Premier Cho Jung-tai will not countersign amendments to the Satellite Broadcasting Act, the Settlement of Ill-gotten Party Assets Act, and the Organic Law of the Legislative Yuan. His refusal effectively blocks the bills, which had already been passed by the opposition-held legislature, from taking effect. But Cho says the changes are unconstitutional and benefit certain groups over others. Opposition lawmakers say Cho cannot keep refusing to countersign amendments they've passed.

00:00Premier Zhou Rongcai is once again refusing to countersign bills passed by the legislature.
00:05He is effectively blocking changes to three laws, one regulating broadcasting licenses,
00:10another regarding property acquired by political networks during the authoritarian era,
00:15and one overseeing salaries for legislative assistance.
00:18The cabinet says the amendments were unconstitutional and were being used to benefit specific groups.
00:23The premier has also recently refused to countersign two other bills.
00:27Opposition lawmakers who hold a majority in the legislature say Zhou is violating checks and balances.
00:32They say he cannot keep blocking bills this way and have launched impeachment motions against him and President Lai Xingze
00:39in response.
