00:15There is probable cause to believe that the respondents will depart from the Philippines to evade arrest and prosecution.
00:21The PHDO stems from complaints filed by the National Bureau of Investigation
00:26over alleged violation of the Anti-Graph and Corrupt Practices Act.
00:30It is a relatively new mechanism that, if granted by a court, can bar overseas travel
00:34even if the investigation is only at the complaint level.
00:38DOJ spokesperson Prosecutor Polo Martinez clarifies,
00:41the preliminary investigation into the said complaints are still ongoing.
00:45Estrada has been implicated in the flood control scandal after former Public Works official Bryce Hernandez
00:51alleged the senator channeled P355 million worth of projects to Hagonoy and Malolos in Bulacan in 2025
00:57with the supposed 30% SOP or kickback.
