wealth fund, we are seeing significant improvement in the results.
17:46Some resulting in nearly 300 percent improvement in the return on assets.
17:57This is very encouraging, but we know that we still have a long way to go.
18:05But we are optimistic on our trajectory.
18:14Therefore, now we have the capacity to actually partner with all investors.
18:23This will give, I think, assurance.
18:26This will give security, sense of security that we are serious and that we will protect all investors.
18:40And I think our reputation is very clear.
18:45This reputation is not 5, 10, 15 years old.
18:49It is, I think, already many, many decades.
18:54Indonesia has the reputation.
18:56As you know, we have never defaulted on any of our debts.
19:02Not once in the history of the Republic of Indonesia have we ever defaulted.
19:08We have suffered, yes.
19:12We are ready to suffer.
19:16But our tradition is we respect all the commitments entered into by all our governments.
19:27Even if the governments come from different backgrounds, maybe opposing backgrounds.
19:37But history is the proof that all Indonesian governments, all Indonesian administrations respect and will honor all the commitments of
19:59the previous governments and the previous presidents.
20:05I think this is important.
20:08In this present age, we see many, many big economies defaulting not once, not twice, but many times.
20:21So Indonesia, for all our shortcomings, I think we have proven to be rather honorable.
20:39Once again, we offer opportunities, but now we offer real partnership.
20:49We are looking for partners who are ready to join us to build industries, transfer technology, and grow together.
21:08As I mentioned, the world has gone smaller because of technology.
21:16In this smaller world, close economic relations based on equal respect and equal strength can help us, can maintain for
21:36us a climate of stability and of peace.
21:46With interconnection, with mutually beneficial economic relationship, there will be stability.
21:56No government with rationality will want to risk the welfare of their people.
22:13Every government must work for the good of their people.
22:20And the beneficial result of good economic relations will end in the good of all the peoples.
22:35That's my conviction.
22:37If there's real partnership between Japanese economy, Japanese industry, and Indonesia, both our peoples will benefit.
22:48When both our peoples benefit, this will be a pillar of peace and stability.
22:59There will be obstacles.
23:01There will be obstacles.
23:02There are obstacles.
23:03We are trying to improve investment climate.
23:07We are trying to deregulate, to get rid of regulations that sometimes are irrational.
23:19This is not easy, but we are determined to simplify processes.
23:26We are using technology to achieve this.
23:31We have set up a special task force, what we call a debottlenecking task force.
23:43Any company in Indonesia that is active in Indonesia, foreign or domestic, that feels they are facing delays, facing administrative
23:59hurdles, etc., etc., or are being exploited or are being harassed,
24:05can go directly to this debottlenecking task force.
24:11And this task force has proved effective.
24:15We have resolved many problems because it goes direct.
24:18And also, as you know, I am a hands-on manager.
24:25My ministers accused me of being a micro-manager.
24:30Yes, I admit, I am a micro-manager.
24:33I will phone my ministers 2 o'clock at night or 5 o'clock in the morning, and I will
24:41ask them the price of eggs today.
24:48And now I feel a bit sorry because several of my ministers have fainted in public.
24:57And sometimes I get reports some of my senior officials are in hospital.
25:04Why?
25:05Hard problem.
25:07So I feel guilty maybe it's because their boss is a bit too micro-manager.
25:16Especially if I have coffee in front of me.
25:20Sorry.
25:26ranslator 3 o'clock
25:29.
25:42I love your coffee but..
25:45I am your ambassador.
25:54I'm a strong brand ambassador for Indonesian coffee.
26:01We have the best coffee in the world.
26:08I'm sorry, I'm sorry, President Rula, you're my friend, but my coffee is better than your coffee.
26:19There might be obstacles we want to resolve.
26:24So please, as a micromanager, you know, sometimes you don't believe it,
26:28but if you have any problems, you can directly complain to me.
26:34You can directly complain to me.
26:36Through your ambassador, through your representatives, through MITI or JETRO or whatever, Kaidan Ren,
26:46and I'm willing to receive complaints.
26:56Yes, because in my opinion, a modern-day president, actually, he is CEO of the country.
27:06He must be able to know problems very fast and resolve problems very fast.
27:12So, we are open.
27:15I think all my ministers have this open-door policy, achievements fast.
27:23There are several categories.
27:27You can have good results.
27:31You can have best results.
27:33But very difficult to guess best results fast.
27:40Yes?
27:41You can get best results, but maybe in five years.
27:46In this modern world, it's too long.
27:51Technology improves maybe every four or five months.
27:55Competition is so difficult.
27:58We must be reactive.
28:02We must move with the times.
28:04We can get everything.
28:06What I learned in this life, we can look for everything.
28:13Maybe we can buy anything, but we cannot buy time.
28:19We cannot buy time.
28:21We cannot negotiate with time.
28:24We cannot bargain with time.
28:27We can only make use of time efficiently.
28:32What we want now is get the best results fast.
28:37And there is a way.
28:40If there is good teamwork, if the best brains combine, work together, we will achieve best results fast.
28:51So, Japan-Indonesia partnership, get the best brains from both sides, work together, we can achieve good things very fast.
29:01First, I believe that we must work together.
29:10We have worked together.
29:13The upgrading of our Indonesia-Japan Economic Partnership Agreement will open new opportunities.
29:21This is the right moment to deepen our cooperation.
29:24We are ready.
29:26And we want to move forward.
29:30We are ready to work fast.
29:34And we welcome you.
29:36If you want to come to Indonesia, we are ready to work with you.
29:41Thank you very much.
29:43Arigato.
29:44Terima kasih.
29:51Thank you.
29:59Arigato.
30:00Arigato.
