00:00The best decisions to troubleshoot or remedy a state of impasse are arrived at under a sober and enlightened frame
00:06of mind.
00:07Small wonder, newbie Senator and Foreign Relations Committee Chair Erwin Tulfo said his dialogue with Chinese envoy Jing Kuan
00:14resulted in a mutually favorable outcome, which was so far removed from their warpath comments from a week ago, as
00:20our Luisa Erisbe reports.
00:24Alongside the Department of Foreign Affairs, Senate Committee on Foreign Relations Chairperson Sen. Erwin Tulfo personally held a dialogue with
00:33Chinese Ambassador Jing Kuan.
00:35This comes after the recent heated exchanges between several senators and the Chinese embassy on social media regarding the issues
00:42in the West Philippine Sea.
00:44According to Sen. Tulfo, the discussion was productive.
00:47In fact, China is reportedly open to signing the code of conduct that will smooth out the tensions in the
00:54South China Sea issue.
00:56Open sila to sign at mukhang interested din sila kasi kasama sila doon sa meeting ng code of conduct, pag
01:05-creation ng code of conduct na doon sila.
01:06So, I would assume may mga inputs din sila doon kasi lahat naman ng parties, Malaysia, Vietnam, Brunei tayo, ay
01:15amenable doon sa code of conduct na doon.
01:17The DFA stated, during the meeting that started in March, dialogues for the code of conduct will commence, with expectations
01:25that it will be finalized by December.
01:27A Memorandum of Understanding is also expected in March between the Chinese Coast Guard and the Philippine Coast Guard.
01:34Instead of clashing in the West Philippine Sea, they will unite for maritime patrols and other initiatives.
01:39Tapos, every month, starting March, mayroong dialogue, meeting kasama yung other countries na claimant sa West Philippine Sea, sa South
01:51China Sea.
01:52Ganon din ang China. So, ongoing ito. Kaya, sabi niyo ng Secretary Lazaro, hopefully matatapos ito by December.
02:00By end of March, pabalik na rito yung Memorandum of Understanding between the Philippine Coast Guard and Chinese Coast Guard.
02:07Na instead na magbanatan sila doon sa West Philippine Sea, sa South China Sea, magkaroon na lang ng cooperation, like
02:14patrol, search and rescue, clean up.
02:18Yun yung nabanggit ni Ambassador Jing.
02:20Senator Tulfo sees an end to the worthy feud between the Philippines and the Chinese Embassy.
02:25It was also explained to the Embassy that the Philippines is a democratic country with laws protecting freedom of speech.
02:33Mukhang tumahimik naman, ha, these past few days.
02:35So, napansin naman natin, ha, wala nang sagutan between us at saka dun sa grupo ng Chinese Embassy.
02:46So, I guess, eh, wala naman silang reklamo na.
02:48Senator Tulfo laid out the details of the discussions with the Chinese Embassy and the DFA during the All Senators'
02:56Caucus.
02:56Tulfo said the other senators were satisfied with the developments.
03:00Follow-up meetings with the Chinese Embassy involving other senators are also possible.
03:05However, the bulk of the discussions during the caucus focused on the LEDAC priority bills
03:10that need to be passed under the administration of President Ferdinand R. Marcus Jr.
03:15Mostly, sa LEDAC, yung mga legislative na kailangan naman tapusin.
03:18By June, dahil nahanap na po ng Malacanang.
03:21Kagaya ako, I have three bills na kailangan bilisan.
03:26Yung gusto ng Pangulo, yung sa AIC, sa institutionalization,
03:31tapos yung amendments sa four-piece, then yung sa online gambling.
03:35Luisa Erispe from the National TV Network for a new and better Philippines.
