Malaysian employers will soon be able to hire foreign workers directly as part of efforts by the Human Resources Ministry to eliminate middlemen from the recruitment process.

Its minister Datuk Seri R. Ramanan said the proposed hiring platform, which is being fine-tuned, will be discussed with the Home Ministry and relevant stakeholders, before being presented to Cabinet for approval.

00:00The more important question is how AI can play a very big role in KESUMA.
00:21Today I will share with you one of the things which is currently in discussion in KESUMA is for
00:28example to use AI for foreign workers.
00:32Foreign labour is a major problem in the country as you can see of late there have been numerous
00:37reports some of the MPs have also criticized on their being migrant workers in Malaysia
00:44where their well-beings are not looked after illegal foreign workers which are in the country
00:49which haven't been sent back or currently still actually having employment in the country.
00:55Now we're in the midst of working out a system of course it's in still it's not yet mature
01:01state yet this system will cater whereby it is direct from employer to employee.
01:09What do I mean by this?
01:11An example you have a foreign worker sitting down in Nepal or you have a foreign worker sitting
01:16down in Pakistan and they want employment.
01:21Through this recruitment platform you are able to speak with them directly.
01:27example you are an employer today if you want a worker what do you do you go to an agent
01:33or you go and apply like now for example because everything is closed you make your application
01:39but you don't know the worker you are getting you've never met the worker is the worker actually
01:45acceptable to the job which he or she is going to get here that question remains a question mark.
01:52no one knows no one can answer that that's why you have a lot of workers they come here
01:58they are promised job a but they end up being given job b this is one number two there is absurd amount
02:07of fees from the village agent the town agent the recruiting agent and then they come here
02:17this high cost which they have to pay is what leaves them in a lot of problems before they even start working.
02:26now why we have all these layers which they have to pay is because they don't have a way to apply for a job themselves.
02:35now with this system employer goes into the system they see all the names of the employers and employees which need
02:45workers or which workers need jobs they apply now when you apply for example the employer says i want to pick on this current
02:55current worker you click you arrange a time and you can interview them online of course there are a lot of
03:03questions for example how will you be able to communicate somebody in nepal might not be able to have the fluency to
03:10speak to you in for example basa malaysia ai will convert it for you you speak in basa malaysia they will receive their
03:19response in their mother tongue whatever it may be or when they respond we will get the response in basa
03:26malaysia so this is how we the ministry is trying to use ai to resolve all these kind of problems
03:35this is one of the major problems that we face today in malaysia you know and i think with the help of ai
03:41and with the help of this kind of a platform should we get it up and running i think it will be able to
03:48streamline a lot of uh issues that is currently being faced it eliminates the middleman completely
03:55because you are directly employer to employee you get your job directly you see the ilo the international
04:04labor organization organization allows you one month salary for you to utilize for your recruitment
04:10process whether it's buying of plane ticket whether it's uh for application fees and whatever what
04:16not which is one month salary now let's assume one month salary is going to be one thousand us dollars
04:22an example i'm giving as an example assuming it's one thousand us dollars you pay the one thousand us
04:27dollars you get your job here and then you carry on with what you're doing but today workers are being
04:34made to pay five thousand six thousand seven thousand eight thousand us dollars before they even step foot
04:40in this country and get a job this is what leads to social problems human trafficking money laundering
04:47nothing is systemized so right now with this current platform should it be a platform after being digested
04:56and being scrutinized by the ministry and we are able to find a way moving forward this will eliminate all
05:03those issues maybe not in totality but it will be maybe a just a small fraction where they will still be
05:10affected by these issues or plagued by this problem whereby they having to deal with this middleman
05:17of course it's now just in its baby stage of course there are a lot of things to take into account
05:22uh for example the the sustainability of the platform because you're going to have huge traffic
05:29huge traffic will the system be a stable system can it comply with the bandwidth which is going to be
05:36utilized so these are few things which we are currently studying currently working on and of course as in a
05:42time-by-time basis it won't be too long but in a time-by-time basis we will give periodic updates on what is the
05:49current status how far uh ahead we are and how far ahead we are from implementing uh this platform
05:57of course it can it has to be brought to cabinet uh of course it has to be jointly discussed with the
06:03home affairs ministry of course we hope to do it by by mid this year or at worst end next year but
06:11implementing something so big we also need uh to make sure that the stakeholders
06:16uh um and also we also dealing with countries which are uh overseas which also have workers and they also
06:24have their own laws and whatever it may be and we need to make sure everything is in sync before we do this
