00:12As we commemorate Human Rights Day, I rise to bring to our people's attention compelling evidence that raises alarming questions about the so-called war on drugs of former President Rodrigo Duterte.
00:27Under the leadership of the then Chief of the Philippine National Police, Senator Bato de la Rosa.
00:36Ayon mismo, the Office of the President's 2017 year-end report, as cited by the Supreme Court in Almora v. de la Rosa,
00:47Mula July 1, 2016, hanggang November 30, 2017,
00:5420,322 taong ang pinatay sa war on drugs ni Rodrigo Duterte.
01:03Of the 20,322 persons killed in the first 17 months of the war on drugs,
01:133,967 Filipinos were killed in police operations and 16,355 in other circumstances.
01:23Yung halos apat na libong pinatay sa police operations ang sinasabi ng PNP na quote-unquote nanlaban.
01:34Pero may hawak po tayong ebidensya na sinumitemismo ng PNP sa Supreme Court
01:40na pinapabulaanan ang aligasyon na nanlaban ang mga suspect na pinatay ng police sa kanilang mga operasyon.
01:50Ito ang kwento ng isang Colt Calibre .45 pistol na may serial number 936185.
02:02Isipin po natin, isang baril pero tatlong beses daw na recover sa tatlong magkakaibang insidente,
02:10sa tatlong magkakaibang pecha, sa tatlong magkakaibang barangay, at sa tatlong magkakaibang nanlaban kuno.
02:20On September 22, 2016, based on official police reports,
02:26a by-bus operation was conducted at barangay sa Uyo, Novaliches, Quezon City
02:32by operatives of the Novaliches Police Station, or PS4.
02:37Like so many other by-bus operations conducted during the war on drugs, nanlaban daw ang suspect.
02:48Nambunot daw sila ng baril, kaya sila ay pinatay ng police.
02:53Ayon sa police reports, isa sa na-recover na baril sa mga suspect ay Colt Calibre .45 pistol with serial number 936185.
03:07The very next day, Mr. Speaker, September 23, 2016,
03:14nagsagawa naman ang by-bus operation, ang mga operatiba ng Talipapa Police Station, PS3, QCPD,
03:23sa may Congressional Avenue Extension, Barangay Culiat, Quezon City.
03:28Nanlaban din daw ang dalawang suspect, kaya sila ay pinatay ng police,
03:35at may na-recover na .45 caliber Colt pistol, again with serial number 936185.
03:44Mr. Speaker, ang tanong ko sa PNP,
03:49how could a pistol with the same make, caliber, and serial number
03:53be recovered by two different police units in two different by-bus operations
03:59conducted on two different dates in two different places involving two different sets of suspects?
04:08Pero hindi pa po tapos ang kwento ni Colt Calibre .45 pistol dyan.
04:14On November 30, 2016, two months after the by-bus operations I just discussed,
04:21nagkaroon ng isang police operation malapit sa Our Lady of Lourdes Technological Institute
04:27sa may barangay na kaisang nayon, Novaliches, Quezon City.
04:32Just like the September 22, 2016 operation,
04:36ang involved po dito ay mga operatiba ng Novaliches Police Station, PS4.
04:43Kasong nanlaban din daw, pero ang lumaban at pinatay ay isang robbery suspect.
04:51But lo and behold, Mr. Speaker, miracle of miracles,
04:56ang na-recover na baril ay .45 caliber Colt pistol with serial number 936185,
05:03the very same serial number as the firearm recovered on September 22, 2016, and September 23, 2016.
05:14Iisang baril na paulit-ulit na na-recover, halos imposibleng mangyari kung hindi man katawa-tawa.
05:22Pero kung paano, kung sasabihin ko po sa inyo na hindi lang ito ang baril na paulit-ulit lumalabas sa mga police reports.
05:33Ito naman ang kwento ni Colt Caliber .45 pistol with serial number 361852.
05:40Noong August 17, 2016, sa isang checkpoint sa barangay Pinyahan, QC by operatives of Ancar DSOU,
05:51may nanlaban at pinatay na dalawang suspect.
05:54At may na-recover, ayon sa police, na isang Colt Caliber .45 pistol with serial number 361852.
06:03Three weeks later, September 8, 2016, nagsagawa naman ang by-bus operation ang mga operatiba ng Kamuning Police Station PS10
06:15sa Aurora Boulevard, Corner E. Rodriguez, Barangay Immaculate Conception, Cubaw, QC,
06:22which resulted in the death of a certain fidel and the recovery of a pistol with the same caliber, make, and serial number as that recovered on August 17, 2016.
06:34On September 22, 2016, in another by-bus operation, this time at the Barangay Bagong Silangan, QC by operatives of Police Station 6 in Batasan,
06:48may nanlaban na naman na suspect at pinatay na naman ng police.
06:54Ang baril na na-recover, walang iba kung hindi isang Colt Caliber .45 pistol with serial number 361852,
07:03the very same make, caliber, and serial number as the pistol recovered on August 17 and September 8, 2016.
07:13Pangatlong kwento po, ito naman ay kwento ng Remington Caliber .45 pistol with serial number 047936.
07:24Noong September 29, 2016, nagsagawa ng by-bus operation ang mga operatiba ng Batasan Police Station PS6
07:32sa may Navarro Compound, Barangay Holy Spirit, QC.
07:38Nanglaban daw at pinatay ang suspect at may na-recover na baril,

07:49Around seven months later, on May 3, 2017, in another by-bus operation by the same police station,
07:59this time at Creek Extension, San Miguel Street, Barangay Payatas, QC,
08:05nanlaban na naman ang suspect at pinatay.

08:16Pangapat na kwento, Remington Caliber .45 pistol with serial number 04793618.
08:28On September 28, 2016, Mr. Speaker, a by-bus operation was conducted by operatives of the Novaliches Police Station
08:36at Area C, Pasacola, Barangay Nagkaisang Nayon, Novaliches, QC,
08:42which resulted in the deaths of five men and one woman.
08:48And, again, an alleged nanlaban situation that resulted in the recovery of a Remington Caliber .45 pistol
08:57with serial number 0793-618.
09:01But two months later, on November 4, 2016, in a test by operation
09:07in Barangay Old Balara, Quezon City, by operatives of Batasan Police Station 6,
09:16nanlaban na naman daw ang suspect at pinatay uli ng police.
09:20Ang na-recover na baril, walang iba, kundi Remington Caliber .45 pistol with the same serial number 0793-618.
09:34Panglimang kwento, Colt Caliber .45 pistol with serial number 9111243.
09:42October 5, 2016, nagsagawa ang mga operatiba ng Batasan Police Station
09:48ng by-bus operation at simultaneous raids sa alleged drug dents
09:54sa may Group 3 Chocolate Hills Payatas BQC.
10:00In one of the raids, a pistol described as, quote,
10:03one caliber .45 Colt pistol with serial number 9111243 was recovered by the police based on their police report.
10:13But 25 days later, on October 30, 2016,
10:18a by-bus operation was conducted by operatives of a different police station, PS3,
10:24Barangay Talipapa, QC, at Barangay Sangandaan, Quezon City,
10:29which resulted in the deaths of two suspects in yet another nanlaban situation
10:35and the recovery of a Colt Caliber .45 with the same serial number 9111423
10:42as that allegedly recovered on October 5, 2016.

11:15which resulted in the death of the suspect
11:18in another nanlaban case
11:20and the recovery of a Colt Caliber .45 pistol
11:23with serial number 479361.
11:28But two weeks later,
11:30on October 22, 2016,
11:33sa iba naman by-bus operation
11:35na isinagawa ng Novaliches Police Station
11:38sa may Barangay Bagbag, Novaliches,
11:41which resulted in the death of the suspect
11:43and the recovery of the pistol
11:45which, lo and behold,
11:47bears the same caliber, make, and serial number
11:50as that recovered on October 8
11:53by a different police station.

12:42Just three days later,
12:44nagsagawa ng by-bus operation
12:46ang same police unit
12:48sa loob ng isang bahay
12:49sa K4th Street,
12:51Camuning, Quezon City,
12:53resulting in the death of two suspects
12:55and the recovery
12:56of a Springfield Armory .45 caliber pistol
13:01with the same serial number
13:03195859.
13:06The police reports being shown on the screen,
13:09Mr. Speaker,
13:11were submitted by the Office of the Solicitor General
13:14to the Supreme Court
13:15in the cases entitled
13:17Almora v. De La Rosa
13:19and Danio v. PNP.
13:22According to the government's own filings,
13:25in Quezon City alone,
13:27during the period 2016 to 2018,
13:30there were at least seven firearms
13:32that appear to have been recycled
13:34in different police operations
13:36on different dates involving different suspects
13:40who allegedly fought back and were killed.
13:44And in addition,
13:45there are also another seven firearms
13:47with the same serial number
13:49but different description
13:51as to make model or caliber
13:53recovered in different police operations.
13:56It is, I believe,
13:59incumbent on the PNP
14:01to prove that these are different firearms.
14:05Si po, Mr. Speaker,
14:07if they are the same,
14:08this means that at least 14 firearms
14:11were recycled by the Quezon City Police
14:14from 2016 to 2018
14:16in the past administration's war on drugs.
14:20Mr. Speaker,
14:23mga kasamang mambabatas,
14:25how could pistols bearing the same make,
14:27caliber, and serial number
14:29have been recovered
14:30in various non-laban cases?
14:33Totoo bang non-laban?
14:35O baka naman may nagtanim ng ebidensya?
14:39This must be investigated.
14:42What happened to these firearms?
14:44Where are they now?
14:45Who has custody over them?
14:47Have they been examined and tested?
14:50If these pistols were truly recycled
14:52and therefore planted,
14:54the government must go after those responsible
14:57and compensate the families of those who were killed
15:00since the planted firearms negate the claims of non-laban.
15:05Habang ipinagdiriwang natin ang Human Rights Day,
15:09huwag po natin kakalimutan

15:12sa nakaraang administrasyon.

15:34ng walang habas.
15:37Kung nais natin umunlad
15:38ang ating bansa,
15:39huwag natin hayaan
15:41muling masira
15:41ang ating rule of law.
