00:04encrypted messaging app, Telegram. This comes after a proposal to ban another messaging app,
00:09Signal, earlier this month. DICT Secretary Henry Aguda says there is alleged proliferation of
00:15pornography and illegal gambling operations conducted via the app. He adds they've had
00:20difficulty communicating with Telegram as they attempt to raise these issues. Several IT rights
00:25groups push back against the proposal, saying it would impinge upon people's right to communicate
00:29in private. Historically, Telegram has pushed back against such attempts. In Hong Kong,
00:34it didn't comply with Chinese authorities trying to access data.
00:38Signal is a tool used by journalists to communicate securely with sources.
