Marami ring bata at menor de edad ang biktima ng extra-judicial killing sa drug war ni dating Pangulong Rodrigo Duterte, ayon sa Prosecutor ng ICC sa Day 2 ng confirmation of charges hearing.


Sa bahaging ito ay ipinakita ni Edward Jeremy, ang Prosecutor ng ICC, ang larawan ng pinaslang na 17-anyos na si Kian delos Santos sa kalagitnaan ng drug war.


Ipinaalala ni Jeremy na natatangi ang kaso ni Delos Santos sapagkat nahatulang guilty ang mga gumawa ng krimen — 'di tulad umano ng napakarami pang iba na extra-judicial killing umano rin.

00:00And on the evening of the 16th of August, in the midst of this killing spree, perhaps at the same
00:06time as Mr. Duterte's speech in Bulacan, a 17-year-old child named Kian De Los Santos was murdered in
00:15Kiliwakan, the location of which is marked on our screens.
00:19And this is charged incident 30.
00:22As usual, the police claim that Kian De Los Santos shot at them and they were forced to shoot him
00:27dead in self-defense.
00:30Another victim blamed for his death.
00:33As set out in our brief, paragraph 133, this account is contradicted by CCTV footage showing police dragging the child
00:42across the ground.
00:44And other evidence shows that after pleading for his life, he was shot twice in the head.
00:50The next slide is a graphic image, Your Honors, and that's tab 151.
00:58On our screens, we see the tragic image of the body of the 17-year-old child, Kian De Los
01:03Santos.
01:05And as noted in our brief, paragraph 56, this brutal murder led to a massive public outcry across the Philippines.
01:14And in these circumstances, exceptionally, the direct perpetrators of these murders were prosecuted and they were imprisoned.
01:22And in the face of this public outcry, Mr. Duterte was forced to temporarily withdraw police from drug operations from
01:32the 10th of October to the 4th of December 2017.
01:36And this led to a reduction in the frequency of killings.
01:39In announcing this temporary withdrawal, Mr. Duterte sarcastically stated that he hoped that this would satisfy, quote,
01:50And in this way, he publicly communicated that this was not a genuine effort to prevent crime, but rather a
01:59temporary attempt to placate public criticism.
02:03And less than two months later, Mr. Duterte decided to once again scale up operations.
02:10He ordered the PNP back into the campaign and the killings once again intensified.
02:15And, Your Honours, regrettably, children continued to be the victims of these killings.
02:24Your Honours will recall that at the very start of his presidency, Mr. Duterte gave a speech in Tondo and
02:33we saw a part of it earlier.

03:04If it's someone's child, be the killer yourself.

03:17Your Honours, it's worth pausing here, taking a step back and reflecting on what we are seeing and what we
03:25are hearing.
03:27This is the president of the Philippines, the commander-in-chief, the most powerful man in the Philippines.
03:35He's pointing directly at the crowd and he is telling them to kill someone else's child.
03:46Kill them not because they are an alleged drug lord, not even an alleged criminal, but simply because they may
03:53have an addiction to drugs.
03:55Kill them not because they can.
