00:19Mr. President Petro, thank you for the summoning. President Donald Worsi of the pro-temporary presidency of CELAC, who is
00:28going to be assumed from this year, Your Excellencies, Government, Ministers of Latin America, the Caribbean, Africa, guests, special guests.
00:39First of all, let me congratulate again the Republic of Colombia, the government, and the people for the organization of
00:48this great event that talks about a strategic dialogue between Latin America and the Caribbean through our community of Latin
00:56American states, CELAC, and the region of Africa.
01:00It has been a historic aspiration of CELAC, the relationship with third parties, acknowledging the difference of a region towards
01:09working on a positive relationship in political, diplomatic, and economic, social, financial, and fundamental terms, and a relationship between the
01:21people of the two regions.
01:24In these moments of challenges with peace, with the card of the United Nations, the cultural diversity, and as it
01:38has been mentioned in several interventions in this forum, to the existence themselves of humanity,
01:46it is a very important relationship as it is called today, South-South or Global South.
01:57The countries of the Global South have been the culprits of the current confrontation of the violation of the Charters
02:08of the United Nations.
02:09And as we have seen, we are victims of the geopolitical interests of the so-called large powers and recipients
02:20of those interests.
02:22It calls our attention the idea to consolidate this area away from war of the use of force against our
02:31brothers and sisters by minorities of the world.
02:34Even though the Global South, even though the Global South is a majority of the people, not only given the
02:40territories, but also given the population, these regions of the Global South, these countries, are the main recipients of the
02:52aggression of the intervention of the regime change policies of different wars by these minorities.
03:01In this scenario, Venezuela wants to reaffirm the historical position of the presence of Africa as a permanent member of
03:13the Security Council of the United Nations.
03:19We want to know why in the 21st century we are just starting with a fledgling dialogue between the two
03:27countries, between the two continents, not only due to our strength and nature and due to the natural resources that
03:35exist, creativity and resiliency of our people.
03:38We need to ask, how come that being the Latin American, the Caribbean, the main recipients of the strategic resources,
03:48it's not our people the most benefited from the action of Providence?
03:54Maybe one of the response is in the inheritance of colonialism.
03:59Maybe one of the response is in the inheritance of colonialism that took the assumption of a historical subordination, a
04:04subjugation of the people of exploitation of the national sovereignty on the national resources of economic and political model alien
04:13to their traditions and others that characterize our countries.
04:19But the most important consideration that from our perspective has helped with this anti-historical narrative against the prosperity of
04:30the people is the meeting between Latin America and Africa, an encounter that doesn't follow the same disposition of African
04:40or Latin American or Caribbean people to dialogue.
04:43And to create an international order that is more prosperous and more moral, but instead an artificial encounter led by
04:52the powers, by the creation of realities that are favoring their interest against ours.
04:58As long as Africa, Latin America and the Caribbean are working with multi-dimensional elements in the same areas going
05:08to be harder to focus on setting proper bridges of intercontinental collaboration.
05:15Latin America, Caribbean and Africa included are a powerful reference framework for a profound transformation of the international order.
05:24Now, together we can have to give a course to stop being part of the influence of the international actions
05:32and to start being subject, transformative subject of an anti-historical reality.
05:38I don't want to stop stating in this intervention, the support of Venezuela, the initiative of the resolution presented by
05:47Canada before the United Nations organization to acknowledge the transatlantic slave treaty as a crime against humanity and the demand
05:58of redressing due to the colonialism and slavery.
06:01This initiative, estimated colleagues, allow us to foster the historical justice, truth and global acknowledgement of this atrocity as well
06:12as opening the path to redressing.
06:16The experience of the mechanism of the mechanism of South America and Africa set a path that now we have
06:23to rescue.
06:24As it was mentioned by the President Lula da Silva in his talk, the African Union has plenty to explain,
06:32to tell to Latin America, but vice versa.
06:36We have a lot to explain and a lot to teach them.
06:39So we propose certain ideas to strengthen the unity of SELEC and Africa under the framework of concrete actions, taking
06:49into account experiences, especially the ones that we had in 2007 to 2013 on the African and South American summit.
07:00In this way, we propose to make a summit this very same year between SELEC and the African Union so
07:12that we can establish a comprehensive cooperation mechanism,
07:19that we can establish a global mining cooperation between the different areas, that we can have a priority area for
07:38mutual support of both regions, that explores a mechanism in financial terms, that elaborates by regional
07:46commerce map, commerce map, commerce map that is complementary and solitary among people, that creates a roadmap for cooperation in
07:53the exchange between Latin America, Caribbean and Africa, that fosters a change of technology, because we have AI here, that
08:03promotes a joint statement from a bi-regional peace area, considering that both areas have been cleared as free of
08:12this.
08:13So, so, so many colleagues, with these ideas, Venezuela calls both regions from Africa, Latin America and the Caribbean to
08:22set a proper core in the peace and democracy in terms of people.
