00:45And they're deliberately refusing to coordinate with state and local-

01:05support law enforcement and secure borders but they do not support a federal

01:21What ICE is doing is state-sanctioned
01:25buggery.
01:26It must stop.
01:30Republicans must work with Democrats to find legislative solutions to
01:35restore order and public safety.
01:37Congress has the authority and the moral
01:40obligation to act.
01:43What's missing is Republican
01:45will to act.
01:46After talking with my caucus,
01:50Senate Democrats are united on a set of common sense and necessary
01:55policy goals that we need to rein in ICE and end the violence.
02:00Our caucus is unified over three main legislative objectives.
02:05First, we want to end roving patrols.
02:10We need to tighten the rules governing the use of warrants and
02:14require ICE's
02:15coordination with state and local law enforcement.

02:20we want to enforce accountability.
02:23There needs to be a uniform
02:25code of conduct and accountability.
02:28Federal agents should be held to
02:30the same use of force policies that apply to state and local law enforcement.
02:35and be held accountable when they violate
02:40state and local law enforcement.
02:41These rules, including independent, we need an independent investigations.
02:45to help enforce accountability.

02:52body cameras on.

02:55intelligence must be prohibited from wearing masks.
02:58They must be required to use body cameras.
03:00And they also always have to carry proper identification.

03:11are common sense reforms, ones that Americans know and expect from law enforcement.
03:15if Republicans refuse to support them, they are choosing
03:20chaos over order, plain and simple.
