00:03surprised the world with a historic peace agreement
00:06after decades of tragic war.
00:09But the secret ingredients to what was called
00:12an impossible peace have never been made public.
00:14But now Euronews has the opportunity
00:17to sit down with two of the key actors
00:19to discuss it further.
00:20In this edition of Eurasia Talks
00:23we're joined by Armen Gregorian,
00:25the Secretary of the Security Council of Armenia
00:28and Hikmet Hajjev, the Assistant to the President of Azerbaijan.
00:35Gentlemen, thank you for joining us on this episode of Eurasia Talks.
00:39I wanted to begin by asking you
00:41how did your first contacts happen
00:44and what made it possible
00:46to unblock the standoff that we've been seeing?
00:49Hikmet.
00:50Thank you to Jane for the opportunity to talk
00:53and I remember our first good days when we come together
00:56and discussing our agenda of the peace.
00:58It was right after the 2020 military engagement.
01:01We in Brussels had a good chance to meet
01:03and with the support and facilitation of our EU friends.
01:07But since that time,
01:08upon the instruction of our leaders
01:10we had a one concrete agenda
01:12how we can advance the peace
01:14and also how we can put aside the disagreements
01:16that we had together.
01:17And Azerbaijan at that time
01:19we over again demonstrated our good willingness
01:22and also initiative about a peace agenda
01:25and with our Mayamanian colleagues
01:27also through other channels as well
01:29we were discussing advancement of the peace agenda together.
01:32Armen, obviously with those discussions
01:35you know, what was it that your leadership
01:37and yourselves, you know,
01:39how did you come to the conclusion
01:41that peace was possible?
01:44both in Yerevan and in Baku
01:46I'm sure the leadership have been thinking
01:49how to bring peace and stability to the region.
01:52My Prime Minister have been publicly
01:55very intensively talking
01:56how much our society needs peace
02:00and we have been seeing that
02:03there is the same will in Baku
02:06and we have been intensively working
02:08to that direction.
02:10here
02:11I think the first meeting was 21-22
02:14between me and Hikmet
02:16and now we are sitting here
02:18and discussing
02:19how to institutionalize the peace
02:21how to move forward
02:23in that context
02:24so the success is great
02:26and we are also celebrating that.
02:29We're here at the Doha Forum
02:30and obviously
02:31I heard you talking earlier
02:33and I think Hikmet
02:34you refer to each other as colleagues
02:35that's a bold step forward
02:37and a real positive thing
02:38to use that terminology
02:40with each other
02:41in this journey together.
02:43Yeah, really indeed
02:44within the Armenian side
02:46and the Azerbaijan system
02:47of Washington
02:48we are working on
02:49the concrete elements
02:50of the peace agenda
02:51that we have agreed
02:52in Washington
02:53and Azerbaijan demonstrates
02:54it's a full commitment
02:56to the agenda
02:57that we have agreed
02:58one of the important topics
02:59on our agenda
03:00is about the corridor
03:01and again we do hope
03:02that the corridor
03:04from the Azerbaijan side
03:05is considered
03:06the Zenggazir corridor
03:07and also on the Trump corridor
03:08where we are working together
03:09for its implementation
03:10we think that it will change
03:12completely
03:13the transport map
03:15of the Eurasian continent
03:16and also in Armenia
03:17Azerbaijan
03:18bring us together
03:19and working together
03:20and will also contribute
03:21to build
03:22a mutual economic dependence
03:24and in a broader sense
03:25it will also create
03:27the economic benefits
03:28of the peace agenda
03:29for both of our countries
03:31for our broader region
03:32but we also
03:34what we understood
03:35that peace
03:36is like a strategic commodity
03:37that we are delivering
03:38to the international community

03:41we cannot render ourselves
03:42to the comfort zone

03:44where to institutionalize
03:46and solidify
03:47the peace on the ground
03:48and to maintain it
03:49and also to bring it
03:50to the future generations
03:52it requires a lot of hard work
03:53from both countries
03:55and also both societies
03:56but in the meantime
03:57what we see
03:58is a full commitment
03:59from our countries
04:00to work on that dimension
04:01What is the realistic timeline
04:03for finalizing
04:04this peace deal?
04:05The peace deal
04:06in Abu Dhabi discussions
04:07this year in Samma
04:09we had an open
04:10and broad discussion
04:11with the Armenian side
04:12and my president
04:13and Armenian Prime Minister
04:14and also delegations
04:16that we are attending
04:17we discussed
04:18an important competence
04:19including the elements
04:21that are still on our agenda
04:23of outstanding issues
04:24I think that we are
04:25on the right track
04:26towards a complete
04:28signing of the peace agreement
04:30but more than that
04:32what I would like to highlight
04:33that we have a real peace
04:34on the ground
04:35what is an experience
04:36of international community
04:37shows that
04:38on many post-conflict situations
04:39and conflict situations
04:40there are agreements
04:41and arrangements on the paper
04:42but there is no real peace
04:43on the ground
04:44but we have a real peace
04:45on the ground
04:46de facto peace on the ground
04:47we should solidify it
04:48and we should strengthen it
04:49and also bring it
04:50to the future generations

05:22and ratify it

05:25we consider unblocking
05:26very much important
05:28the big beautiful deal
05:30that we reached
05:31in Washington
05:33and now we are trying
05:34to implement
05:35is very much important
05:37and part of that deal
05:38is Trump route
05:39for international peace
05:41and prosperity
05:42the connectivity project
05:44that will bring
05:46economic benefit
05:48to the region
05:49we are working
05:50on that direction
05:51I hope
05:52we are now
05:53intensively discussing
05:54with Americans
05:55the project implementation
05:58of the trip
05:59as soon as
06:00we finalize
06:01we will start
06:02implementation project
06:04I hope
06:05it will be very soon
06:06and after that
06:08the whole technical process

06:12and we will work
06:14on that direction
06:15to unblock the region
06:16to open the trip

07:30an engagement
07:31and a partnership
07:32think about Armenia
07:33Azerbaijan
07:34peace agenda
07:35in the global context
07:36of the conflicts
07:37and wars
07:38at least one success story
07:39one chapter of the conflict
07:40is closed
07:41there is a real peace
07:42on the ground
07:43within the global powers
07:45they support our peace
07:46agenda on the ground
07:47whether it's in
07:48connectivity projects
07:49whether it's in a
07:50normalization
07:51between the two countries
07:52and also new economic
07:53partnerships
07:54and as Armenia
07:55and Azerbaijan
07:56we are working
07:57on the fundamental concept
07:58of the economic benefit
07:59of the peace
08:00I think that our
08:01international partners
08:02can also contribute to that

08:09is an inclusive process
08:11we don't try to exclude anyone

08:48that will bring
08:49more stability
08:50in the region
08:51and we don't see
08:53our region
08:54as a competing place
08:57because competition
08:59in a good sense
09:00of that economic
09:01from economic perspective
09:02it's good
09:03but from other perspectives
09:05sometimes it can
09:07very firstly damage
09:08to the countries
09:09that are living
09:10in the region
09:11so
09:12a little bit
09:13historically speaking
09:14the region
09:15of the South Caucasus
09:16historically
09:17and unfortunately
09:18was in a battle space
09:19of the big empires
09:20and big powers
09:21now it's not related
09:22to the current state
09:23of the region
09:24but now Azerbaijan
09:25at least from his side
09:26and I see the same
09:27willingness from the Armenian
09:28side as well
09:29to transform the region
09:30and to make it
09:31marketplace
09:32investment place
09:33for the cooperation
09:34what guarantees
09:35can you give
09:36the people of your country
09:37that this peace
09:38is going to last
09:39and their safety
09:40I think that
09:41our signature
09:43it matters a lot
09:44and it was in front
09:45of the international community
09:46in Oval Office

09:53to the peace agenda

11:54as far as I can remember

11:56a jubileous atmosphere

11:58last 30 years
11:59both of our countries

12:01conflict

12:03and our peoples

12:05and finally we put

12:07of this conflict

12:10once again a demonstration
12:11of a stronger political

14:02of the dialogue
14:03the continuation
14:04of the positive messages

14:07after the Washington
14:08meeting
14:09both

14:12and Azerbaijan
14:13visited both
14:14Armenia to Azerbaijan

14:24are signals
14:25and public
14:26are receiving it

14:41very heavily involved
14:42in negotiations
14:43and mediations
14:45internationally

14:47how important
14:48and where do you see
14:49the future
14:50of that international
14:51involvement going
14:52going
14:53in terms of
14:54you know
14:55the Qataris
14:56the EU
14:57and the US
14:58Well we appreciate
14:59all international
15:00efforts that
15:01contribute to the
15:02peace agenda
15:03but what was the beauty
15:04of Armenia-Azerbaijan
15:05agenda
15:06is that it was a
15:07bilateral process
15:08there was a complete
15:09belief in the
15:10two capitals
15:11that first
15:12Baku and Yerevan
15:13we need a peace
15:14and we need a peace
15:15for our future generations
15:16for our peoples
15:17and we started
15:18our active
15:19bilateral diplomatic
15:20engagement
15:21it also brought us
15:22to the
15:23Washington discussions
15:24and some other
15:25agendas that we have
15:26again we can
15:27highly appreciate
15:28the role of the
15:29international community
15:30all our partners
15:31but Armenia-Azerbaijan
15:32I'm sure that based
15:33on the confidence
15:34that we are trying
15:35to build and based
15:36on the mechanisms
15:37of the interaction
15:38we built
15:39will continue to advance
15:40on our bilateral
15:41peace-building agenda

15:45without that bilateral

16:18coming from the Qataris

16:20helpful
16:21and we very much
16:22I'm sure

16:24on both of us
16:25that we very much
16:26appreciate
16:27that Qataris
16:28gave this platform

16:31publicly

16:34It's been a real
16:35symbolism of hope

16:47advice

16:49our own
16:50example

16:54we demonstrated
16:55leading by example
16:56and there wasn't
16:57a really difficult
16:58and bloody war
16:59between the two countries
17:00and last 30 years
17:01two countries
17:02suffered from the deficit
17:03of the security
17:04and the deficit
17:05of the peace
17:06but with the political will
17:08and demonstration
17:09of the firm
17:10and stronger political will
17:11peace is achievable
17:12and as a result
17:13of the just peace
17:14has been ensured
17:15between Armenia
17:16and Azerbaijan
17:17now is the time

17:19of the two governments
17:20and two peoples
17:21to make a long-lasting

17:47thing was that strong will
17:49both in Yerevan
17:50and in Baku
17:51was very much helpful
17:52in moving towards the peace
17:54the leadership
17:56in both countries
17:57have been intensively working
17:59even though a lot of difficulties
18:01you can imagine
18:02and in all conflicts
18:03it's very difficult
18:04to move forward
18:05because of the problem
18:07also of trust
18:08in all conflicts
18:10sides don't trust
18:11each other
18:12but we have been working
18:14towards this
18:15as in famous music
18:18it's said
18:19another brick to the wall
18:21in positive sense
18:23of that quote
18:24we have been working
18:26towards that
18:27trying to build that
18:28wall of trust
18:29trying to move
18:31to move in that direction
18:32that was very much helpful
18:34bilaterally creating that trust
18:37and then also international community support
18:41if you could send one message
18:42to the people of your neighbouring country
18:45what would that be?
18:46to continue working on strengthening the peace

18:55we went through the conflict
18:57we went through the pain
18:59both of us
19:01and
19:02we need to understand also
19:04that
19:05there is a chance of peace
19:07we have
19:08both to work on this direction
19:11institutionalize the peace
19:13and work on that direction

19:20of the peace

19:28war and conflict is over
