00:05Whistleblowers exposing fraud in Minnesota's state-run programs are facing serious threats,
00:10according to State Representative Marion Rarick.
00:13A number of social service programs, including child nutrition, autism services, and housing
00:18stabilization, were targeted by fraudsters, with one prosecutor describing the operations
00:23as industrial-scale fraud.
00:25The panel heard testimony from four witnesses, GOP state representatives Kristen Robbins,
00:32Walter Hudson, and Rarick, as well as Brendan Ballew, a former Justice Department prosecutor,
00:37testifying on behalf of the Democrats.
00:40For years, Republicans claimed that Minnesota fell behind in addressing what federal prosecutors
00:44labeled the largest pandemic fraud in the United States.
00:48In December, Republicans on the Oversight Committee opened an inquiry into how Walls
00:53handled the fraud cases.
00:54At the hearing, Rarick testified that whistleblowers face a constant fear of retaliation that has
01:01only intensified under an avalanche of fraud in Minnesota.
01:05In his opening statement, Representative Robert Garcia, the panel's top Democrat, recognized
01:10the risks of fraud but cautioned,
01:13What we should not do is use fraud as an excuse to rip away aid from innocent people who follow
01:17the rules and need help in our society.
