Finance Minister Nirmala Sitharaman highlighted tourism as a major driver of employment and forex earnings while presenting the Union Budget 2026-27. She announced the creation of a National Institute of Hospitality by upgrading the National Council for Hotel Management, along with a pilot scheme to train guides across key tourism hubs.

The budget also focuses on sustainable and experiential tourism. Ecological mountain trails will be developed in Himachal Pradesh, Uttarakhand, Jammu and Kashmir, Araku Valley, and Pothigai Malai, alongside turtle trails in Odisha, Karnataka, and Kerala. Additionally, 15 archaeological sites will become cultural destinations, while cheaper international travel is enabled through a reduced 2% TCS rate.

00:00Tourism. The tourism sector has the potential to play a large role in the employment generation,
00:09forex earnings and expanding the local economy. I propose to set up a National Institute of
00:16Hospitality by upgrading the existing National Council for Hotel Management and Catering
00:23Technology. It will function as a bridge between academia, industry and government.
00:33I also propose a pilot scheme for upskilling 10,000 guides in 20 iconic tourist sites through a
00:43standardized, high-quality, 12-week training course in hybrid mode in collaboration with
00:52the Indian Institute of Management. A national destination digital knowledge grid will be
01:02established to digitally document all places of significance, cultural, spiritual and heritage.
01:11This initiative will create a new ecosystem of jobs for local researchers, historians,
01:21content creators and technology partners. India has the potential and opportunity to offer world class trekking
01:31and hiking experience. We will develop ecologically sustainable mountain trails in Himachal Pradesh,
01:43Uttarakhand and Jammu Kashmir. Also in Arakku Valley in the Eastern Guards and Podigai Malai in the Western Guards.
01:55Turtle trails along key nesting sites in the coastal areas of Orisha, Karnataka and Kerala. And, three, bird-watching trails along the Pulikat Lake

02:21we established the International Big Cat Alliance in 2024. This year, India is hosting the first-ever Global Big Cat Summit,
02:33where heads of governments and ministers from 95 range countries will deliberate on collective strategies for conservation.
02:45Heritage and culture tourism. I propose to develop 15 archaeological sites, including Lothal, Dolavira, Rakigadi, Adichanallu,
02:59Saranath, Hastinapur and Leh Palace into vibrant experiential cultural destinations. Excavated landscapes will be open to the public through curated walkways.
03:17Immersive storytelling skills and technologies will be introduced to help conservation labs, interpretation centres and guides.
