00:00Listen, I think that first we are meeting today in this European Council
00:05to mark the unity of the Europeans in support of Denmark,
00:11of its territorial integrity, of its sovereignty,
00:14and also to act when Europe is united, strong and strong.
00:25Things are in the order and in the calm.
00:27And I'm happy that we started the week with a form of escalade,
00:34threats, threats, threats, and threats.
00:40And we are coming to a situation which I think is much more acceptable,
00:44even if we remain vigilant.
00:46There are discussions that will be going on.
00:49And we remain extremely vigilant.
00:51We will discuss this evening, I think,
00:53in terms of the efforts that the EU has organized.
00:55The France is all available to participate.
00:58I will also say to the Prime Minister Danes
01:00our full support in the discussions that will be carried out.
01:04And we remain extremely vigilant,
01:06so we are ready to use the instruments that are ours
01:09if we were again under the coup of threats.
01:13We have explained that the Phantom Float was a problem for us all,
01:26because it allowed to finance the war effort of Russia
01:29and that it would come to the rules and sanctions
01:31that we had decided.
01:32And so the French Marine Marine acted in good order
01:36in good order to make respect the right
01:38and come to the movement of a ship
01:42that contributes to this Phantom Float.
01:45We've been closely coordinating with allies and others
01:49over the course of the last few days.
01:51What's now happened is good in the sense
01:55that the threat of tariffs has gone,
01:57and now we can get on with the job of rolling up our sleeves
02:01and answering the question,
02:04how do we improve security in the Arctic,
02:06which everybody agrees with.
02:08And we will do that in the way we've got through
02:11the last few days from a UK point of view,
02:13which is with British pragmatism,
02:16British common sense and British adherence
02:19and sticking to our values and principles.
02:21But today we actually start the hard work
02:26of making sure that security in the Arctic
02:30is enhanced.
02:31And that is something on which Denmark,
02:33I've just been with the Prime Minister of Denmark here,
02:35we, the Europeans, other countries in the US
02:39have all agreed that that's what needs to happen.
02:42And therefore we get on with this stage of the exercise.
02:45It has shown itself that security and security
02:50can definitely affect the European side.
02:53I am very grateful that President Trump
02:56from his original plans,
03:00Greenland to take place.
03:02And I am grateful that he took place
03:05from his original plans to take place
03:06on the 1st of February.
03:08That's all a result of our joint efforts
03:13between Europe and the United States of America
03:17and the United States of America
03:20to find a way in the difficult times
03:23that we are currently experiencing
03:25in the difficult times,
03:26in which we are now undoubtedly
03:27experiencing.
03:32The European Union,
03:33the European part of the NATO
03:35must be able to defend itself.
03:37We are on this way,
03:39even if we haven't yet achieved anything,
03:41what we have to achieve.
03:42And the second one,
03:43we want to have a wettbewerbsfähig
03:46volkswirtschaft in Europe.
03:48We have to do it all,
03:49and that's also the Republic of Germany.
03:51But we know that
03:54without a good European plan
03:56that everything doesn't work.
03:58And I will be encouraging
04:00to take the very broad
04:02European bureaucracy
04:03step by step in step,
04:05to make a great,
04:07successful European market
04:10and can exist in the world.
04:12Both are hand in hand.
04:14Verteidigungsfähigkeit and Wettbewerbsfähigkeit
04:16are two sides of the same medal.
04:22I brought in my speech in Davos
04:24to give a lot of attention to
04:26that we should try to achieve
04:28the NATO.
04:30I have the impression that many Americans
04:32see this transatlantic union
04:34that you don't just give so much
04:36on.
04:38It is the successful political
04:42union between Europe
04:44and America.
04:46It is not a military union.
04:48It is a political union.
04:50It is the key between Europe and America.
04:52I hope that it helps us
04:54to keep this union.
04:56But I also know that we
04:58have to do more
05:00for our defense.
05:02There has even the American President
05:04said this.
05:06Now we are doing it.
05:08We have had a very successful
05:10NATO-Gipfel in Den Haag
05:12in June.
05:14The NATO is now
05:16in the European part
05:18in the Arctic region.
05:20And I think everybody in NATO agrees
05:22about that, the Arctic states
05:24but also other member states,
05:26that we need a permanent presence
05:28from NATO in the Arctic region
05:30including around Greenland.
05:32You are asking about red lines.
05:46We have them.
05:48Of course I think it's clear for everybody
05:50that we are sovereign state
05:52and we cannot negotiate about that
05:54because it's a part of the very basic
05:56democratic values.
05:58But of course we can discuss with the U.S.
06:00how we can strengthen our common cooperation
06:04on security in the Arctic region.
06:06There is one thing that has something to do with NATO.
06:10When Europe is not divided, when we stand together, and when we are clear and strong also in our willingness to stand up for ourselves, then the results will show.
06:30As a Polish Prime Minister, I will be always very dedicated to transatlantic relations and for us the United States are absolutely the most important partner when it comes to our security, etc.
06:42And we always accepted leadership of the United States.
06:46It's something absolutely natural.
06:49And this is why it is so important for all of us, also for our partners in Washington, to understand the difference between domination and leadership.
06:59Leadership is OK.
07:04Transatlantic partners.
07:06In fact, you know, we...
07:07And Europe should be here absolutely united to protect the relations with our partners on the other side of the Atlantic, even if it is today much more difficult than ever before.
07:20If someone would have told me 72 hours ago that we would get a good off-ramp and a process, I would have been perhaps a little bit skeptical.
07:28But Mark Rutte and many of the allies were able to get that through.
07:32Bring about things that...
07:33But what I would like to see is closer cooperation with what I call A7, so the seven Arctic countries in NATO.
07:44That would include five Nordic countries, Canada and the United States who are close allies.
07:50Together, we can strengthen the security of the Arctic region.
07:54And in an ideal world, we would have something ready by the NATO summit in Ankara and basically put forward a package which is not dissimilar to the package that was put forward in Hague on 5%, something that clearly strengthens Arctic security.
08:10Bring into Greenland, which could have sovereignty within those...
08:14Denmark decides for Denmark, Greenland decides for Greenland.
08:19And for me, this has from the beginning been a security issue, not a sovereignty issue.
08:24And that's why we're trying to create an off-ramp whereby we can strengthen Arctic security with strong American presence because their worries about Arctic security, I think, are correct.
08:35And the good thing is that there are countries like Finland, which basically have the most trained Arctic military in the alliance.
08:42We have one million women and men who have done their military service in Arctic conditions.
08:51I think it's good that European leaders are meeting in Brussels.
08:55It is an informal dinner and it is a good moment for the leaders to take stock of what has happened in the past few days.
09:06And especially for Prime Minister Mette Frederiksen to be heard of what her sentiments of the situation is.
09:17So I'm optimistic about the future of the alliance.
09:19I do think that we're doing burden sharing.
09:21And I think it's completely justified for President Trump to ask Europeans to do more about their defence and also to pay more for the alliance and have more capability.
09:30So the stronger NATO is, the better off we are.
