00:59and was aimed at a civilian zone in Israel.

01:05Nadav Shoshani,
01:06the attack was deliberately designed
01:08to maximize harm to civilians.
01:10He described it as a potential war crime,
01:13stating that directing attacks at civilians
01:15violates international law
01:17and vowed that Israel would continue operating
01:20to protect its people.
01:21But what exactly are cluster munitions?
01:24A cluster munition is not a single explosive device.
01:27Instead, it is a weapon that opens mid-air,
01:30offing at high altitude,
01:31and releases dozens,
01:33sometimes hundreds,
01:34of smaller bombs known as submunitions.
01:37These smaller explosives scatter across a wide area
01:40before detonating on impact.
01:42Unlike guided missiles,
01:44these submunitions are not individually targeted.
01:46They simply fall to the ground
01:48wherever gravity takes them.
01:49And that's where the danger lies.
01:51Because cluster bombs spread over large areas,
01:54they can strike homes,
01:55streets,
01:56and civilian infrastructure,
01:57especially in densely populated regions.

02:02many submunitions fail to explode immediately.
