00:06na naging sanhi umano ng malawaking pagbahas sa Cebu.

00:15Naghainan na criminal case ang Department of Environment and Natural Resources

00:19laban sa developer na Monterazas de Cebu

00:21na isa sa itinuturong sanhi ng matinding pagbahas sa Cebu noong nakaraang buwan

00:26matapos manalasa ang Bagyong Tino.

00:28For the Monterazas case, we already filed a criminal case on December 3, 2025

00:37for violation of Section 77 of Presidential Decree No. 705

00:42or the Revised Forestry Code against the corporation.

00:47Ayon sa ahensya, handa silang ilatag ang mga ebedensya

00:50kabilang ang satellite imagery at inventory.

00:53If I'm not mistaken, there was an intention to apply for something

00:57because an inventory was conducted in 2022

01:01which identified 745 trees.

01:05And last we checked, I mean when we checked recently,

01:10there were only 11 trees left.

01:14So, sa kaso na yan, siyempre maglalabanan ng ebedensya.

01:21They have their claim and we have our...

01:22Before this case was filed, of course, we studied whatever we had in the regional level.

01:27Mahaharap ang developers sa dalawa hanggang tatlong taong pagkakakulong

01:31na may isa hanggang sampung dibong pisong multa.

01:34Kukumpis kahindi ng kanilang mga gamit at otomatikong kakansilahi ng permit o lisensya.

01:40At tuloy naman ang pagkikipag-ugnay ng DENR sa Local Government Unit

01:44patungkol sa nangyaring anomalya.

01:46Samantala, dahil sa lumulubhang problema sa baha,

01:50nakikipag-ugnay na ang DENR sa iba't ibang ahensya ng pamahalaan

01:55para sa flood mitigation at implementasyon ng National Flood Master Plan.

01:59Flood mitigation, as the President has constantly stressed,

02:05must begin at the headwaters with forests, wetlands, and watersheds

02:11not nearly at the point where this water overflows.

02:17So we have worked closely with the team of Secretary Vince Disson

02:22in order to make sure that infrastructure projects,

02:28especially for flood control, are aligned with the river basin plans

02:35as well as with the nature-based solutions.
