00:00Russia has questioned how U.S. President Donald Trump's proposed Board of Peace
00:05would operate alongside the United Nations Security Council.
00:09Foreign Ministry official Kirill Logvinov says the board appears designed to bypass the U.N.,
00:16which Moscow describes as the only body with universal authority to maintain global peace and security.
00:25He also noted that U.N. Secretary-General Antonio Guterres has not been invited to any board meetings so far.
00:32The U.S. is the only permanent member of the Security Council to join the initiative.
00:36Russia, China, Britain and France have not signed on.
00:41Trump first unveiled the board in September as part of his Gaza peace proposal,
00:45later saying its mandate could expand to other global conflicts, a role traditionally led by the United Nations.
00:52As chair, Trump would hold sweeping executive powers,
00:56including the ability to veto decisions and remove members, subject to certain limits.
