It took me a while to figure out a better design that supersedes the use of a plain old pool noodle as-is (they tend to wear out and degrade over time) or a flexible driveway marker and cut-and-tied paint roller.
This one simply mounts on the side of your basket, pannier (varies between model) or rear rack even.
All you need is a piece of wood (or plastic) placed on the top and a large washer to sandwich it to the rack, basket/crate or pannier, then a flexible driveway marker can be taped and inserted into the stem, and screwed in tightly with the supplied screw (or your own if it matches the threads). Once done, it will not come loose.
A hook can be ziptied to the end (tape under it, including zipties over tape behind it, so it doesn't move) of it so it can be wrapped around when bringing in an elevator, on a train/subway/tram, or placed on the rack of a bus, etc.
A screw at the very end, nail, fork, etc. can be ziptied over tape so intentional careless close passes striking it, inflict damage on the vehicle's paint (no fault of the vulnerable road user in this case).

01:31ties to keep it in place and screwed it in until I could not screw it in no more.

01:41This will not come off and this is stationary.
01:44This is much more stable than the original design and you can easily pull it in or out at will.
01:54The clip at the back serves to wrap it around as you saw in the previous clip.
01:59The screw on the other hand, you know, that's self-explanatory.
02:04It's to, you know, if a driver close passes you and they hit that, you can use anything.
02:09Even a fork or a spoon or a knife or anything.
02:12Or even a nail or whatever or even the hook.
02:16But this is literally to make sure close passes do not happen and this is the final design.
02:22I've gone through several and they all failed.
02:25This has been the most reliable.
02:27A 17 or 18 dollar child's kickstand.
02:31The removable piece can be taken off and you tighten it with a screw.
02:37This ensures the driveway marker does not come out at all.
02:41For security reasons, wrap it in either clear Gorilla Repair Tape or vinyl tape or duct tape
02:47and then screw it in as tight as you can get it.
02:49If it's a nut pipe screw, you can tighten it even more.
