00:19On the morning of February 28, U.S. and Israeli armed forces carried out airstrikes on the territory of Iran.
00:28The scope and character of the military, political and propaganda preparations that preceded this reckless step,
00:34including the deployment of substantial U.S. military forces to the region,
00:39leave no doubt that this is a deliberate, premeditated and unprovoked act of armed aggression
00:45against a sovereign and independent U.N. member state,
00:49indirect violation of the fundamental principles and norms of international law.
00:58It is particularly reprehensible that these strikes are once again being conducted
01:04under the cover of the renewed negotiation process,
01:07ostensibly intended to secure long-term normalization of the situation around the Islamic Republic of Iran.
01:13This comes despite assurances conveyed to the Russian side
01:17indicating that Israel had no interest in entering into military confrontation with Iran.
01:22The international community, including the leadership of the U.N. and the IAEA,
01:27must urgently deliver an objective and unbiased assessment of these irresponsible actions,
01:32which are aimed at undermining peace, stability and security in the Middle East.
01:36Washington and Tel Aviv have once again embarked on a perilous course
01:40that is swiftly pushing the region toward a humanitarian, economic and potentially even radiological disaster.
01:47The aggressor's intentions are evident and have been stated openly,
01:51to dismantle the constitutional order and remove the leadership of a state they deem undesirable
01:57because it has refused to yield to the dictates of force and hegemonic pressure.
02:02Responsibility for the impact of this man-made crisis,
02:05including the unpredictable chain reaction and the spiral of escalating violence,
02:10rests entirely with them.
02:11The grave repercussions of these ill-conceived actions for the global non-proliferation regime,
02:17whose cornerstone is the NPT, are being openly disregarded.
02:21Meanwhile, the U.S.-Israeli tandem seeks to cover its actions with a purported concern
02:27over preventing Iran from acquiring nuclear weapons.
02:30The bombing of nuclear facilities operating under IAEA safeguards is unacceptable.
02:36Essentially, the motives of Washington and Tel Aviv bear no relation
02:40to the objectives of the non-proliferation regime.
02:43They cannot but recognize that, by plunging the Middle East into the abyss of uncontrolled escalation,
02:48they are effectively prompting countries across the globe, and the Middle East in particular,
02:53to pursue even more grave means of countering emerging threats.
02:56The sustained and systematic nature of the destabilizing acts carried out by the U.S. administration
03:01against the fundamental principles of the international legal order in recent months
03:05raises particular concern.
03:07Among the violated principles are non-interference in internal affairs,
03:11the renunciation of the use or threat of use of force,
03:14and the peaceful settlement of international disputes.
03:18We call for an immediate return to a political and diplomatic track.
