00:00United States House Speaker Mike Johnson said on Sunday that a government funding package will face a vote in a few days.
00:06This confirms the partial federal shutdown, which started on Saturday, will continue into the week.
00:12The shutdown stems from disputes over the Trump administration's immigration enforcement policies.
00:18Democrats demand agents unmask, show warrants, and end roving patrols.
00:23Unlike last year's 43-day record closure, this partial shutdown does not include the whole government and is not expected to last long.
00:33The Senate-approved measure temporarily defunds the Department of Homeland Security for two weeks.
00:39This sets a deadline to debate new restrictions on immigration and customs enforcement operations.
00:45A House floor vote may not happen until Tuesday at the earliest.
00:48Defense, health, and transportation agencies also face funding uncertainty.
00:59Immigration and Customs Enforcement, or as most people know it, ICE.
01:04The acronym is now recognizable around the world.
01:08United States Immigration Enforcement is at the center of national and international controversy.
01:12In January, two U.S. citizens were killed by federal immigration officials, one by an ICE agent and another by a border patrol official.
01:23Aside from its operations on U.S. soil, ICE also has a presence outside the country through its branch, HSI, the Homeland Security Investigations.
01:34Its agents will be present at the Milan-Cortina Olympic Games.
01:37HSI has 90 offices, mostly located within embassies, in 50 countries.
02:09HSI collaborates with local police and Interpol.
02:12Its agents are armed, sometimes heavily, but they are only allowed to use their weapons
02:17after having received a mandate from the host country, the researcher adds,
02:22while also acknowledging that though the rule exists in principle,
02:27reality can lead to a different application in specific cases.
02:55ICE agents via HSI branches have already been deployed during international events,
03:01such as the 2024 Olympic Games in Paris, says Scurra.
03:06Agents will not be patrolling the streets of Milan during the Winter Olympics,
03:10which start this Friday, and their role will be strictly advisory,
03:15Washington's ambassador to Italy said last week.
03:18Their presence has triggered several protests in Rome and Milan.
03:21Thank you so much for speaking to us.
03:26Polish Secretary of State Ignacy Nimczycki told Euronews on Monday
03:31that Russia is intent on prolonging peace discussions and extending its war in Ukraine.
03:36Speaking on Euronews' daily morning show Europe Today,
03:40Nimczycki pointed to Russia's ongoing strikes on civilian energy infrastructure in Kyiv
03:45as proof that it wants to do so.
03:48He also added that he hopes the United States can, quote,
03:51help convince Russia to be more creative in trilateral peace talks
03:55that will resume in Abu Dhabi this Wednesday.
03:57Russia is not negotiating with a goodwill right now.
04:02So what we see is that they are trying to prolong the discussion,
04:06whereas we strongly believe that Ukraine made a significant effort
04:12to find a solution, to find an end to this war.
04:17So the question right now is whether Russia wants to end the war or not.
04:24Our understanding of the situation is that, unfortunately, they want to continue it.
04:29Nimczycki also spoke on recent developments in Iran.
04:32On Sunday, Tehran designated armies of European countries as terrorist groups.
04:38It did so in response to the EU's decision to include
04:41the Iranian Revolutionary Guard on its list of terrorist organizations.
04:46However, Nimczycki said Iran's response is largely a symbolic one,
04:50as it does not carry any practical implications.
04:56SpaceX has begun blocking Russia from using Starlink
05:00to control attack drones over Ukraine.
05:02Ukraine's Defense Minister Mikhail Fedorov praised the first steps
05:06as delivering real results, saying no Ukrainians have died
05:10from Starlink-equipped Russian drones in recent days.
05:14Fedorov contacted SpaceX after evidence emerged of Russian forces
05:17mounting Starlink terminals on attack drones to strike deeper into Ukraine.
05:22These drones can fly low, resist electronic warfare,
05:25and operate over long distances.
05:27Elon Musk confirmed on social media that efforts to stop unauthorized Russian use are working.
05:34Ukraine will now verify all Starlink terminals with a government whitelist.
05:39Only registered devices will remain active, in cooperation with SpaceX.
05:44The measure aims to secure communications and deny Russia a technological edge.
05:48Starlink has been crucial for Ukraine since 2022,
05:51with over 50,000 terminals supplied.
05:58Tehran said it had summoned all the European Union ambassadors in the country
06:03to protest against the bloc's decision to classify Iran's Islamic Revolutionary Guard Corps
06:09as a terror group.
06:10Meanwhile, the EU says it still expects diplomatic channels to remain open,
06:16despite listing the IRGC as a terrorist organization on Monday.
06:21The EU's designation came after Iran's violent repression of nationwide protests,
06:27which killed thousands.
06:29After this, in more of a symbolic gesture,
06:32Iran also classed EU armies as terrorist groups,
06:35a listing the EU has rejected, as well as all terrorist accusations.
06:40Meanwhile, Iran has ordered the start of negotiations with the U.S. on the nuclear issue on Monday.
06:47The move comes as Iran faces the threat of U.S. military action,
06:51as it has moved its USS Abraham Lincoln carrier and several guided missile destroyers towards Tehran.
06:59But Iran warns that any U.S. military action would lead to a wider conflict in the region.

08:58The commission cited concerns over summer travel chaos as the reason for the delay.
09:03Member states now have more flexibility to manage the transition at their borders.
09:07Some airports may still stamp passports manually in the coming months.
09:14Travel groups warn the rollout risked severe congestion and safety hazards without adjustments.
