00:10I am deeply frustrated, and I think this relates to the Department of War, too, about our own policies in
00:17America, which set us back. We are unable, we've become like Europe. We're unable to move and change, change budgeting,
00:25change procurement, you know, let people do what they need to do.
00:28You know, the rules in place, and compliance in place, and Congress gets involved. The military can't really do multi
00:34-year budgeting, so think of people who are procuring huge equipment over multi-year, and because of that, we have
00:40things like, we don't have the productive capability to build the bullets we need.
00:46You know, so if you're running the military, and you happen to get into war, you've got to be able
00:49to say, I need three times as many rockets. We can't do it.
