Senate Majority Leader Chuck Schumer sharply criticized President Trump and federal immigration enforcement after the deaths of Alex Pretti and Renée Good in Minneapolis. Schumer condemned the actions of ICE and Border Patrol as “lawless disorder” and “state-sanctioned thuggery,” saying the agents must be pulled out of Minnesota immediately and demanding major changes to Department of Homeland Security funding.

Schumer’s comments reflect deep Democratic frustration with the administration’s handling of ICE operations, which have drawn video evidence that conflicts with official claims about the shootings. The controversy around federal tactics has intensified scrutiny of immigration enforcement and heightened political tensions in Washington.

00:00Mr. President, the Senate gavels into session with the conscience
00:05of this nation shaken to its core.
00:10Yesterday, in the Eat Street District of Minneapolis, 37-year-old Alex Preddy was shot
00:15and killed by a Border Patrol agent after he was trying to help a woman.
00:20Thrown to the ground by federal officers.
00:23The many videos of Alex Preddy
00:25and Alex's deaths circulating online are grisly.
00:28They're horrifying.
00:30They appear to show Alex was shot 10 times in less than a year.
00:35Five seconds.
00:36They show he held nothing more than a cell phone.
00:40In his hand.
00:44If we trust our own
00:45eyes and ears instead of Trump administration propaganda,
00:50it's pretty clear that Alex was murdered in broad daylight.
00:55The grief and anger his parents must feel right now must be staggering.
01:00He was a decent young man, an intensive care nurse at the VA who dedicated his life
01:05to helping others.
01:06In fact, the morning after Alex Preddy was shot,
01:10he was killed.
01:11I was at a doctor's appointment.
01:13And as it turned out, my doctor's assistant
01:15was from Minneapolis.
01:16She knew Alex Preddy.
01:18She said he was killed.
01:20He was just the kindest, gentlest soul you'd ever meet.
01:24Not a bad bone.
01:25Not a bad bone in his body.
01:26Alex Preddy did not.
01:30Deserve.
01:31To die.
01:32Nor did Renee Good deserve to die.
01:35Two weeks ago.
01:36Shot in her own car, mere minutes after.
01:40Dropping her kid off at school.
01:43Enough is enough.
01:45And that's what America is saying.
01:48From one end to this country.
01:50To the other.
01:51What ICE and CPP are doing in Minneapolis.
01:55And other cities around the country.
01:57Is not border security.
01:59And certainly not.
02:00Not law and order.
02:01What ICE is doing is lawless disorder.
02:04What ICE is doing is.
02:05state sanctioned thuggery.
02:07And it must be stopped.
02:10ICE must leave Minnesota today.
02:12Not tomorrow.
02:13Not next week.
02:15But today.
02:16There are reports that the president.
02:20Is thinking about.
02:21A reduction.

02:35Americans support law enforcement.
02:37Americans support common sense border security.
02:39But America...
02:40America does not support ice terrorizing our communities.
02:45That they are justie doing.
02:49I think that's when they're doing well with it.
02:51They're being able to manage their programs.
02:57They are going to get to the hands of the planet,
03:01or they are going to sit down here.
03:04We've got to make a bow to the camera.
03:06We have to make an area for the bank.
03:09That's all that we can buy now.
03:12war in American cities when ice descends upon them.
03:17Black ice SUVs were killed.
03:22Roaming the streets and agents barging into homes without warrants.
03:25Ice encircling...
03:27And killing kids in schools with riot gear and using kids as bait.
03:32And terrorizing...
03:32communities to the point that people are afraid to go to work, to church.
03:37Shop for groceries.
03:42This madness, this terror, must stop.
03:47The American people, Democrat, Republican, Independent, Demand
03:52that the chaos and lawlessness of ice be severely reined in.
03:57This week, the Senate will...
04:02In a few days, the Senate will consider a package of six...
04:07Six funding bills sent to us recently by the House, and five of those bills are ready to go.
04:13And should quickly pass.
04:15I'll say more about that in a moment.
04:17But in the wake of ICE's abuses and the administration's recklessness, the Senate must...
04:22Does not pass.
04:23The DHS budget is currently written and must be...
04:27We...
04:28We...
04:29We worked to rain in and overhaul ICE.
04:32to ensure the public's safety.
04:36The fix
04:37should come from Congress.
04:39The public can't trust the administration
04:41to do the right thing.
04:42The public can't do the right thing on its own.
04:43And Republicans and Democrats must work together.
04:47In the meantime, I will vote no.
04:52On any legislation that funds ICE
04:54until it is reined in an overhauled.
04:57Senate Democrats are overwhelmingly
04:59united on this issue.
05:02I should meet the same basic standards
05:05of accountability and due
05:07in the process that any law enforcement agency
05:09is asked to meet.
05:12Now, separately, to finish the appropriations process,
05:16Leader Thune should
05:17split the funding bills
05:18and move forward with the five
05:21that already have
05:22and have broad support from both parties.
05:25If Leader Thune agrees to split the
05:27bills, just as Speaker Johnson split them
05:29in the House and puts the five
05:32on the floor, I'm confident they will
05:35sail, sail through the-
05:37of the chamber, and we will have funded 96% of the-
05:42federal government.
05:47But if Leader Thune insists on holding a vote on-
05:52DHS legislation that he knows will not pass.
05:57Then he will guarantee yet another unnecessary government shutdown this Friday
06:02and the shutdown will be on Leader Thune's shoulders.
06:07Leader Thune's choice is very simple.
06:10Move the five bills that are ready
06:12and fund 96% of the government while we work to improve the-
06:17DHS bill, the Homeland Security bill, or Thune can trigger a shutdown.
06:22By forcing a vote on a bill everyone knows cannot pass at this moment.
06:27It is a combined bill that contains DHS.
06:31The ball-
06:32As well as in Leader Thune's court, he must quickly move to-
06:37to prevent a shutdown.

06:58.
07:03.
07:04.
07:05.
07:06.
07:07.
07:08we must also be candid.
07:10It is bone-chilling that in the aftermath
07:13of the killings in Minneapolis.
07:16Some of the Trump officials
07:18have chosen to blatantly
07:23lie to the American people
07:24like full-fledged authoritarians.
07:28Stephen Miller raced to Twitter
07:31to call Alex.
07:33A would-be assassin
07:34who tried to murder
07:36federal law enforcement.
07:38If you'd watched the videos
07:39of the killing,
07:41you'd know this is an outlandish,
07:43and shocking
07:43and totally dishonest,
07:45despicable thing to say.
07:48Meanwhile, Gregory Bravino,
07:50Donald Trump's top border patrol officer,
07:53also claimed,
07:54without a shred of evidence,
07:56that Preddy wanted to do
07:57massive work.
07:58Maximum damage
07:58and massacre law enforcement.
08:01And then, of course,
08:02there's Christie Noah.
08:03Merely hours after Preddy's death.
08:07No one...
08:08claimed again without so much
08:09as a morsel of evidence
08:10that he had committed
08:12an act...
08:13an act of domestic terrorism
08:14and wanted to perpetrate violence.
08:18You know what the reaction
08:19of these Trump officials,
08:20too many of them,
08:21seems to be
08:22when...
08:23something terrible happens,
08:24to lie about it.
08:26That's their immediate reaction.
08:28not to find the truth,
08:29not to express any sympathy
08:31to those who are dead.
08:33but to lie, lie, lie.
08:37It's despicable...
08:38It's so un-American.
08:40It's so different
08:41than what we have seen...
08:43in so many previous administrations.
08:47Lies.
08:48All of it.
08:48Just blatant,
08:49blatant, sickening lies.
08:53And that
08:53is what
08:55these administration officials
08:57or...
08:58almost automatically turn to
08:59when there's difficulty
09:01and there's trouble.
09:03Kristi Noem is a liar.
09:06She's vicious.
09:07She's also...
09:08incompetent.
09:09Donald Trump must fire her
09:10at once
09:11before another American...
09:13is killed under her watch.
09:17So I'll say...
09:18it again.
09:19It's bone-chilling
09:20that Donald Trump's goons
09:22will...
09:23so eagerly
09:24and almost lazily
09:25lie
09:25right to the public's face.
09:28Right to the public's face.
09:31And where is the accountability?
09:33from Donald Trump.
09:34He said nothing
09:35to call out
09:36the nastiness
09:37and lies
09:38from Noem and Miller.
09:40It seems he almost
09:41prefers to have
09:42serial...
09:43liars
09:43in his administration
09:44than honest people.
09:48This kind of dishonesty
09:48we see from
09:49Kristi Noem
09:50and Stephen Miller
09:51is the bread and butter
09:52of authority.
09:53authoritarian regimes
09:54and it's dangerous,
09:56dangerous territory.
09:58for our country.
10:00When a government
10:01tells its people
10:02ignore...
10:03ignore what your eyes
10:04see
10:04and forget
10:05what your ears hear.
10:07Just listen to us
10:08instead
10:08then for all practical purposes
10:11it's not trying to act
10:13like a government
10:13in a democracy.
10:15This is how dictatorships operate.
10:18and we're seeing
10:19the signs
10:20right in front of us
10:21here in America.
10:23The right answer of course
10:24is to meet the lies
10:26with truth.
10:27Here in this...
10:28Senate
10:28the American people
10:29deserve to hear
10:30that truth
10:30under oath
10:31when Kristi...
10:33Noem
10:33and other administration
10:34officials testify
10:35as soon as possible.
10:37And of course...
10:38Across America
10:38the people
10:39must keep defending
10:40the truth.
10:41They should show...
10:41They should keep showing up...
10:43lawfully
10:43in documenting
10:44abuses by ICE.
10:46They must continue
10:47to protest...
10:48peacefully
10:48and non-violently
10:49to exercise
10:50their rights
10:51to free speech
10:52and...
10:53free assembly
10:53to protect
10:55their communities
10:55from the abuses
10:57of...
10:58of this thuggish government.
11:00It may feel to many
11:02like the flame of...
11:03democracy
11:03is flickering
11:04into extinction
11:05before our eyes
11:06and that there's
11:06no way to fight back.
11:08That is wrong.
11:10The good people
11:11of Minneapolis
11:12and...
11:13so many cities
11:13around the country
11:14have shown the answer
11:16to authoritarianism.
11:18Hold firm.
11:19Tell the truth.
11:21Look out for one another.
11:23Organize.
11:24Protest.
11:24And when the time comes
11:26exercise your...
11:28greatest power of all.
11:29Go to the ballot box
11:31and vote.
11:32Vote.
11:33And vote out the liars.
