00:00They are working on the deployment and redeployment of missile systems in Europe and Asia-Pacific.
00:09And we used to have a treaty which regulated these activities, but it has now no longer
00:17in force.
00:18Due to the actions of the United States, we have underscored many times that we will not
00:25deploy intermediate-range missiles until the United States deploy similar weapons in a
00:32region of the world.
00:34That was essentially a unilateral obligation undertaken by Russia.
00:39But if the United States start deploying such weapons, then any and all such voluntary restrictions
00:46will be lifted.
00:49And considering the situation, we have to take additional measures to ensure our safety
00:54and the safety of our allies.
00:57The Oreshnik intermediate-range strike complex has been a well-noted innovation.
01:05We have used it as a response to the Western long-range weapons being deployed in Ukraine.
01:16It was used in a non-nuclear form, and we must ensure this mass production of these
01:22complexes to protect ourselves and our allies.
01:26Countries are racking up their military expenses, they're deploying their strike groups near
01:34our borders.
01:37And now there are over 100,000 troops in Europe, and this is far more than the warranted amount.
01:49They're also growing their presence in the Asia-Pacific.
01:53The United States is creating new military and political alliances that undermine the
02:01established security architecture that had been created over decades.
02:06The share of state-of-the-art military equipment in nuclear forces is now 95 percent, and the
02:16basic principles governing the use of such weapons have been updated, as outlined in
02:22the updated state nuclear deterrence policy.
02:27And once again, so that no one accuses us of nuclear saber-rattling, it is a deterrence
02:35policy.
02:37Our priorities include maintaining stability, strategic security, protecting territorial
02:45integrity and sovereignty of our country through the development of our strategic
02:53nuclear forces.
02:56And we will continue this work, creating new systems.
03:01The minister mentioned the illegitimacy of the Kiev regime, which we're fighting against.
03:07And that's one of the things I want to emphasize.
03:09We're not fighting against the Ukrainian people, but the neo-Nazi regime in Kiev, which
03:15captured the power in 2014 through a coup d'état, that is the source of their power.
03:21And all the troubles of Ukraine today and all Russia's troubles that stem from this
03:27began with the bloody anti-constitutional coup.
03:32And that is something that is still relevant today, because those people in power there,
03:40they commit crimes every day against their own people.
03:46This regime is obviously losing the nature of a state.
03:53So is this statehood?
03:55No.
03:56This is clear signs of the loss of statehood.
04:01So I think if they reduce the mobilization age, lower the service age, it will not change
04:13the situation on the battlefield like it didn't for Hitler's Germany.
04:17But it will be one in a series of crimes they commit against their people.
04:23It doesn't protect the interests of the Ukrainian people.
04:26Such a decision would only protect the decisions of those who give decisions from abroad.
04:32That is the only motivation.
04:35Young boys will be herded and sent to be slaughtered.
04:42We saw how they are being caught in the streets like stray dogs and sent to face the bullets.
04:51And now they'll be sending young boys to do that.
04:55And when I mentioned the crimes committed by the Kiev regime, I didn't only mean crimes
05:00against the Ukrainian people, but also crimes against our people, including in the Kursk
05:04region and other border regions.
05:07Well, of course, if you talk to military experts, both Russian and foreign, they call it a reckless
05:18adventure that didn't have any practical sense.
05:25That incursion in the bordering regions of Russia didn't bring any results.
05:32But of course, it is one of the crimes they've committed against the people, against the
05:39civilian people of those regions.
05:44And of course, it is the holy duty of the armed forces to squeeze the enemy out from
05:48our territory.
05:50And the military justice bodies must record all the crimes committed against the civilian
05:57population.
