Hollywood icon Paris Hilton has broken her silence on the dark side of artificial intelligence — and what she calls digital Sexual abuse.

In a stunning move, Hilton has joined forces with Rep. Alexandria Ocasio-Cortez (AOC) and Rep. Laurel Lee to push the DEFIANCE Act, a landmark bill aimed at cracking down on non-consensual AI-generated explicit content.

Hilton revealed how AI deepfake pn has been used to exploit women, monetize trauma, and destroy lives — declaring, “They sold my pain for clicks.” Lawmakers warn that without urgent action, AI pn could become the next massive human rights crisis in the digital age.

The DEFIANCE Act would allow victims to directly sue creators and distributors of AI-generated explicit images — a move that could fundamentally change accountability in the tech world.

00:00Out of all deepfake images that AI has generated, over 90% have been non-consensual, pornographic deepfakes.
00:1090% of them have targeted women.
00:13As a survivor of sexual assault myself, this resurfaces trauma for so many people across the country.
00:21Women lose their jobs when they are targeted with this.
00:24Teenagers switch schools.
00:27And children lose their lives.
00:30It's the newest form of victimization happening at scale to your daughters, your sisters, your friends, and neighbors.
00:38Too many women are afraid to exist online, or sometimes to exist at all.
00:44The Defiance Act is a bipartisan bill that gives survivors a path to justice.
00:48When your image is violated, it doesn't disappear.
00:52It lives inside you.
00:54Since the public release of AI tools, we have seen an absolute explosion in AI-generated images used to sexually harass victims and children.
01:06Out of all deepfake images that AI has generated, over 90% have been non-consensual, pornographic deepfakes.
01:16And out of those images, 90% of them have targeted women.
01:21As a prominent female elected official, I, as well as many others here, have spoken about our experience being targeted by AI deepfake pornography.
01:32Not only is this a coalition of legislators, this is a coalition of survivors, of sexual harassment, and in some cases, abuse and assault.
01:42As a survivor of sexual assault myself, this resurfaces trauma for so many people across the country.
01:50And that is what it is intended to do.
01:53Because the creation of this content parallels the same exact intention of physical assault, which is about power, domination, and humiliation.
02:04And while these images may be digital, the harm to victims is very real.
02:10Women lose their jobs when they are targeted with this.
02:14Teenagers switch schools.
02:16And children lose their lives.
02:20Congress has a moral obligation to stop this harm.
02:24We can stop this harm.
02:26And we can pass this legislation to hold the people responsible accountable.
02:31Right now, one in eight teenagers knows a friend who has been targeted by AI deepfake harassment.
02:41Because if you are a middle schooler, and we should all be horrified by that, because if you are a middle schooler or a high schooler in the United States of America, you most likely know someone who has been a victim to this.
02:55And people's parents are waking up every morning in fear that their kid could be next.
03:00And while everyday Americans are terrified of this, corporations are finding new ways to profit from the creation of these deepfakes.
03:09So while we are all grateful that Congress has taken the tremendous step in passing the Take It Down Act to ensure that harmful content is removed from online platforms, we know that there is more work to be done.
03:23It is not enough to take down content.
03:26We have to give victims a civil right of action.
03:30Take It Down gave us removal, and defiance will give us recourse and restitution.
03:36Once this bill is signed into law, and it will be signed into law, survivors will have the ability to hold their abusers accountable and seek financial and reputational damage for the harm they have caused.
03:52In times of extreme political polarization, I also want to underline that the partnership with Representative Lee and myself have formed, as well as the invaluable partnership of Senators Durbin and Graham in the Senate,
04:07I think it represents a real spotlight and possibility that in this time of deep division, there are still bright spots possible, and there's still progress that's possible here.
04:20Bicameral, bipartisan advocacy for legislation focused on delivering justice for the American people.
04:26So since we've made some massive steps forward, it's time for us to finish the job.
04:32And so I urge Speaker Johnson, which we have had positive and encouraging conversations with, to put this on the floor for a vote as quickly as possible.
04:41It's the newest form of victimization happening at scale to your daughters, your sisters, your friends, and neighbors.
04:50A staggering one in eight girls today are experiencing the harms of AI-generated deepfake porn.
04:56I hear from teenage girls who are terrified to go to school because they know a deepfake of them is circulating.
05:03I hear from women who are scared to run for office, to apply for jobs, to speak publicly because they know how easily their image can be weaponized against them.
05:15Too many women are afraid to exist online or sometimes to exist at all.
05:22And I know how that feels because I've lived it.
05:26And now I have a daughter.
05:28She's just two and a half years old.
05:31And I would go to the ends of the earth to protect her.
05:34But I can't protect her from this.
05:37Not yet.
05:39And that's why I'm here.
05:41Because this isn't about just technology.
05:44It's about power.
05:45It's about someone using someone's likeness to humiliate, silence, and strip them of their dignity.
05:53But victims deserve more than after-the-fact apologies.
05:57We deserve justice.
05:58The Defiance Act is a bipartisan bill that gives survivors a path to justice.
06:07This is personal to me.
06:09It's part of my story.
06:11I began telling my truth in my documentary, This is Paris, and more in my memoir.

06:21I am lucky.
06:24I had the platform to reclaim my story.
06:26But so many others don't.
06:29And what I've learned is this.
06:31When your image is violated, it doesn't disappear.
06:35It lives inside you.
06:37But so does your power.
06:38Telling the truth has helped me heal.
06:42And I'm so proud that today, I stand here without shame.

06:49A woman, a wife, a mom, a survivor.
06:53And what was done to me was wrong.
06:56And I will keep telling the truth to protect every woman, every girl, every survivor, now and for the future.
07:04Last week, the Senate passed defiance by unanimous consent.
07:08Today, I stand here with Congresswomen Ocasio-Cortez and Lee, asking Congress to pass the Defiance Act through the House.
