India condemned Pakistan’s recent strikes in Afghanistan during a UN Security Council session, calling the attacks, which killed civilians including women, children and local athletes, a serious violation of international law and a danger to regional stability. Renewed clashes between Pakistani forces and the Taliban have broken a fragile ceasefire. 00:00Today, Afghanistan is once again a safe sanctuary for terrorist groups and proxies
00:06with devastating consequences and mounting security challenges for its immediate neighbors.
00:13India echoes Yunama's concern over airstrikes
00:16and condemns the killing of innocent women, children, and cricketers in Afghanistan.
00:21Today, Afghanistan is once again a safe sanctuary for terrorist groups and proxies
00:28with devastating consequences and mounting security challenges for its immediate neighbors,
00:35particularly Pakistan and the region and beyond.
00:40Regrettably, instead of seeing the Taliban take concrete, effective, and decisive actions against terrorist groups,
00:50we saw a steep surge in terrorist attacks against Pakistan.
00:55Afghanistan planned, financed, and orchestrated using Afghan soil under their watch.
01:04Just this year alone, we have lost close to 1,200 lives to terrorism emanating from Afghanistan.
01:13And since 2022, more than 214 Afghan terrorists, including suicide bombers,
01:22have been neutralized in Pakistan during counterterrorism operations.
01:30Madam President, terrorism emanating from Afghan soil poses the gravest threat
01:36to Pakistan's national security and sovereignty.
01:39Terrorist entities including ISIL-K, al-Qaeda, TTP, ETIM, BLA, and Majid Brigade
01:48enjoy safe havens in Afghanistan's territory
01:51with dozens of terrorist camps enabling cross-border infiltration
01:57and violent attacks including suicide bombings.
02:01And as corroborated by the UN's monitoring team, TTP with nearly 6,000 fighters is the largest UN-designated terrorist group
02:13based on Afghan soil.
02:16Pakistan has successfully thwarted multiple infiltration attempts of TTP and BLA terrorists
02:23from across Afghanistan, confiscating significant caches of sophisticated military-grade modern equipment
02:32left behind by international forces in Afghanistan.
02:36These efforts have had a human cost, huge sacrifices by our valiant security forces and civilians.
02:45Elements within Taliban rank and file are supporting these terrorist groups
02:51and allowing them safe passage to operate with impunity and free will.
02:58There is also credible evidence of collaboration among these terrorist groups
03:03through joint training, illicit weapons trade, refuge to terrorists,
03:09and coordinated attacks against Pakistan using the Afghan soil.
03:15And not surprisingly, one detractor in the region, opportunist and spoiler as ever,
03:24moved fast to intensify its sponsorship of terrorist activity
03:30through material, technical, and financial support to terrorist groups and proxies
03:36active against Pakistan from Afghan soil.
03:42We believe the UNAMR must strengthen efforts as mandated to prevent illicit trade
03:48and destabilizing accumulation of small arms and light weapons
03:52and their diversion in Afghanistan and the region.
03:57Madam President, despite serious security concerns,
04:00we have made every effort to engage with the Taliban authorities,
04:03including during the recent round of talks in Doha and Istanbul.
04:09And we are grateful to the governments of Qatar and Turkey for their sincere efforts.
04:15The Taliban must take concrete and verifiable action against terrorist groups
04:20based on their soil,
04:23failing which Pakistan will take all necessary defensive measures
04:27for the protection of its citizens, territory, and sovereignty.
04:32We also expect UNAMR to provide an objective assessment of the security situation at the border.
04:40Incidents related to border clashes are primarily an issue of terrorism and peace and security.
04:48The Taliban's failure to honor their CT obligations
04:50has worsened the security landscape of our region
04:54and added to the misery of ordinary Afghans who are suffering
04:58as a direct result of their inhumane policies and misplaced priorities.
05:05Sanctions, a dysfunctional banking system, diminished aid, poverty, terrorism, narcotics production,
05:14and human rights violations continue to define Afghanistan's political and socio-economic fabric today,
05:22largely as a result of Taliban's own doing.
05:26As Afghanistan's contiguous neighbor,
05:29India deeply values its civilizational relationship
05:31and centuries-old bonds of friendship
05:34and this history continues to guide our actions
05:36in forging deeper ties with the people of Afghanistan.
05:39Over the years, India has been a strong advocate for peace and stability in Afghanistan.
05:46Coordinated regional and international cooperation on key issues
05:49concerning Afghanistan is paramount
05:52as is strongly engaging relevant parties for promoting peace, stability, and development in the country.
05:59We have accordingly participated in all rounds of the Doha Working Group meetings
06:02and in other regional fora.
06:04Madam President, provision of humanitarian assistance
06:08and building the capacities of the Afghan people
06:10have always remained India's priorities.
06:12We have already more than 500 development partnership projects across all provinces
06:17and as decided during Foreign Minister Motaki's recent visit to India,
06:22India would further deepen its engagement in development cooperation projects,
06:25particularly in the sectors of healthcare, public infrastructure, and capacity building.
06:30We will continue working with UN agencies in critical areas such as health, food security, education, and sports.
06:38The visit of Mr. Azizi, the Afghan Minister for Industry and Commerce to India,
06:43also helped further cooperation on connectivity, trade facilitation, and market access.
06:49Healthcare is an important need, particularly now, for the Afghan people.
06:53In this regard, India has undertaken the establishment of a thalassemia center,
06:59a modern diagnostic center, and a replacement of the heating system
07:02at the Indira Gandhi Institute of Child Health in Kabul.
07:06Additionally, India will construct a 30-bed hospital in Kabul's Bagrami district,
07:10an oncology center, and a trauma center in Kabul, and five maternity health clinics.
07:15About 75 prosthetic limbs have been successfully fitted to Afghan nationals.
07:19India also continues to extend medical assistance
07:23and provide high-quality healthcare treatment to Afghan nationals.
07:27During Mr. Motaki's visit, India also gifted 20 ambulances to the Afghan people.
07:32Healthcare cooperation will be further augmented
07:34during the upcoming visit of the Afghan Minister of Public Health to India.
07:39India was among the first countries to provide humanitarian assistance
07:42in the aftermath of the earthquake in Afghanistan
07:44and continues to assist in reconstructing residential buildings
07:48in the earthquake-affected areas.
07:51India's comprehensive humanitarian support includes supply of food grain,
07:55social support items, school stationery,
07:58disaster relief materials, and pesticides.
08:01It also includes providing crucial material aid
08:03to address the urgent needs of the forcibly repatriated refugees in Afghanistan.
08:08Madam President, we have taken note of the Secretary General's report
08:12on the situation in Afghanistan, especially the difficult humanitarian concerns expressed therein.
08:18The involuntary return movements of over 2 million Afghans this year,
08:22contributing a population increase of 6 percent for Afghanistan in 2025,
08:27have created significant vulnerabilities necessitating enhanced protection,
08:32improved access to shelter and food and security,
08:36and need for durable solutions for sustainable reintegration.
08:39The Secretary General's report also highlights the severe humanitarian and economic impact
08:44resulting from recent border clashes and border crossing closures,
08:49displacing hundreds of families inside Afghanistan,
08:53disrupting vital trade, causing financial distress and widespread losses for farmers
08:58during the critical fruit harvest season,
09:01and threatening the livelihoods of the Afghan people.
09:03Member states this year issued the Awaza political declaration to address
09:07the unique challenges faced by landlocked developing countries, the LLDCs.
09:13It's incumbent on all not to weaponize trade and transit vulnerabilities.
09:18India echoes Unama's concern over airstrikes
09:22and condemns the killing of innocent women, children, and cricketers in Afghanistan.
09:26We add our voice to calls for paying full respect to the United Nations Charter
09:31and international law, with particular attention to protection of innocent civilians.
09:36We also note with grave concern the practice of trade and transit terrorism
09:39that the people of Afghanistan are being subjected to
09:42by the cynical closure of access for a landlocked country
09:45whose people are suffering numerous debilitating conditions since many years.
09:49These acts are in violation of WTO norms.
09:53Such open threats and acts of war against a fragile and vulnerable LLDC nation
09:57trying to rebuild in difficult circumstances
10:00constitute a blatant violation of the UN Charter and international law.
10:04While we condemn such acts, we also strongly support the territorial integrity,
10:09sovereignty, and independence of Afghanistan.
10:12India continues to closely monitor the security situation in Afghanistan.
10:15The international community must coordinate efforts towards ensuring
10:18that entities and individuals designated by the UN Security Council,
10:23the ISIL and al-Qaeda and their affiliates,
10:26including the Lashkar-e-Taiba and the Jaish-e-Mohammed,
10:28and proxies of the LAT, such as the Resistance Front,
10:32along with those who facilitate their operations,
10:34are no longer indulged in cross-border terrorism.
10:39Madam President, India calls for a pragmatic engagement with the Taliban.
10:43A coherent policy of engagement should incentivize positive actions.
10:46A focus on only punitive measures will only ensure
10:50that a business-as-usual approach continues,
10:53as we have been seeing now for the last four and a half years.
10:56We call on the United Nations and the international community
10:59to adopt nuanced policy instruments
11:01that help bring sustainable benefits for the people of Afghanistan.
