00:11Despite the so complex scenario to isolate our country the last time we
00:16have received solidity aid and we continue to receive it and I would like
00:20to know what's the strategy of the Cuban government to distribute those
00:24resources and the mechanism of control to ensure that they arrive to the
00:29foreseen destination let's talk about current times and of and of antecedents
00:36of history right now we are receiving donations and especially from a very
00:44friendly brotherly country that has shown to be
00:56which is Mexico led by President Claudia Sheinbaum which has had a strong firmness in defense of Cuba and with
01:04respect and we welcome and we admire her even more and well other countries
01:08and also as an important element of current time is that around this right-wing forces are anger and they
01:22begin to
01:22intoxicate they use especially right-wing media they try to articulate with a
01:30supposed mismanagement of Cuba trying to attack the governments the countries that
01:38help us in that way the ethic of the revolution is so great and there is an
01:47experience that shows an indestructible ethic in how we tackle the donations
01:55how we distribute them that crushes any media campaign that tries to intoxicate the
02:11process and the people has this very clear because the people is the one that
02:19received all those donations that are received by friendly countries and
02:24solidarity organizations so let's talk about history there's a long history a long
02:28experience of the way we international organizations cooperation projects
02:34institutions so that the organizations with Cuba government friend governments of
02:40solidarity they make donations the country in a wide variety of modalities but the
02:50country also has well organized a planning system of distribution of control and
02:58a great experience as well in how we we process these donations we get
03:05donations of all times in different circumstances we get emergency donations in
03:09situations as complex as the one that we are living right now but we also
03:13receive donations in moments of emergency like when hurricanes or a
03:17determined natural catastrophe we receive donations out of will of friends of
03:24community that want to help in certain for their commitment that they make they come and visit
03:30Cuba and they visit a place and they see a sector a specific sector a health center a school and
03:36they
03:36decide to donate they come as part of cooperation project that we have we determine
03:42internationalization also as part of work that we develop with important
03:46agencies as the world food program and they and the United Nations fund for
03:59development what do we take into account when we receive the nation the first thing
04:05that we respect is the purpose of the nation on behalf of the donor if the donor says I want
04:11these notebooks to raise those schools those notebooks go to that school if the donor donated equipment of water pumping
04:23for a community it goes to that community there are other donors that they do not state a
04:28production a purpose so I bring this system purposes for polyclinics of the country what does the country does it
04:37analyzes where are the greatest needs and proposes the donor
04:40the donor we propose that we prioritize with this donation these polyclinics in the country and we fulfill with the
04:47objective of that donation so in that way we are acting and there are way more general that same things
04:54allow us to with our own criteria
05:01with priorities which are usually lead to vulnerable vulnerable to different institutions for for example for the homes of children
05:12that have no family for the homes of elderly people for the health and education center we distribute it in
05:18that way
05:21what is given what is given what is given to the population for example in terms of food has never
05:27been has ever been charged and it's almost and it's usually used through the Russian book but without charging for
05:41them
05:45we announce we announce with a lot of transparency where donations are heading
05:53if there is a food we we know we put it down on the Russian book there is a constant
05:58at the family level that so that so much was given in a donation there is in the registry of
06:04consumers social workers participate actively in the delivery of donations in the communities
06:11and there is a whole system of auditing from the prosecutor from the control office so that there is full
06:23transparency and not a single drop of doubt and tell me what case of mismanagement of donations can be speaking
06:35can be spoken of in Cuba you can look for a whole history of Cuba
06:40who can document and corruption act in the face of a donation at the level of the state
06:52many of those these institutions that participate with us they have representation in Cuba and those representatives which are very
07:01active they constantly visit the places to which the donations are headed and they check the destination of the
07:10and they have always shown great satisfaction for the seriousness with which with which it is work in that sense
07:19and also embassies the representation of other countries in their embassies here when we receive donations through several different government
07:30projects institutional projects embassies also visit those places and observe on the ground and they receive all the information that
07:39has to do with that donation
07:40also we always encourage that when there is a visit of someone from a country that has to do with
07:48some of the donation we propose among the program of visit to visit the place to which there was a
07:54donation to which it was implicated so there is a transparency a total transparency
08:01in this case which is more recent through the TV and media has been also at the bodegas were arrived
08:14for the Cuban families the Mexican embassy has been there visiting the different places and has been part of all
08:22this checking of the destination of those donations
08:27they took the picture of a Mexican we have commercial relationship with Mexican that are not donations we have we
08:36have Mexican products but they very quickly is intoxication because it's waste on lies and the sea and they are
08:46looking for the fifth for the fifth leg of the cat as we say here in Cuba to discredit to
08:52disturb to disunite to confuse the Cuban people
08:55but I tell you this the ethic with which the Cuban revolution works with which our government works that ethic
09:02of the nation is very strong and can face any intoxication intent
