00:00Citizens are speaking out, making their voices count as government pushes for reforms to keep power from staying in the
00:06same hands.
00:07Officials say it's time to level the playing field, ensuring that everyone has a fair shot and no one can
00:13hang on to power like it's nailed to their finger.
00:16Vel Custodio reports.
00:20Around 1,650 Mindanao residents participated in the public consultation on the anti-political dynasty measures held at the University
00:30of Science and Technology of Southern Philippines in Cagayan de Oro.
00:33The majority of attendees expressed the support for the dismantling of political dynasties.
00:39I respectfully express my strong support for banning political dynasty because public office should be open to all Filipinos, not
00:52limited to a few families.
00:55Leadership should be earned, pinaagye sa pagsalig, competence and service, not inherited through family name.
01:09One of the highlights of the consultation was the proposed coverage of the degree of consanguinity and affinity.
01:15Why, Ford? Why? To be consistent and in harmony with anti-nipotism law. Kung mayor ka, ilin po'y din
01:25mo, i-appoint treasurer, budget secretary, or what or what, we gain the full civil degree.
01:32Why? What's the evil we want to avoid? To prevent concentration of power of resources in one family.
01:40While the majority supported prohibiting relatives up to the fourth degree of consanguinity from running for elective office at the
01:47same time,
01:48this includes relatives up to cousins, grandnephew or niece, and great-grandaunts or uncles.
01:54However, House Committee on Suffrage and Electoral Reforms Chairperson Zia Alonto Adyong is also considering limiting the coverage to only
02:03the second degree of consanguinity,
02:05which should prohibit simultaneous candidates among grandchildren, grandparents, and siblings.
02:10In addition to the nationwide public consultation, the committee is encouraging LGUs, the private sector, and even private individual to
02:19submit position paper stating their proposals on the measure.
02:23This is to ensure better implementation once the bill is enacted into law.
02:28And just to add, not everything that is happening in this country is about them.
02:34That was the reaction of Committee Chairperson Adyong after receiving sentiments linking the House's push for anti-political dynasty bill
02:42to Vice President Saro Duterte's announcement for her plan to run for president.
02:47He said the speculations have no connect, adding that the 1987 Constitution already mandates a prohibition of political dynasty pending
02:56an enabling law for its implementation.
02:59Appeal na lang sa kanila, do not sabotage this process, hostage this process to make it appear as if this
03:06is intended for one particular candidate.
03:08Ito para sa electoral reform ito, wala ito kinalaman kanino man.
03:12We filed these bills way before the president mentioned it, way before the speaker mentioned it.
03:18I think I filed after Kinasara, early July pa.
03:25So ito naman is we all come from political families. Most of us come from political families.
03:30Bambi's families will be affected by it. I will be affected by it. Zia's will be affected by it.
03:35Lordan will be affected by it. So how can they say na sila lang na family ang affected by it?
03:40The committee is confident that the deliberation on the proposed measure will be completed before the undas break
03:46and that it will be included in the State of the Nation address of President Ferdinand R. Marquez Jr.
