00:00At sa pagpapatuloy po ng usapin sa mga aksyon at programa ng LAPSI at ng mga departamento at sa ngay ng pamahalaan laban sa kahirapan,
00:08alamin po natin ang mga hakbang na ginagawa ng National Maritime Polytechnic para matulungan at masuportahan po ang ating mga kababayang seafarer at mainista.
00:17Tutukan po natin ang convergence, yung pagsasama-sama po ng mga programa at stakeholders sa patuloy na pagpapaunlad ng mga komunidad at ng ating pamayanan.
00:25At dito pa rin sa National Anti-Poverty Commission Aksyon Laban sa Kahirapan.
00:38At makakakwentuhan po natin ngayon dito sa ating programa si Deputy Executive Director Myla Makadawan.
00:44Mula po sa National Maritime Polytechnic o MMP upang talakain kung ano ba mga programa ng MMP para po sa ating mga seafarer.
00:51Director Myla, magandang umaga po sa inyo.
00:53Magandang umaga, Ms. Diane, sa lahat ng nanonood ng programa.
00:56Alright. Well, Director Myla, ano po ba ang mandato ng National Maritime Polytechnic o MMP?
01:01Okay. National Maritime Polytechnic is the only government subsidized by the government in providing training for the seafarers.
01:10And also, we are also conducting research for the industry.
01:17So, MMP is under the office of the DMW, Department of Migrant Workers, and supervised by the seabase concern.
01:25Alright. So, for training and research, dun tayo sa training, ma'am.
01:28Yes.
01:28Kasi, marami rin sa ating mga kababayan, nandilang gusto nilang marating.
01:32Yung, kumbaga, makasampas sa barko at maging isang seafarer.
01:35Kasi, dyan din kilala ang Pilipinas. Marami po tayong sinusupply ng mga seafarers globally.
01:40Ano po ba yung mga training na ipinoprovide niya po sa ating mga kababayang seafarers?
01:44Actually, I would agree with you na ang Filipino seafarers, they are the seafarers of choice.
01:49Currently, we are 25 to 30 percent providing the global maritime workforce.
01:58And we are providing training for the seafarers such as the deck courses.
02:04We also have the professional development courses, the basic training courses.
02:09And we also provide for the medical and basic safety.
02:16Okay. May mga libre ng kurso po dito?
02:18Yes. Out of 56 courses that we offered, 33 of that is offered for free.
02:24Okay. So, sino po yung mga qualified or eligible na makatanggap po nitong mga free training na ito?
02:29Actually, lahat pwedeng mag-avail ng free courses na ito.
02:35Yung sa 33 na nabanggit ko kanina, we just need you to register.
02:39Online sa aming website.
02:41And then, you also have to provide to us yung ID ninyo, your ID and your birth certificate plus your medical certificate as well.
02:53Okay.
02:54And then, you just have to register online.
02:56Okay. So, since your inception, ma'am, itong NMP, gano'n na po karami yung naging graduates po nitong inyong national merit and quality?
03:03NMP was created by PD-1369, 1978.
03:10So, in that long span of time, we have produced almost a million of seafarers globally.
03:17Okay. Doon naman po sa mga graduates ninyo, yung magka-undergo ng training po ninyo, kamusta po ang success rate in terms of employment?
03:25Oh, we have a very good success rate kasi every year we have a target na mag-trace kung talaga bang nakatulong yung training.
03:34And so far, between 80 to 82 percent ang nagkakaroon na employment from our training.
03:40Alright. Now, we mentioned kanina na isa tayo sa talagang napakarami mga sinusupply ng mga seafarers globally.
03:45Ano po ba yung feedback na ating pong natatanggap mula po dun sa mga employers patungkol po sa mga Filipino seafarers?
03:52Oh, well, according to the principal, gusto nila yung mga Filipino seafarer because of our technical competence,
03:58because of our communication skills, because of our adaptability and work of ethics to the Filipino seafarers.
04:04At lahat yan ay nahasa sa mga training and courses ninyo.
04:06Yes, through our training. We provide maritime courses and non-allied maritime courses.
04:12Alright. Now, in terms of convergence naman, ano po yung inyong mga partnership naman sa iba't ibang mga government agencies na tutugunin po sa mandato po ng NMP?
04:21Yes. Recently, we have our convergence with National Anti-Poverty Commission that is primarily for the training of the motorboat handlers and operators
04:30to, of course, uplift the employability of our fisher folks and fishermen.
04:38So, and then, may mga convergence din tayo sa National Anti-Poverty Commission in terms of maritime research
04:46because we wanted to have an evidence-based policymaking in terms of policy of the maritime industry.
04:55Alright. Sa mga local government units, ma'am, meron din po mga partners?
04:58We also have, by the way, ma'am, we also have outer convergence with other maritime partners like CHED.
05:04Okay.
05:05We have also with Marina, with Philippine Coast Guard, and other partner government agency.
05:11With regards to LGU, yung program ng NMP community-based training, for basic training for the fisher folks,
05:19we have a lot of convergence with LGU, mostly in Eastern Visayas, in Samar, in, we also conduct our training in Mindanao, in Luzon, in Mindoro,
05:31and practically lahat na ng, all over the country, we have conducted our training for basic training for fisher folks.
05:39Okay. Well, sempre, hindi rin naman, kumbaga, may risk din involved, ano po, dito po sa trabaho ng ating mga seafarers.
05:46Yes, yes.
05:47Ano naman po yung inyo pong isinasagawang mga training or workshop regarding this?
05:51May mga training tayo for, to make sure na yung safety of life at sea, at saka yung environmental protection.
05:58So, lahat po yan, cover ng training that is being provided by National Maritime Polytechnic.
06:03Okay. Ano po ang halaga nito pong mga convergence programs po ninyo?
06:07Yung pakikipag-unayan sa iba't-ibang sektor ng lipunan, ganun rin po na iba't-ibang mga government agencies.
06:12Yeah, it's very important because we have to work in synergy with government agencies and with private partners.
06:18So, it has to be in convergence at kailangan talaga pare-pareho yung direction na pupuntahan natin.
06:25Together, di ba, may kasabihan na if you go together, then there will be more impact.
06:33Alright, we'll talk more about dito po sa inyong community-based safety training at yung isinasagawa po para sa mga mangisda at small boat operators.
06:42Ano po ang kaibahan ng pagbibigay ng focus po sa ating po mga komunidad na?
06:46Actually, yung, it's actually yung fisher folks and operators.
06:52May marami kasi tayong mga fisher folks at saka operators na nandun lang sila sa laot and they don't have the basic training.
06:59So, dapat alam nila yung basic training, alam nila yung elementary medical emergency, yung firefighting.
07:11So, it has to be comprehensive and we put it as one program, two days lang siya, it's for free and it is in convergence with LGU.
07:20So, that lahat ng mga nandun sa mga salawat na mga fisher folks at saka seaman, seafarers, they are also uplinked, well-versed sa mga basic trainings.
07:35Now, I remember before, nabanggitin nito ng ating mahal na Pangulong Ferdinand R. Marcos Jr.
07:39At very proud siya dun sa mga seafarers natin at saka sinasabi niya na talagang kailangan ng mga skills.
07:44So, ang NMP, we are accredited by Marina. Now, we are in line dun sa standard ng international.
08:09So, it's standard for certification and watch keeping or STCW. So, we make sure na yung mga training na kinakandak natin, it has to be globally competitive and it has to be in line with the STCW as mandated by international maritime organization.
08:26Okay, baka po may mga nakikilig sa atin na mga siguro kapamilya or sila mismo gusto po nilang maging seafarers at makapagtrabaho rin po abroad.
08:35Ano po yung mga siguro maipapayo niyo po sa kanila para masimulan po nila itong kanilang journey to become a seafarer?
08:40So, inaanyayahan ko po ang lahat ng mga nanonood, mga seafarers and who wants to be an aspiring seafarers.
08:46Gusto ko po sanang i-invite kayo na pumunta sa Tacloban or i-explore ninyo yung maritime industry.
08:55It's a very lucrative business.
08:57You will, it is, remember that during the time of, siguro wala pa yung, wala pa si Magellan, may mga Filipinos na tayo na naglalayag abroad.
09:09So, I'm encouraging all the seafarers and who wants to be a seafarer to please visit our website.

09:23Napaka-importante po ng field na ito, ng industry na ito, kasi tayo yung nagpo-produce ng 30% of global workforce.

10:23Oh, we also have offering, we are doing it for free, yung mga gusto naman sa cruise ship.

10:31Question, ma'am, kailangan ba yung course mo, bago ka mag-training sa'yo, ay talagang related sa maritime?
10:36No, not necessarily.

10:37Those who are non-maritime courses, pwede din naman magkumuha ng courses sa amin.
10:41Pwede kumuha ng training.
