Speaking in Berlin, Rutte urged NATO members to act immediately—before a full-scale conflict erupts—criticizing governments for being unprepared and too slow to boost defense spending.
Rutte also emphasized that China has become Russia’s primary lifeline, with Iran and North Korea reinforcing Moscow’s growing military ambitions. He warned that time is running out for NATO to strengthen itself against what he describes as Russia’s increasingly aggressive and imperial strategy.
