01:54This is a very high traffic area because you can jump off of I-80 and then you're right in
02:01the middle of Reno's downtown.
02:03For decades, organized crime has used Washoe County as a major trafficking route.
02:10In recent years, that activity has intensified.
02:14Seated along the I-80 corridor, a major east-west freeway cutting across the United States.
02:21You kind of see everything.
02:23Drugs, money, human trafficking, sex trafficking.
02:27I mean, if you name it, it's been seen coming through on the corridor.
02:3215 minutes north of downtown Reno, sits the Washoe County Jail.
02:37Home to one of the largest jails in the state.
02:39Second only to Las Vegas.
02:42Following in his father's footsteps, Sheriff Darren Balaam begins his day.

02:52That's my wife and I and then my dad and my father-in-law.
02:55We are second generation law enforcement.
02:58My wife's since retired, but I'm on my 31st year.

03:06So, it's been ingrained in us.

03:32So, none through the year and we've booked 13,000 plus.

04:01People don't realize how massive our facility is.
04:06There's 16 units, so there's a lot of square footage to cover.
04:10We can house up to almost 1,350 inmates, but when we hit about 1,200 where we're at now,
04:17we say we're at capacity because you have so many wide varieties of gangs in the Washoe County area that
04:25we have to separate them because what happens on the street will roll into our jail.
04:32Fueled by Reno's 24-7 nightlife, the Washoe County jail processes a high volume of DUIs and misdemeanors.

04:41But combating gang activity inside the facility is the jail's number one challenge.
04:47You have MS-13, Sereno gangs, Norteño gangs, you have the Hells Angels, the Mongols, and the Russia Mafia.
04:55Separating those inmates is a definite challenge all the time.
05:00We have a gentleman that just got booked in for the fifth time this year.
05:05He is a validated Sereno, but that's a good portion of the people that are in our facility.
05:12Unfortunately, that's just the reality.
05:15The Serenos, also known as Southerners, are a Southern California-based gang known for their strict hierarchy and violent rivalries.
05:23And wherever they operate, their long-standing feud with the Norteños follows.
05:30Norteños are an immediate gang rival.
05:33If a Sereno, an active Sereno, sees a Norteño, they will almost immediately or most likely attack them.
05:42In the Washoe County Jail, 75% of fights are gang-related.
05:47To reduce risk, gang classification, and separating rivals before housing is critical to inmate and deputy safety.
05:54We're looking at their hands.
05:56We're looking at around their face if they have any insignia of gang affiliation so that these individuals are housed
06:03appropriately.
06:06Last year, the jail recorded 86 inmate fights and 26 batteries on staff.
06:12To maintain control, deputies enforce strict paramilitary rules under the sheriff's authority.

06:29We run a very tight facility here. We are big on our security.

06:56And so that's just, again, a safety for them, safety for our deputies.

11:43are known to coexist without conflict inside the jail.
11:46Another day being locked down, you kind of get used to the cell living in a way, though.
11:50You get comfortable being in here, and that's just the way it is.
11:53It helps you on your routine.

11:57But, I mean, mainly it's because we don't follow the rules, but in general the rules are kind of petty,

12:04We can't have more than two toothbrushes or we get write-ups.
12:11Officers are preparing for a recreation period sometimes known as Thunderdome.
12:16All 144 inmates are released at the same time.
12:21The three officers on duty are severely outnumbered and must maintain strict control.
12:27So we're just going to pop every door and then have them stand by their door until they're quiet.
12:30And then when they're quiet, we admonish them and then they enjoy their tear.
12:33And then usually in five minutes, they lose 15 minutes.
12:35Because how loud and obnoxious they get, you can hear it all the way down the hallway through these glass
12:39doors and through the gorilla door at the end of the hall if you don't keep them quiet.

12:44You're going to hear a verbal articulation before you're going to see a physical one.
12:48So if we can hear two guys yelling across the day room, we'll be able to tell if they're going
12:51to fight before it actually happens.

13:59Due to a heavy Sereno presence and the intermingling of other gangs, jail politics rule daily life inside the unit.
14:07Race and gang affiliations dictate where inmates sit, who they associate with, and can determine who is protected and who
14:14is exposed.
14:15These rules are in effect for a reason to kind of keep the peace.
