01:13their goal of expanding opportunities for public service to more of our countrymen.

02:23House Leadership, for spearheading this public consultation.
02:29It is the House's commitment to uplifting the voice of the people that brings us all together today.
02:36Let me also thank the University of Science and Technology of Southern Philippines, again the Oro City Administration, led by
02:44Chancellor Joey Albina for this beautiful venue.
02:48And of course, the assistance coming from the offices of Congressman Lordan Suad and Congressman Rufus Rodriguez.
02:55In today's public consultation, we are determined to listen to the Mindalawas on the 24 anti-political dynasty bills referred
03:05to the Committee on Suffrains and Electoral Reforms for consideration and deliberation.
03:10The Committee on Suffrains and Electoral Reforms carries the responsibility of protecting and advancing the right of suffrains and measures
03:20on the conduct of elections, levices, initiatives, recall, and referenda.
03:26At its core, our work is about safeguarding the people's sovereignty.

03:50Before continuing further, I wish to reflect on what we have done so far.
03:55The Committee conducted two committee hearings and two public consultations, one in Cavite, Uluzon, and another in Cebu, or the
04:06Visayas.
04:07In those hearings and consultations, we have heard, debated and clearly, and consulted the surviving framers of the Constitution,
04:16generated led leaders of the Academia, scholars of different disciplines, legal experts, advocates, representatives from the Commission of Elections, and
04:27most importantly, the people of Luzon and Visayas.
04:31Our discussions, we have, 12 discussions have run the gamut from the constitutional underpinnings and principles to the very fine
04:40details of practical implementation concerns.
04:43We have heard citizens' impassioned arguments for and against the various measures we are now in possession in my committee.
04:55We have reviewed various proposals in light of both constitutional limits and government realities.
05:03And now, it is time for the voice of the people of my home island and beloved Mindanao to be
05:13heard.
05:14We have brought and humbly submit these 24 measures to the collective wisdom and lived realities of our fellow Mindanaoans.
05:26Sovereignty lies in the people.
05:28Sovereignty lies in the people.
05:29It is the people's participation which freaks life into legislation.
05:34Today is your opportunity to partake in crafting the rules and conditions of public office.
05:41May we approach this public consultation guided by our most closely held moral beliefs, by our commitment to mutual respect
05:51for our fellow citizens, and by the love for our country that we all share.
05:57May our efforts today yield a better and brighter future for all Filipinos.
06:03This is your opportunity to speak, and it is our duty to listen.
