00:00well thank you very much indeed it is a great pleasure to be here and to be in
00:06the banqueting house last year Tony explained that our analysts argue that
00:11there is only a remote chance of a significant direct attack or invasion by
00:16Russian on the UK today the UK is subject to an onslaught of cyber attacks
00:22from Russia and we know that Russian agents are seeking to conduct sabotage
00:27and have killed on our shores but Russia's hard power is growing quickly
00:33the Russian Armed Forces are now more than 1.1 million strong consuming more
00:39than 7% of GDP and around 40% of government spending but it's absolutely
00:45clear that Russia's hard power is something to fear the Russian leadership
00:50has made clear that it wishes to challenge limit divide and ultimately destroy NATO
00:56in former president Medvedev's words sparring to the disappearance of Ukraine and the
01:03disappearance of NATO preferably both it is clear to our allies that the risk to
01:08NATO and to the UK from Russia is growing and unless we're able to raise awareness
01:13and stimulate the combination conversation with society about the
01:19risks we can't expect the rest of government society and industry to act or bear
01:26the costs but this can't be just a conversation about risk we also have to
01:33explain how we should respond our objective must be to avoid war however we
01:42choose to define the cost whether that is in lives lost misery or economic impact war is
01:48enormously costly
