Some parts of Germany require new owners to take an exam before getting a dog.

Starting in 2026, Bremen will require prospective dog owners to pass both a theoretical and practical exam. The tests cover animal welfare, dog behavior, legal rules, and handling skills. While other states across Germany have adopted similar laws, it is not yet standard federally.
