Federal immigration enforcement in Minnesota, part of Operation Metro Surge, has sparked intense backlash after multiple fatal shootings involving federal agents, drawing protests and political criticism. Senator Amy Klobuchar blasted the expanded presence of ICE and Border Patrol, calling the operation a “shock and awe public spectacle” driven by figures like Kristi Noem and Gregory Bovino and demanded ICE leave Minnesota.

Federal guidance now directs ICE to avoid protester engagement and focus on criminal targets, while some agents and commanders begin leaving Minneapolis amid tensions. Critics argue the surge undermines civil liberties and constitutional rights, heightening calls for accountability and reform.

00:00In the last year we have too often come to the floor to discuss
00:05tragedies in our state. This summer an assassin killed our friend
00:10Melissa Hortman, the former Speaker of the Minnesota House, and her husband Mark.
00:15And we were once again shaken to our core when a mass shooter attacked.
00:20The Annunciation Catholic Church right in the middle of mass.
00:25Children in their first week of school, two children murdered.
00:3021 more people injured, including 18 kids.
00:35In recent weeks, Minnesota has once again been at the center of America's...
00:40heartbreak. But we are also at the center of America's...
00:45courage and hope. We honor Renee Good today.
00:50Renee Good, who left behind three children...
00:55...including a six-year-old when she was shot and killed by an...
01:00...ice agent. Her wife said this...
01:03...kindness radiated...
01:05...and she was proud of her. She literally sparkled...
01:08...and asked everyone to honor her...
01:10...memory by living her values, rejecting hate and choosing compassion.
01:15We also honor the memory of Alex Predator.
01:20...a VA intensive care nurse who did one of the most...
01:25...selfless jobs people could think of.
01:28Caring for our veterans, often in their final...
01:30...hours, a man described by his friends and family...
01:33...as a kind...
01:35...hearted soul. Both Renee and Alex should be alive today.
01:40Mr. President, it is not just these...
01:45...horrific killings. The administration...
01:48...through their surge of thousands...
01:50...of ICE and border patrol agents to Minnesota...
01:52...outnumbering the ten largest...
01:55...the metropolitan police departments combined...
01:58...in the Twin Cities.
02:00...outnumbering the sworn officers in the Minneapolis St. Paul Department...
02:05...by three to one...
02:08...has repeatedly violated...
02:10...the constitutional rights of the people of Minnesota.
02:12The fact is that anyone who cares about federalism...
02:15...about freedoms, about liberties...
02:17...should be horrified by what is happening.
02:20If you care about the Constitution...
02:22...I say to our colleagues on the other side of the aisle...
02:25...you should be horrified...
02:27...because what is happening in our state...
02:29...has been a violation...
02:30...of the first amendment...
02:31...the right to assemble.
02:32...the second amendment...
02:34...Alex was...
02:35a lawful gun owner, but he was immediately criticized for that when in fact the video
02:39showed
02:40very clearly, very clearly because eyes don't lie, that his gun
02:45was firmly in its holster
02:46and it was taken out by
02:48border control
02:50agents.
02:51They've been violating the Fourth Amendment, ramming into people's homes.
02:55Without a judicial warrant, agents have been demanding, without even
03:00reasonable suspicion that Minnesotans show proof of citizenship.
03:05Just based on how they look.
03:07And this administration is going after the Fifth Amendment.
03:10The right to due process.
03:12It has denied detainees access to counsel.
03:15And as chief, the chief judge in the District of Minnesota of
03:20a former clerk to Justice Scalia and a George Bush appointee.
03:25has made clear, they have been defying court orders.
03:30And I say to our Republican colleagues, if you are a defender of liberty,
03:35you must defend it when it counts, not just when it's convenient.
03:40Federal immigration agents bashed upon a door and detained
03:45among elder.
03:46A U.S.
03:47citizen whose mom was one
03:50.
03:50one of the most loved nurses that took care of our troops during the Vietnam War.
03:56They held him at gunpoint without a warrant.
03:59Took him out of it.
04:00Took him out of his home in his underwear with nothing but crocs on his feet.
04:05Took him into a car.
04:07Drove him around for an hour.
04:08And then they later decided
04:10.
04:10They discovered they had the wrong guy.
04:11And in fact, the guy they were looking for had been in jail all along.
04:15We've all seen the photos of the five-year-old little Liam standing there scared in his
04:20.
04:20blue rabbit hat with floppy ears and Spider-Man backpack.
04:25.
04:25His agents apprehended him.
04:26This administration sent a two-year-old detective
04:30.
04:30in Texas.
04:31Despite a pending court case, the order was issued, but they didn't want to
04:35.
04:35wait for that, sent the two-year-old to Texas when the mom was meeting back in Minnesota.
04:40Thanks to the late-night work of my staff and several local lawmakers.
04:45She's been reunited with her mom, but it should never have come to this.
04:50A court case was pending, disregarded.
04:53In another instance,
04:55a U.S. citizen was forced to the ground, placed in a chokehold, and held at a detention center.
05:00For hours, he offered multiple times to show his U.S. past.
05:05This has gone so beyond.
05:10This has gone so beyond any original reason for federal agents.
05:15It has gone well beyond the fraud investigation.
05:20That was a good reason to bring people to help.
05:23But that's not what this was.
05:25Not the two-year-old.
05:26Not the five-year-old.
05:27Not the Hmong elder.
05:29Way beyond.
05:30Apprehenting violent offenders.
05:33Not the two-year-old.
05:34Not the five-year-old.
05:35Not the Hmong elder.
05:36Not the Hmong elder.
05:37Not the Hmong elder.
05:38Not the Hmong elder.
05:39Not the Hmong elder.
05:40This has turned into...
05:40Kristi Noem and Greg Bovino-driven, shock and awe, public specter...
05:45...meant to intimidate our state.
05:48In fact, Pam...
05:50Mr. Bondi, on the same day Alex was killed, sent a letter to the governor of Minnesota
05:55saying...
05:55the administration would remove these 3,000 ICE agents if...
06:00Minnesota violated the privacy of its citizens by turning over their personal voter data...
06:05...something Republican Secretary of State in states like Georgia.
06:10have refused to do.
06:11The Justice Department has actually sued 24 states for...
06:15refusing to turn over this data including, as I mentioned, Georgia and also New Hampshire.
06:20Three district court judges have dismissed these cases.
06:23It is clear that our...
06:25state's being targeted.
06:26But they've tried to get this data in 24 states.
06:28Now they'll say, we'll bring out the...
06:30the ICE agents.
06:31If only...
06:32you just give us that data.
06:35Mr. President, there are 3,000 federal officers in Minnesota...
06:40and I can not state it more unequivocally...
06:43ICE must leave Minnesota.
06:45Law enforcement has made this clear.
06:47They can't do their jobs.
06:48They can't do their jobs.
06:50They can't investigate burglaries.
06:52They can't help on some complex cases.
06:55Because they're being called to people's homes all the time...

10:57A white guy, a Latino, they said, Latino, where are you from?
11:00Latino says, I was born.
11:02Born in America, they put him in the car, drive him a few blocks, let him out or take him
11:06to the.
11:07Detention center and then let him go.
11:09Bonuses, bounties.
11:12The mask had come up and the body cameras.
11:17And there must be thorough, objective and independent.
11:22Investigations into these killings.
11:25The Justice Department.
11:27Refused to cooperate with local investigators in Minnesota after Renee's death.
11:32And over a dozen career prosecutors in Minnesota and Washington resigned.
11:37Rather than take part in a miscarriage of justice.
11:41After Alex.
11:42Alex is killing the federal government, block state law enforcement from accessing the crime
11:46scene.
11:46I know.
11:47Because I got panic calls.
11:49Because I used to be prosecutor in the county.
11:52about what was going on.
11:54A federal judge appointed by Donald.
11:57Trump had to issue an order preventing the federal government from destroying evidence.
12:02I'm opposed to this ICE funding bill.
12:07And I am very appreciative that people are starting to talk about reforms to this agency.
12:12But the money that was passed this summer, $75 billion.
12:17Making this agency bigger than the FBI?
12:20That was wrong.
12:22I opposed it, as did my Democratic colleagues.
12:26The cost.
12:27The cost continued amount.
12:28Right now, our federal, state, and local governments are spending an estimated $8 billion.
12:32$18 million a week on the surge in Minnesota alone.
12:36And what...
12:37What do you got out of it?
12:39Two out of three of the...
12:42shootings resulting in death in Minneapolis, two out of three were caused by federal...
12:47federal agents.
12:49I appreciate Senator Schumer.
12:52And I appreciate my colleague, Senator Smith, and so many others for saying no to this.
12:57And I truly appreciate that a number of our Republican colleagues have started...
13:02to say that what ICE is doing is wrong.
13:05A few have said that Kristi Nomen...
13:07should no longer be in her job.
13:10ICE needs...
13:12to leave Minnesota.
13:14It was in 1776...
13:17when future First Lady Abigail Adams wrote to her husband, John Adams, described...
13:22the retreat of British ships from Boston, saying that their numbers were so large they looked...
13:27like a forest.
13:28But despite their force, it was the determination...
13:32of those demanding liberty that won that day.
13:36For Minnesotans...
13:37right now...
13:38every corner...
13:39everywhere...
13:40when you drive...
13:41really, it's not just the city.
13:42suburbs...
13:43shopping malls...
13:44rural areas...
13:45they see...
13:46they see...
13:47they see...
13:47an ICE agent...
13:48there's people that are scared every single day
13:50and it feels like that forest.
13:52But out of that forest comes these people of our state that are willing to
13:57stand up, citizens that are willing to stand up to help people they may not even know.
14:02Because they understand what's at stake for the liberties of this country.
14:07Mr. President, I yield back.
