Defensor, Singson attempt third impeachment complaint but House secretary general won't accept it

A group led by former representative Michael Defensor and former Ilocos Sur governor Chavit Singson attempt to file a third impeachment complaint against President Ferdinand Marcos on Jan. 22 but was not able to do so because the Office of the Secretary-General refused to accept the complaint, saying that its head, Cheloy Velicaria-Garafil, is out of the country.

01:04for the Office of the Secretary General
01:07to receive and record impeachment complaints
01:10that are duly filed.
01:12There is no discretion given to the Secretary General
01:16to reject, screen, delay, or block such filings.
01:22By refusing to accept the complaint,
01:26the Office effectively usurps
01:28the constitutional authority
01:30of the House itself
01:32and denies the Filipino people
01:34their only lawful mechanism
01:38to raise grievances
01:40against a sitting president.
01:42If I may repeat that,

01:54Impeachment is not a political favor.
01:56It is a constitutional right.
01:58It is the only formal process
02:02through which citizens,

02:12is not merely procedural error.
02:14It is a constitutional violation.
02:16An obstruction of a lawful remedy
02:20and a direct assault on the people's right
02:23to petition government
02:25for redress of grievances.
02:27The House of Representatives exists
02:30to serve the people,
02:32not to shield those in power
02:34from scrutiny.
02:36The rules are clear.
02:38The Constitution is clear.
02:40The duty is clear.
02:42And no office has the authority
02:45to silence the people's voice.
