00:01We have started this initiative called Sneha Setu in Jharsugada district of Odisha.
00:06As the name suggests, Sneha Setu represents a bridge of compassion, care and dignity.
00:12It connects Jharsugada and Odisha to the different states and different districts.
00:17What we have started is all the lost members or the lost people from different states
00:25who are residing in Jharsugada in different institutions such as old age home, mentally challenged institutions
00:31which are being funded under the municipal fund of Jharsugada district.
00:38And the government of Odisha is also sponsoring these institutions.
00:42So, in my routine inspection, I met one old lady from one of our old age homes in Panchapada here
00:50in Jharsugada.
00:51When I was speaking to the old lady, she was saying she wanted to go home.
00:56And since she was not able to speak in Odiya and she was trying to speak somehow in Hindi,
01:01I asked her where does she belong to.
01:03Then she told me that she is from Maharashtra, Solapur.
01:06And luckily, I also belong to Maharashtra and so I spoke her in Marathi.
01:12During our conversation, I could get to know that she is living in this old age home from last 3
01:18years.
01:19So, I contacted my back mate in Maharashtra and then with the help of social media, we could trace her
01:27family and then we sent her back to her family.
01:30So, this was the start of Neha Setu and after that, I asked my team to find out how many
01:37such people who are residing in Jharsugada district.
01:39And all of them belong to, out of Odisha.
01:45So, we got to know that there are more than 100 cases, such cases.
01:49So, then we started finding the details of these inmates and started reuniting with their family members.
01:58In last 4 months, we could reunite around 20 people who belong to other states.
02:04The states like Maharashtra, Madhya Pradesh, Chhattisgarh, Bihar, Dharkand, Uttar Pradesh and West Bengal.
02:12And it gives us an immense pleasure that we are restoring the dignity of these inmates.
02:20One of the interesting case was of Mr. Gopichand Ghosh, who belonged to Medhinipur in West Bengal.
02:26Mr. Ghosh was a well-educated person, but he lost his earnings in infamous Rose Valley Scam.
02:33And he lost his mental stability and he somehow ended up in Jharsugada.
02:38He also didn't know how he ended up.
02:39But after staying in Jharsugada for more than 9 years, under Sneha Setu, we started asking about the origins of
02:48these people.
02:49And through that, he told us that he belonged to Medhinipur.
02:53And somehow we could connect to his family.
02:57When we called his family members, they had come, we reunited Mr. Gopichand Ghosh with his family members.
03:02So, when we spoke to their family members, they had lost hope that Mr. Gopichand Ghosh would ever be found
03:12in this life.
03:14And they had assumed that he might be dead also.
03:17So, when these families come and they speak and when they cry after looking at their lost family member,
03:27it gives us immense satisfaction that we have started this initiative.
03:31And sometimes we feel that the government offices are too slow and sometimes when distances are too far,
03:40then normally we avoid starting initiative.
03:43But district administration, Jharsugada believes when the intention is honest,
03:48no distance is too far and no system is too slow.
03:50And apart from our routine, file and order, we are going one step ahead in reuniting these families with their
03:59lost members.
04:01So, I feel this initiative is replicable in different districts of different states
04:07because it just takes one call like I do with my batchmates and with the help of social media also,
04:17they could be able to trace the families.
04:19So, I think it really gives us very pleasure and satisfaction that we have started this initiative.
04:28And we will be continuing this initiative in Jharsugada.
