00:00I'm here in Los Angeles with the U.S. Attorney's Office. We're talking about fraud.
00:03This place has become one of the epicenters for fraud, waste, and abuse in America.
00:08Three and a half billion dollars just here in Los Angeles County, we think, around hospice and home health care.
00:14Then you add in all the other things that they have in Minnesota, but in California scale, it's huge.
00:20And what we have witnessed is a seven-fold increase in hospice in L.A. County.
00:27Seven-fold. That doesn't happen naturally.
00:30There are not seven times more deaths in L.A. County than there were five years ago.
00:34These fraudsters, and these do tend to be foreign influences, these are Russian-Armenian gangs, mafia,
00:40that are leading a lot of these efforts, we believe, have been able to corrupt and work with doctors
00:45who are willing to lie to use that M.D. degree as a degree, as a license to kill.
00:51A lot of it's driven by foreigners who came to Los Angeles.
00:55Very different culture, Russian-Armenian groups, and this mafia seems to have taken over the system.
00:59They've corrupted doctors, they've normalized fraud so that everyone sort of expects it,
01:04but the magnitude of it is so great that we have to take it on aggressively.
01:09It's a focus area for CMS, and this administration under President Trump is not going to tolerate
01:13taxpayer dollars being stolen because people aren't paying attention anymore.
01:17We're focused on this.
01:18We're focused on this.
