00:10.
00:15Good morning. It is Tuesday, the 27th of January. I'm Maeve McMahan.
00:20This is Europe Today, your daily dose of European news and analysis.
00:25Coming up, some breaking news. A historic EU-India
00:30free trade deal has just been signed in New Delhi. After years of taking one step forward
00:35and two steps back, as the EU looks to counter tariff threats from the current US
00:40administration and manage an influx of cheap goods from China, European leaders and business
00:45reps are marking the moment today at a landmark EU-India summit.
00:50India is expected to ease market access for European products from cars to wine.
00:55And in return, it will be easier for India to export textiles and pharmaceuticals.
01:00For more, we can cross now straight to New Delhi, where EU News' EU editor, Maria Tadeo, is standing by
01:05by for us. Good morning, Maria. Great to have you with us. Just tell us the deal is just being signed there in front of your eyes.
01:10Tell us more.
01:11Well, yes, absolutely. And this is a deal now announced by the Europe
01:15European Union and, of course, India. It's been described as the mother of all deals and may even
01:20in just a few moments.
01:21You'll see right behind me the head of the European Commission, Ursula von der Leyen, but also
01:25the Indian Prime Minister Modi and the head of the European Council will walk in and take questions.
01:30from the press. Obviously, this wraps now a two-day summit in India.
01:35Two sides also suggest that this is now a new chapter for strategic relations when it comes to the
01:40two blocks. And of course, we have to look at the details of this trade deal, which will cut tariffs.
01:45on more than 90% of European products. European sources also telling us in the run
01:50up to the announcement that this will open up a market that until now has been very heavily protected.
01:55by the Indians, obviously, this could be good for European car makers for chemicals.
02:00for wine, spirits, olive oils in some of these sectors, tariffs could go all the way down.
02:05up to zero. And, of course, we've got to remember that this is a country that's not just one of the
02:09fast-growing markets.
02:10in the world, but it's also a country of more than 1.4 billion people.
02:15I should also note, and this is very important just before we have to leave, that the timing is
02:19interesting because both
02:20both India and the European Union, of course, have come under pressure from tariffs from
02:23tariffs from President Trump, this country operates.
02:25under a 50% tariff regime, they both say they want to diversify and open up
02:30to new markets.
02:31Okay, Maria Tadeo, our EU news editor, they're reporting from Delhi on that...
02:35Major announcement breaking today, thank you so much for that.
02:38The final deal, of course, we'll have to get the green light.
02:40From the European Parliament, you can read more about Maria's reporting on Euronews.com.
02:44Good night.
02:45Back in Brussels, Mark Rutte, the NATO Secretary-General, was in the European Parliament yesterday.
02:50with a very stark message for MEPs. Take a look.
02:54President Trump is doing...
02:55...a lot of good stuff, I believe.
02:56The 2% reached by all NATO countries...
03:00...now at the end of 2025 would never, ever, ever have happened without Trump.
03:05And do you really think that in The Hague we would have come to the 5% commitment without President Trump?
03:10No way.
03:11And if anyone thinks here, again, that the European Union or Europe as a whole can...
03:15...and defend itself without the US? Keep on dreaming.
03:18Keep on dreaming. That's the NATO chief there.
03:20Telling European nations that they would need to increase defence spending to 10%.
03:25If they, quote, really want to do it alone, he added, they would also need to build up their own nuclear...
03:30...capability, and that would cost billions of euros.
03:33Euronews' Stefan Krobey was following this...
03:35...speech for us and joins us now here in the studio.
03:37Good morning, Stefan.
03:38Good morning, Maeve.
03:39Tell us, what more did Mark...
03:40Good to have to say.
03:41And how is it received by MEPs?
03:43Well, first of all, these hearings at the...
03:45...the European Parliament tend to be very casual affairs, like the European version of a fire...
03:50...side chat, and people expected some muscular...
03:55...statement from Mark Rutte, but it wasn't the way they thought.
04:00He was quite fiery, as you've seen, saying that, you know, Europe cannot...
04:05...defend itself alone, without the Americans.
04:07And he praised Donald Trump.
04:09At one point he said...
04:10...I say something that you don't like, I will defend Donald Trump.
04:13Saying that the increase of...
04:15...of defense spending is largely due to the US president.
04:18So, that left many...
04:20...of the members of parliament with a little bit of frustration.
04:23That's not what they wanted to hear, really.
04:25Also important, what Mark Rutte didn't speak about, and that was the Greenland deal.
04:30It was very short on details.
04:31We still don't know, almost a week after that, was what's in...
04:35...in this deal.
04:36Is this a deal at all?
04:37But sure, Mark Rutte then has not a mandate to New York.
04:40...on behalf of all the member states.
04:42And some people a bit concerned about the fact that he's a little bit like...
04:45...teacher's pet here to the US administration.
04:47Well, absolutely.
04:48And, you know...
04:50...some EU leaders, former and present, reacted to this and...
04:55Charles Michel, the former Belgian Prime Minister and EU Council President, said...
05:00...you're wrong, dear Mark Rutte, Europe will defend itself.
05:03And Donald Trump is not my daddy.
05:05That's a potshot at Mark Rutte, of course.
05:08Europe's future requires vision...
05:10...courage and leadership, not resignation, submission and fatalism.
05:14So, there you have it.
05:15Others follow the French Prime Minister, for example, saying the same.
05:20thing.
05:21Europe can or should work to be able to defend itself.
05:25in the future, and we have to put some distance between us and the Americans.
05:28Now, I believe...
05:30...that this is somewhat of an academic discussion here...
05:33...because of things that have been going on...
05:35...in the United States itself.
05:36So, in December 2023, Joe Biden was the president...
05:40...and Congress passed, overwhelmingly, a bill that barred any president...
05:45...from unilaterally withdrawing from NATO.
05:48So, that would require...
05:50...approval from the Senate or an act of Congress.
05:53So, they were, if you remember...
05:55...and during Trump's first term, he already toyed with the idea of America leaving NATO.
06:00And here you have a Congress bipartisan bill, by the way...
06:05...orchestrated by Mark Rubio, the Secretary of State today.
06:09So...
06:10...it's...
06:11...Trump cannot just walk away like this.
06:13Okay.
06:14Stefan Kovey, thank you so much for all.
06:15...those details.
06:16We'd love to hear your view as well on that.
06:18Write to us here at Europe Today at your new...
06:20...internetories.com.
06:21But now, moving on.
06:22You might have noticed the French president has soared in...
06:25...popularity lately.
06:26Quite simply, for his fashionable shades in Davos.
06:29Manuel Macron.
06:30...is also using this moment in the limelight to push through a social media ban for my...
06:35...internetories that has also been approved by the French assembly.
06:37Jacob Janis tells us more.
06:40France is officially at war with social media...
06:45...and the battle cries are echoing all over Europe.
06:49According to a...
06:50French health watchdog.
06:51Half of teens spend between two to five hours a day...
06:55...on their smartphones.
06:56President Macron says our children's brains are...
07:00...not for sale and wants a social media ban for under-15s by...
07:05...september.
07:06But your reporter went for a dinner with some tech lobbyists...
07:09...and it's clear...
07:10...now this ban sounds like a nightmare.
07:12Let's investigate.
07:15...Supporters say it would protect kids from harmful contents.
07:19Over...
07:20...a half of European teens have seen online pornography.
07:24The average age...
07:25...of first exposure...
07:26...just eleven...
07:28...and in the era of Elon Musk...
07:30...Grog AI...
07:31...they don't even need to search for it.
07:33They can generate...
07:35...so let's cheer for the AI revolution.
07:38In Australia...
07:40...which was first to ban social media for teens...
07:43...claims the ban helps kids focus...
07:45...like children actually need focus to study...
07:48...personally a thing I'll...
07:50...the algebra is much easier...
07:51...when you are interrupted every 12 seconds.
07:54F-
07:55...finally...
07:56...the ban would hurt profits...
07:57...of the big American and Chinese apps...
07:59...and...
08:00...my legal team advised me...
08:01...not to name them...
08:02...so here instead...
08:03...is a video...
08:04...of a...
08:05...sad puppy...
08:06...just look at his sad eyes...
08:08...look at...
08:10...if your child doesn't recognize your face anymore...
08:12...because it isn't vertical...
08:14...don't worry...
08:15...just send him a message with a funny cat video...
08:18...with the social media...
08:20...barn...
08:21...you can't...
08:22...so case closed...
08:23...and I just hope...
08:25...my new friends who work as lobbyists...
08:27...liked my explainer...
08:29...my...
08:30...the job is done here...
08:32...now let's go back to doomscrolling...
08:35...yeah, I could be honest there...
08:39...but now...
08:40...coming up...
08:41...we'll be joined by...
08:42...the Executive Vice President...
08:43...of the European Commission...
08:44...Henna Verkunen...
08:45...the Finnish politician...
08:46...and former MEP...
08:48...and Government Minister...
08:49...is currently in charge of...
08:50...tech sovereignty...
08:51...security...
08:52...and democracy...
08:53...good morning Commissioner...
08:54...good morning...
08:55...great to have you...
08:55...with us...
08:56...look...
08:57...the big news of course...
08:58...breaking this morning...
08:59...is happening in New Delhi...
09:00...tell us more about...
09:01...how this...
09:02...EU trade deal with India...
09:03...will impact our viewers...
09:05...of course...
09:06...it's very important deal...
09:07...from the European Union...
09:08...perspective...
09:09...because together...
09:10...the European Union...
09:11...and India...
09:12...we are two biggest...
09:13...democracies in the world...
09:14...and I think this is great...
09:15...news for everybody...
09:16...so more business opportunities...
09:17...for our SMEs...
09:18...for our industries...
09:19...also...
09:20...for our service providers...
09:21...and of course...
09:22...also...
09:23...for the Indians...
09:24...specially...
09:25...when it comes to...
09:26...technologies...
09:27...we are working also...
09:28...together with India...
09:29...we have our technology...
09:30...partnership...
09:31...also...
09:32...with India...
09:33...and especially...
09:34...when we are looking...
09:35...the talent part...
09:36...we know that India...
09:37...is having...
09:38...very much ICT...
09:39...experts...
09:40...we are really lacking...
09:41...workforce in Europe...
09:42...so this is now...
09:43...the certain field...
09:44...where we are working...
09:45...together with India...
09:46...also to attract...
09:47...more talented...
09:48...ICT experts...
09:49...from India to work...
09:50...in Europe...
09:51...OK...
09:52...see if your work...
09:53...cut out for you there...
09:54...and now just talk to us...
09:55...about the investigation...
09:55...that you've launched...
09:56...this week...
09:57...against Elon Musk's...
09:58...controversial...
09:59...AI chat box...
10:00...ROC...
10:01...tell us more...
10:02...about your findings here...
10:03...we opened...
10:04...also formally...
10:05...invest...
10:05...investigation yesterday...
10:06...on this topic...
10:07...specially now...
10:08...to investigate...
10:09...that how...
10:10...hex has been...
10:11...assessing and mitigating...
10:12...the risks...
10:13...so it's obligation...
10:14...under DSA...
10:15...that always...
10:16...the service providers...
10:17...they have to...
10:18...assess and mitigate...
10:19...the system...
10:20...and the risks they are posing...
10:21...and now we see...
10:22...that...
10:23...prog is now included...
10:24...more and more to...
10:25services shows to really look at how the risks are taken care of there.
10:30And also we saw also that there was certain illegals.
10:35Our content that Crocs was pushing, we know that now the feature has been changed.
10:40But we are also now analysing about the other risks really related.
10:45And we saw that Grok AI generated about 3 million sexualised.
10:50Images in just two weeks, that's according to research.
10:53Can you keep up with this though?
10:55We have very clear obligations for the...
11:00Online service providers that they have to all the time mitigate the risks what they oppose.
11:05Especially now when more and more AI is also integrated to online services.
11:10More and more AI is also running the recommender system of the online services.
11:15So this is certain obligation now for the online platforms to really look that they...
11:20are having practices in place and illegal content, for example, is not spread online.
11:25And has X responded?
11:26Because we all know how Elon Musk feels about the European Union.
11:29Yes.
11:30Since they have been in dialogue with the Commission services, we already sent it earlier for them...
11:35a request for information about this topic, that how they have been assessing the risks and also we may...
11:40late before Christmas already, the decisions that they have to now retain all the documents...
11:45related to Croc and X.
11:46And now we opened also to formal proceedings so...
11:50they have been in dialogue with our services all these months.
11:53Okay. And how are you making sure that we can...
11:55get it right here in the EU, that we can make sure that we have smart regulation when it comes to AI...
12:00but that we can also thrive?
12:01That is exactly what we are seeking.
12:05in our regulation, that we want to have right balance, boosting innovations, but at the same time...
12:10it's also important to be aware of risks and when it comes to new technologies also like to AI...
12:15so it's very important also that the developers and that they are also taking care of their...
12:20responsibility here and we have already AI Act which is covering also...
12:25the generative AI part and the 26 AI developers they were all...
12:30signing code of practice together with us so it means that they have to take care of to secure...
12:35security, safety of the systems and also they have to be transparent, they have to respect...
12:40copyrights so I see that we have good balance in the European Union when it comes to...
12:45legal regulation.
12:46And how are you handling the pressure though coming from the US administration trying to back you?
12:50in a corner trying to get you to kill the regulation?
12:53We know that these digital rules are...
12:55very important for the Europeans because we want to make sure that our citizens can trust to technology.
13:00we want to make sure that our digital environment is fair...
13:05transparent, democratic and safe.
13:08But you're seen as a rule maker...
13:10you were just in Davos last week...
13:11everyone looking at you as the regulator not the innovator...
13:14but there was good news...
13:15news on the 28th regime right to make it easier for startups here in the EU.
13:19In the same time when...
13:20we have certain digital rules...
13:22we want to make Europe faster and easier...
13:25for the businesses and we are doing that...
13:27so we are simplifying the processes and rules...
13:29we are...
13:30creating better single market...
13:32we are boosting the capital markets to have also access to...
13:35finance...
13:36for the startups...
13:37so we are working on that...
13:38and we see that Europe is having everything...
13:40what is needed to be competitive.
13:41Okay.
13:42Henna Verkunen, Vice President of the European Commission.
13:44Thank you so much.
13:45for coming in to us here at Europe Today and being our guest.
13:48And thank you so much for tuning in.
13:50this does bring this edition of Europe Today to an end...
13:53but tune again tomorrow...
13:54we'll be...
